While praised for his work with the poor, Cardinal Jorge Mario Bergoglio — now Pope Francis — has long been dogged by accusations of his role during Argentina’s military dictatorship. We speak to Horacio Verbitsky, a leading Argentine journalist who exposed Francis’ connection to the abduction of two Jesuit priests. Verbitsky is an investigative journalist for the newspaper Página/12, or Page/12, and head of the Center for Legal and Social Studies, an Argentine human rights organization.

[...] Much of the attention centers around two Jesuit priests, Orlando Yorio and Francisco Jalics, who were kidnapped by government forces on May 23, 1976, imprisoned for five months at clandestine detention center, tortured, and later found lying drugged and semi-naked in a field.

Days before their disappearance, according memoirs and statements made later by the priests, they had been dismissed from the Jesuit order by Father Bergoglio for having ministered to residents of the slums, which were considered hotbeds of Marxist agitation. Kicking the priests out of the order is seen by many Argentines as a move that, in the polarized climate of the Junta, may have served as a clear signal to the military dictatorship that they were to be targeted.

The Spanish newspaper El Pais quotes from a 1995 memoir by Father Jalics, who now lives in Germany, in which he accuses Father Bergoglio of betraying them.

“Many people who held far-right political beliefs frowned on our presence in the slums,” the priest writes. “They thought we were living there in support of the guerrillas, and set out to denounce us as terrorists. We knew which way the wind was blowing, and who was responsible for these slanders. So I went to [Father Bergoglio] and explained that they were playing with our lives. He promised that the military would be told that we were not terrorists. But from subsequent statements by an officer and 30 documents that we were able to access later, we saw without doubt that [Father Bergoglio] had not kept his promise but, on the contrary, had filed a false complaint with the military.” [...]

Despite the joyful celebrations outside the Municipal Cathedral in Buenos Aires yesterday, the news of Latin America’s first pope was clouded by lingering concerns about the role of the church – and its new head – during Argentina’s brutal military dictatorship.

The Catholic church and Pope Francis have been accused of a complicit silence and worse during the “dirty war” of murders and abductions carried out by the junta that ruled Argentina from 1976 to 1983.

The evidence is sketchy and contested. Documents have been destroyed and many of those who were victims or perpetrators have died in the years that followed. The moral argument is clear, but the reality of life at that time put many people in a grey position. It was dangerous at that time to speak out and risk being labelled a subversive. But many, including priests and bishops, did so and subsequently disappeared. Those who stayed silent have subsequently had to live with their consciences — and sometimes the risk of a trial.

Its behavior during that dark period in Argentine history was so unsaintly that in 2000 the Argentine Catholic church itself made a public apology for its failure to take a stand against the generals. “We want to confess before God everything we have done badly,” Argentina’s Episcopal Conference said at that time.

In February, a court noted during the sentencing of three former military men to life imprisonment for the killings of two priests that the church hierarchy had “closed its eyes” to the killing of progressive priests.

As head of the Jesuit order from 1973 to 1979, Jorge Bergoglio – as the new pope was known until yesterday – was a member of the hierarchy during the period when the wider Catholic church backed the military government and called for their followers to be patriotic.

Bergoglio twice refused to testify in court about his role as head of the Jesuit order. When he eventually appeared in front of a judge in 2010, he was accused by lawyers of being evasive. [...]

On the deaths in Stalin’s USSR

In the West, when Stalin’s name is mentioned, the first thing that comes to mind is the “millions of deaths” under his “ruthless regime”. For decades, fascist and capitalist propagandists alike perpetuated this vision of Stalin as a monster, employing the best World War 2 and Cold War propagandists to slander Stalin’s role as a statesman. What is the truth behind this claims? I hope to shed some light on the matter.

As has been now resolved, the varying numbers of deaths under the Stalin administration are a product of propaganda, and have hence been wildly exaggerated. The evidence found in Russian archives, opened up by the capitalist roader Yeltsin, put the total number of death sentences from 1923 to 1953, the post-Lenin Soviet Union, between 775,866 and 786,098a. To this we must add up the 40,000 who may have been executed without trial and unofficiallyb. If we add up the numbers, what we get achieve is 800,000 executions in a period of 36 years, less than the lives claimed by the dictatorship of the CIA-backed anti-communist Suharto in Indonesia in a time span of 2 years. This is not to say the deaths are to be condoned, but it raises an important question: if less lives have been claimed by the Soviet Union under Stalin than Suharto’s Indonesia, why is Stalin demonized to that extent when Suharto is rarely even known among pro-capitalists?

We shall answer this question in a future post about cultural hegemony, let’s now continue with our examination of Soviet deaths. Because the figure of 800,000 executions includes those persons sentenced to death but had, for instance, their sentences reduceda, this too may be an overestimation. In fact, in a research by Vinton, evidence has been provided indicating that the number of executions was significantly below the number of civilian prisoners sentenced to death in the USSR, with only 7,305 executions in a sample of 11,000 prisoners authorized to be executed in 1940 (or around 60%)c. In addition, 681,692 of the 780,000 or so death sentences were issued during the Great Purge (1937-1938 period)a.

Initially, the NKVD, under Yezhov’s orders, set a cap of 186,500 imprisonments and 72,950 death penalties for a 1937 special operation to combat the threat of foreign and internal subversion. The operation was decided upon after the discovery of Bonapartist plots against the government, led by Tukhacevsky, whose links with opportunist factions within the Party caused total panic. The NKVD’s orders had to be carried out by troikas, 3-men tribunalsa. As the troikas passed sentences before the accused had even been arrested, local authorities requested increases in their own quotas, and there was an official request in 1938 for a doubling of the amount of prisoner transport that had been initially requisitioned to carry out the original campaign quotas of the tribunalsd.

However, even if there had been twice as many actual executions as originally planned, which I would doubt, the number would still be less than 150,000. Many, in fact, may have had their death sentence refused or revoked by authorities before arrest or execution could take place, especially since Stalin, Molotov and Beria later realized that excesses had been committed in the 1937-38 period (the Great Purge), had a number of convictions overturned, and had many of the responsible local leaders punishede. Soviet records indicate only about 300,000 actual arrests for anti-Soviet activities or political crimes during this 1937-1938 interval. With a ratio of 1 execution for every 3 arrests as originally specified by the NKVD, that would imply about 100,000 executions. Since some of the people sentenced to death may have already been in confinement, and since there is some evidence of a 50,000 increase in the total number of deaths in labor camps over the 1937-38 interval that was probably caused by such executions, the total number executed by the troika campaign would probably be around 150,000a. There were also 30,514 death sentences passed by military courts and 4,387 by regular courts during the 1937-38 period, but, even if all these death sentences were carried out, the total number remains under 200,000. Such a low number seems especially likely given the fact that aggregate death rates from all causes throughout the Soviet Union were actually lower in 1937-38 than in prior yearsf, possibly a result of universal health care, vaccination and an improvement in living standards.

Assuming the remaining 100,000 or so death sentences passed in the other years of Stalin’s administration (1923-1936 and 1939-53) resulted in a 60% execution rate, as per the Vinton sample, the total number executed by the Soviet Union during the period would be about 250,000. Even with the thousands executed between 1917 and 1921, it is plausible that the number of unarmed civilians killed between 1917-1953 amounted to considerably less than a quarter million given that thousands of these victims may have been Soviet soldiers, given that many may have been armed bandits and guerrillas, and given that at least 14,000 of the actual executions were of foreign prisoners of warc.

A USA former attache to the Soviet Union, George Kennan, has stated that the number executed was really only in the tens of thousandsg, and so it is very likely that the true number of people killed by the Soviet Union over its entire history (including the thousands killed in Afghanistan) is too small for the country to make it even in the top ten in mass murders (unlike the United States of America, but that’s for another day). There were no doubt many innocent victims during the 1937-38 Stalin purge, but it should also be mentioned that there is substantial evidence from the Soviet archives of Soviet citizens advocating treasonable offenses such as the violent overthrow of the Soviet government or foreign invasion of the Soviet Unioni. In addition, the Soviet Union felt itself so threatened by subversion and imminent military invasions by Japan and Germany (which occurred in full force in 1938 and 1941, respectively) that it perceived a need to undertake a nationwide campaign to eliminate potential internal enemies. Moreover, these external threats were further fueled by the fact that the Russian nobility and czarists (over a million of whom had emigrated after the communist revolution in 1917) had given financial aid to the German Nazis in the 1930s for the purpose of using them (once they had successfully taken power in Germany) to help them overthrow the Soviet governmentj. Forged documents and misinformation spread by Nazi Germany to incriminate innocent and patriotic Soviets also contributed to Soviet paranoiak. It must also be remembered that Soviet fear of foreign-sponsored subversion in the 1930s existed within the context of guerrilla warfare fought against the Soviet Union by some of the same groups of people who had fought with the foreign invaders against the Soviet Union in the 1918-22 Foreign Interventionist Civil War. While the 1937-38 purges were very repressive and tragic by almost any measure, they may have helped prevent the fascists from inciting a successful rebellion or coup in the Soviet Union. Such a threat was a very real one given that the German Nazis did succeed in using political intrigues, threats, economic pressure, and offers of territorial gains to bring other Eastern European countries into their orbit, including Bulgaria, Romania, and Hungary, as well as Yugoslavia for a short period of timeh, given that the Soviet Union had been subjected to a brutal 1918-22 civil war which was launched by rebels who were supported by over a million foreign invading troops from over a dozen capitalist countries, given that there was a large amount of sabotage committed by Soviet citizens in the 1930s, and given that there were a significant number of Soviet dissidents who were in favor of overthrowing the Soviet government even if it required an invasion by Germany or some other foreign poweri. In addition, many people may have worked independently to sabotage the Soviet Union in the hope that they would thereby contribute to a foreign overthrow of the Soviet Union, especially since Nazi Germany did make extensive efforts to incite uprisings, cause subversive actions, and create ethnic conflicts in Eastern Europe and the Soviet Union. Despite the Soviet Union’s success in defeating the subsequent invasions by fascist Japan (in 1938) and Germany (1941-44), the danger posed by the Nazi spies and saboteurs in Eastern Europe is illustrated by the fact that the CIA considered them so effective that it adopted virtually the entire Nazi network into its own system of terrorism in Eastern Europe after World War IIl.

Evidence from the Soviet archives indicates that the officials responsible for the political repression of the 1930s sincerely felt the victims were guilty of some crime such as sabotage, spying, or treason, and many of the executions of the Great Purge were reported in the local Soviet press at the time. Even when there was proven to be no direct connection between the accused and the fascist foreign powers, there was often a strong belief that the suspects were foreign sympathizers who were working on their own (without formal direction) to contribute to the overthrow of the Soviet Union. It should also be noted that much of the 1937-38 repression, often called the Great Purge, was actually directed against the widespread banditry and criminal activity (such as theft, smuggling, misuse of public office for personal gain, and swindles) that was occurring in the Soviet Union at the timem. In addition to the executions, there were also many imprisoned, and hundreds of thousands of people were expelled from the Communist Party during the Great Purge for being incompetent, corrupt, and/or excessively bureaucratic, with such targeting of inept or dishonest Soviet bureaucrats being fairly popular among the average Soviet citizensi. Like the myths of millions of executions, the fairy tales that Stalin had tens of millions of people arrested and permanently thrown into prison or labor camps to die in the 1930-53 interval are untrue. In particular, the Soviet archives indicate that the number of people in Soviet prisons, gulags, and labor camps in the 1930s, 1940s, and 1950s averaged about 2 million, of whom 20-40% were released each yeara. This average, which includes desperate World War II years, is similar to the number imprisoned in the USA in the 1990s and is only slightly higher as a percentage of the population. It should also be noted that the annual death rate for the Soviet interned population was about 4%, which incorporates the effect of prisoner executionsa. Excluding the desperate World War II years, the death rate in the Soviet prisons, gulags, and labor camps was only 2.5%a, which is below that of the average citizen in Russia under the tsar in peacetime in 1913f. This finding is not very surprising, given that about 1/3 of the confined people were not even required to workn, and given that the maximum work week was 84 hours in even the harshest Soviet labor camps during the most desperate wartime yearso. The latter maximum (and unusual) work week actually compares favorably to the 100-hour work weeks that existed even for “free” 6-year old children during peacetime in the Gilded era and industrial revolutionp(shoutout to libertarians), although it may seem high compared to the 7-hour day worked by the typical Soviet citizen under Stalini.

In addition, it should also be mentioned that most of the arrests under Stalin were motivated by an attempt to stamp out crimes such as banditry, theft, misuse of public office for personal gain, smuggling, and swindles, with less than 10% of the arrests during Stalin’s rule being for political reasons or secret police mattersa. The Soviet archives reveal a great deal more political dissent permitted in Stalin’s Soviet Union (including a widespread amount of criticism of individual government policies and local leaders) than is normally perceived in the Westi. Given that the regular police, the political or secret police, prison guards, some national guard troops, and fire fighters (who were in the same ministry as the police) comprised scarcely 0.2% of the Soviet population under Staline, severe repression would have been impossible even if the Soviet Union had wanted to exercise it. In comparison, the USA today has many times more police as a percentage of the population (about 1%), not to mention prison guards, national guard troops, and fire fighters included in the numbers used to compute the far smaller 0.2% ratio for the Soviet Union. In any event, it is possible that the communist countries of Eastern Europe would have become politically less repressive and more democratic (especially over time), if there hadn’t been overt and covert efforts by capitalist powers to overthrow their governments, including subversion conducted in the USSR as late as the 1980s that the USA government admitted to in the 1990s. These efforts at violent subversion were initially carried out mostly by the British (before World War II) and then later more so by the USA through the CIA, which did succeed violently overthrowing a very democratic communist government in Chile in 1973. If the communists had truly been as evil and dictatorial as they are portrayed to be in the capitalist press, the peaceful revolution of 1989 in Eastern Europe (with virtually no related deaths except in Romania) could never have occurred.

Left Anticommunism: the Unkindest Cut

Despite a lifetime of “shaming” the system, NOAM CHOMSKY, America’s foremost “engagé” intellectual, remains an unrepentant left anticommunist.

In the United States, for over a hundred years, the ruling interests tirelessly propagated anticommunism among the populace, until it became more like a religious orthodoxy than a political analysis. During the Cold War, the anticommunist ideological framework could transform any data about existing communist societies into hostile evidence. If the Soviets refused to negotiate a point, they were intransigent and belligerent; if they appeared willing to make concessions, this was but a skillful ploy to put us off our guard. By opposing arms limitations, they would have demonstrated their aggressive intent; but when in fact they supported most armament treaties, it was because they were mendacious and manipulative. If the churches in the USSR were empty, this demonstrated that religion was suppressed; but if the churches were full, this meant the people were rejecting the regime’s atheistic ideology. If the workers went on strike (as happened on infrequent occasions), this was evidence of their alienation from the collectivist system; if they didn’t go on strike, this was because they were intimidated and lacked freedom. A scarcity of consumer goods demonstrated the failure of the economic system; an improvement in consumer supplies meant only that the leaders were attempting to placate a restive population and so maintain a firmer hold over them. If communists in the United States played an important role struggling for the rights of workers, the poor, African-Americans, women, and others, this was only their guileful way of gathering support among disfranchised groups and gaining power for themselves. How one gained power by fighting for the rights of powerless groups was never explained. What we are dealing with is a nonfalsifiable orthodoxy, so assiduously marketed by the ruling interests that it affected people across the entire political spectrum.

Genuflection to Orthodoxy

Many on the U.S. Left have exhibited a Soviet bashing and Red baiting that matches anything on the Right in its enmity and crudity. Listen to Noam Chomsky holding forth about “left intellectuals” who try to “rise to power on the backs of mass popular movements” and “then beat the people into submission. . . . You start off as basically a Leninist who is going to be part of the Red bureaucracy. You see later that power doesn’t lie that way, and you very quickly become an ideologist of the right. . . . We’re seeing it right now in the [former] Soviet Union. The same guys who were communist thugs two years back, are now running banks and [are] enthusiastic free marketeers and praising Americans” (Z Magazine, 10/95).

Chomsky’s imagery is heavily indebted to the same U.S. corporate political culture he so frequently criticizes on other issues. In his mind, the revolution was betrayed by a coterie of “communist thugs” who merely hunger for power rather than wanting the power to end hunger. In fact, the communists did not “very quickly” switch to the Right but struggled in the face of a momentous onslaught to keep Soviet socialism alive for more than seventy years. To be sure, in the Soviet Union’s waning days some, like Boris Yeltsin, crossed over to capitalist ranks, but others continued to resist free-market incursions at great cost to themselves, many meeting their deaths during Yeltsin’s violent repression of the Russian parliament in 1993.

Some leftists and others fall back on the old stereotype of power-hungry Reds who pursue power for power’s sake without regard for actual social goals. If true, one wonders why, in country after country, these Reds side with the poor and powerless often at great risk and sacrifice to themselves, rather than reaping the rewards that come with serving the well-placed.

For decades, many left-leaning writers and speakers in the United States have felt obliged to establish their credibility by indulging in anticommunist and anti-Soviet genuflection, seemingly unable to give a talk or write an article or book review on whatever political subject without injecting some anti-Red sideswipe. The intent was, and still is, to distance themselves from the Marxist-Leninist Left.

Adam Hochschild: Keeping his distance from the “Stalinist Left” and recommending same posture to fellow progressives.

Adam Hochschild, a liberal writer and publisher, warned those on the Left who might be lackadaisical about condemning existing communist societies that they “weaken their credibility” (Guardian, 5/23/84). In other words, to be credible opponents of the cold war, we first had to join in the Cold-War condemnations of communist societies. Ronald Radosh urged that the peace movement purge itself of communists so that it not be accused of being communist (Guardian, 3/16/83). If I understand Radosh: To save ourselves from anticommunist witchhunts, we should ourselves become witchhunters. Purging the Left of communists became a longstanding practice, having injurious effects on various progressive causes. For instance, in 1949 some twelve unions were ousted from the CIO because they had Reds in their leadership. The purge reduced CIO membership by some 1.7 million and seriously weakened its recruitment drives and political clout. In the late 1940s, to avoid being “smeared” as Reds, Americans for Democratic Action (ADA), a supposedly progressive group, became one of the most vocally anticommunist organizations.

The strategy did not work. ADA and others on the Left were still attacked for being communist or soft on communism by those on the Right. Then and now, many on the Left have failed to realize that those who fight for social change on behalf of the less privileged elements of society will be Red-baited by conservative elites whether they are communists or not. For ruling interests, it makes little difference whether their wealth and power is challenged by “communist subversives” or “loyal American liberals.” All are lumped together as more or less equally abhorrent.

Even when attacking the Right, the left critics cannot pass up an opportunity to flash their anticommunist credentials. So Mark Green writes in a criticism of President Ronald Reagan that “when presented with a situation that challenges his conservative catechism, like an unyielding Marxist-Leninist, [Reagan] will change not his mind but the facts.” While professing a dedication to fighting dogmatism “both of the Right and Left,” individuals who perform such de rigueur genuflections reinforce the anticommunist dogma. Red-baiting leftists contributed their share to the climate of hostility that has given U.S. leaders such a free hand in waging hot and cold wars against communist countries and which even today makes a progressive or even liberal agenda difficult to promote.

A prototypic Red-basher who pretended to be on the Left was George Orwell. In the middle of World War II, as the Soviet Union was fighting for its life against the Nazi invaders at Stalingrad, Orwell announced that a “willingness to criticize Russia and Stalin is the test of intellectual honesty. It is the only thing that from a literary intellectual’s point of view is really dangerous” (Monthly Review, 5/83). Safely ensconced within a virulently anticommunist society, Orwell (with Orwellian doublethink) characterized the condemnation of communism as a lonely courageous act of defiance. Today, his ideological progeny are still at it, offering themselves as intrepid left critics of the Left, waging a valiant struggle against imaginary Marxist-Leninist-Stalinist hordes.

Sorely lacking within the U.S. Left is any rational evaluation of the Soviet Union, a nation that endured a protracted civil war and a multinational foreign invasion in the very first years of its existence, and that two decades later threw back and destroyed the Nazi beast at enormous cost to itself. In the three decades after the Bolshevik revolution, the Soviets made industrial advances equal to what capitalism took a century to accomplish–while feeding and schooling their children rather than working them fourteen hours a day as capitalist industrialists did and still do in many parts of the world. And the Soviet Union, along with Bulgaria, the German Democratic Republic, and Cuba provided vital assistance to national liberation movements in countries around the world, including Nelson Mandela’s African National Congress in South Africa.

Left anticommunists remained studiously unimpressed by the dramatic gains won by masses of previously impoverished people under communism. Some were even scornful of such accomplishments. I recall how in Burlington Vermont, in 1971, the noted anticommunist anarchist, Murray Bookchin, derisively referred to my concern for “the poor little children who got fed under communism” (his words).

Slinging Labels

Those of us who refused to join in the Soviet bashing were branded by left anticommunists as “Soviet apologists” and “Stalinists,” even if we disliked Stalin and his autocratic system of rule and believed there were things seriously wrong with existing Soviet society. Our real sin was that unlike many on the Left we refused to uncritically swallow U.S. media propaganda about communist societies. Instead, we maintained that, aside from the well-publicized deficiencies and injustices, there were positive features about existing communist systems that were worth preserving, that improved the lives of hundreds of millions of people in meaningful and humanizing ways. This claim had a decidedly unsettling effect on left anticommunists who themselves could not utter a positive word about any communist society (except possibly Cuba) and could not lend a tolerant or even courteous ear to anyone who did.

Saturated by anticommunist orthodoxy, most U.S. leftists have practiced a left McCarthyism against people who did have something positive to say about existing communism, excluding them from participation in conferences, advisory boards, political endorsements, and left publications. Like conservatives, left anticommunists tolerated nothing less than a blanket condemnation of the Soviet Union as a Stalinist monstrosity and a Leninist moral aberration.

That many U.S. leftists have scant familiarity with Lenin’s writings and political work does not prevent them from slinging the “Leninist” label. Noam Chomsky, who is an inexhaustible fount of anticommunist caricatures, offers this comment about Leninism: “Western and also Third World intellectuals were attracted to the Bolshevik counterrevolution [sic] because Leninism is, after all, a doctrine that says that the radical intelligentsia have a right to take state power and to run their countries by force, and that is an idea which is rather appealing to intellectuals.” Here Chomsky fashions an image of power-hungry intellectuals to go along with his cartoon image of power-hungry Leninists, villains seeking not the revolutionary means to fight injustice but power for power’s sake. When it comes to Red-bashing, some of the best and brightest on the Left sound not much better than the worst on the Right.

At the time of the 1996 terror bombing in Oklahoma City, I heard a radio commentator announce: “Lenin said that the purpose of terror is to terrorize.” U.S. media commentators have repeatedly quoted Lenin in that misleading manner. In fact, his statement was disapproving of terrorism. He polemicized against isolated terrorist acts which do nothing but create terror among the populace, invite repression, and isolate the revolutionary movement from the masses. Far from being the totalitarian, tight-circled conspirator, Lenin urged the building of broad coalitions and mass organizations, encompassing people who were at different levels of political development. He advocated whatever diverse means were needed to advance the class struggle, including participation in parliamentary elections and existing trade unions. To be sure, the working class, like any mass group, needed organization and leadership to wage a successful revolutionary struggle, which was the role of a vanguard party, but that did not mean the proletarian revolution could be fought and won by putschists or terrorists.

Lenin constantly dealt with the problem of avoiding the two extremes of liberal bourgeois opportunism and ultra-left adventurism. Yet he himself is repeatedly identified as an ultra-left putschist by mainstream journalists and some on the Left. Whether Lenin’s approach to revolution is desirable or even relevant today is a question that warrants critical examination. But a useful evaluation is not likely to come from people who misrepresent his theory and practice.

Left anticommunists find any association with communist organizations to be morally unacceptable because of the “crimes of communism.” Yet many of them are themselves associated with the Democratic Party in this country, either as voters or members, seemingly unconcerned about the morally unacceptable political crimes committed by leaders of that organization. Under one or another Democratic administration, 120,000 Japanese Americans were torn from their homes and livelihoods and thrown into detention camps; atomic bombs were dropped on Hiroshima and Nagasaki with an enormous loss of innocent life; the FBI was given authority to infiltrate political groups; the Smith Act was used to imprison leaders of the Trotskyist Socialist Workers Party and later on leaders of the Communist Party for their political beliefs; detention camps were established to round up political dissidents in the event of a “national emergency”; during the late 1940s and 1950s, eight thousand federal workers were purged from government because of their political associations and views, with thousands more in all walks of life witchhunted out of their careers; the Neutrality Act was used to impose an embargo on the Spanish Republic that worked in favor of Franco’s fascist legions; homicidal counterinsurgency programs were initiated in various Third World countries; and the Vietnam War was pursued and escalated. And for the better part of a century, the Congressional leadership of the Democratic Party protected racial segregation and stymied all anti-lynching and fair employment bills. Yet all these crimes, bringing ruination and death to many, have not moved the liberals, the social democrats, and the “democratic socialist” anticommunists to insist repeatedly that we issue blanket condemnations of either the Democratic Party or the political system that produced it, certainly not with the intolerant fervor that has been directed against existing communism.

Pure Socialism vs. Siege Socialism

The upheavals in Eastern Europe did not constitute a defeat for socialism because socialism never existed in those countries, according to some U.S. leftists. They say that the communist states offered nothing more than bureaucratic, one-party “state capitalism” or some such thing. Whether we call the former communist countries “socialist” is a matter of definition. Suffice it to say, they constituted something different from what existed in the profit-driven capitalist world–as the capitalists themselves were not slow to recognize.

First, in communist countries there was less economic inequality than under capitalism. The perks enjoyed by party and government elites were modest by corporate CEO standards in the West [even more so when compared with today's grotesque compensation packages to the executive and financial elites.—Eds], as were their personal incomes and life styles. Soviet leaders like Yuri Andropov and Leonid Brezhnev lived not in lavishly appointed mansions like the White House, but in relatively large apartments in a housing project near the Kremlin set aside for government leaders. They had limousines at their disposal (like most other heads of state) and access to large dachas where they entertained visiting dignitaries. But they had none of the immense personal wealth that most U.S. leaders possess.

The “lavish life” enjoyed by East Germany’s party leaders, as widely publicized in the U.S. press, included a $725 yearly allowance in hard currency, and housing in an exclusive settlement on the outskirts of Berlin that sported a sauna, an indoor pool, and a fitness center shared by all the residents. They also could shop in stores that carried Western goods such as bananas, jeans, and Japanese electronics. The U.S. press never pointed out that ordinary East Germans had access to public pools and gyms and could buy jeans and electronics (though usually not of the imported variety). Nor was the “lavish” consumption enjoyed by East German leaders contrasted to the truly opulent life style enjoyed by the Western plutocracy.

Second, in communist countries, productive forces were not organized for capital gain and private enrichment; public ownership of the means of production supplanted private ownership. Individuals could not hire other people and accumulate great personal wealth from their labor. Again, compared to Western standards, differences in earnings and savings among the populace were generally modest. The income spread between highest and lowest earners in the Soviet Union was about five to one. In the United States, the spread in yearly income between the top multibillionaires and the working poor is more like 10,000 to 1.

Third, priority was placed on human services. Though life under communism left a lot to be desired and the services themselves were rarely the best, communist countries did guarantee their citizens some minimal standard of economic survival and security, including guaranteed education, employment, housing, and medical assistance.

Fourth, communist countries did not pursue the capital penetration of other countries. Lacking a profit motive as their motor force and therefore having no need to constantly find new investment opportunities, they did not expropriate the lands, labor, markets, and natural resources of weaker nations, that is, they did not practice economic imperialism. The Soviet Union conducted trade and aid relations on terms that generally were favorable to the Eastern European nations and Mongolia, Cuba, and India.

All of the above were organizing principles for every communist system to one degree or another. None of the above apply to free market countries like Honduras, Guatemala, Thailand, South Korea, Chile, Indonesia, Zaire, Germany, or the United States.

But a real socialism, it is argued, would be controlled by the workers themselves through direct participation instead of being run by Leninists, Stalinists, Castroites, or other ill-willed, power-hungry, bureaucratic, cabals of evil men who betray revolutions. Unfortunately, this “pure socialism” view is ahistorical and nonfalsifiable; it cannot be tested against the actualities of history. It compares an ideal against an imperfect reality, and the reality comes off a poor second. It imagines what socialism would be like in a world far better than this one, where no strong state structure or security force is required, where none of the value produced by workers needs to be expropriated to rebuild society and defend it from invasion and internal sabotage.

The pure socialists’ ideological anticipations remain untainted by existing practice. They do not explain how the manifold functions of a revolutionary society would be organized, how external attack and internal sabotage would be thwarted, how bureaucracy would be avoided, scarce resources allocated, policy differences settled, priorities set, and production and distribution conducted. Instead, they offer vague statements about how the workers themselves will directly own and control the means of production and will arrive at their own solutions through creative struggle. No surprise then that the pure socialists support every revolution except the ones that succeed.

The pure socialists had a vision of a new society that would create and be created by new people, a society so transformed in its fundamentals as to leave little room for wrongful acts, corruption, and criminal abuses of state power. There would be no bureaucracy or self-interested coteries, no ruthless conflicts or hurtful decisions. When the reality proves different and more difficult, some on the Left proceed to condemn the real thing and announce that they “feel betrayed” by this or that revolution.

The pure socialists see socialism as an ideal that was tarnished by communist venality, duplicity, and power cravings. The pure socialists oppose the Soviet model but offer little evidence to demonstrate that other paths could have been taken, that other models of socialism–not created from one’s imagination but developed through actual historical experience–could have taken hold and worked better. Was an open, pluralistic, democratic socialism actually possible at this historic juncture? The historical evidence would suggest it was not. As the political philosopher Carl Shames argued:

How do [the left critics] know that the fundamental problem was the “nature” of the ruling [revolutionary] parties rather than, say, the global concentration of capital that is destroying all independent economies and putting an end to national sovereignty everywhere? And to the extent that it was, where did this “nature” come from? Was this “nature” disembodied, disconnected from the fabric of the society itself, from the social relations impacting on it? . . . Thousands of examples could be found in which the centralization of power was a necessary choice in securing and protecting socialist relations. In my observation [of existing communist societies], the positive of “socialism” and the negative of “bureaucracy, authoritarianism and tyranny” interpenetrated in virtually every sphere of life. (Carl Shames, correspondence to me, 1/15/92.)

The pure socialists regularly blame the Left itself for every defeat it suffers. Their second-guessing is endless. So we hear that revolutionary struggles fail because their leaders wait too long or act too soon, are too timid or too impulsive, too stubborn or too easily swayed. We hear that revolutionary leaders are compromising or adventuristic, bureaucratic or opportunistic, rigidly organized or insufficiently organized, undemocratic or failing to provide strong leadership. But always the leaders fail because they do not put their trust in the “direct actions” of the workers, who apparently would withstand and overcome every adversity if only given the kind of leadership available from the left critic’s own groupuscule. Unfortunately, the critics seem unable to apply their own leadership genius to producing a successful revolutionary movement in their own country.

Tony Febbo questioned this blame-the-leadership syndrome of the pure socialists:

It occurs to me that when people as smart, different, dedicated and heroic as Lenin, Mao, Fidel Castro, Daniel Ortega, Ho Chi Minh and Robert Mugabe–and the millions of heroic people who followed and fought with them–all end up more or less in the same place, then something bigger is at work than who made what decision at what meeting. Or even what size houses they went home to after the meeting. . . .

These leaders weren’t in a vacuum. They were in a whirlwind. And the suction, the force, the power that was twirling them around has spun and left this globe mangled for more than 900 years. And to blame this or that theory or this or that leader is a simple-minded substitute for the kind of analysis that Marxists [should make]. (Guardian, 11/13/91)

To be sure, the pure socialists are not entirely without specific agendas for building the revolution. After the Sandinistas overthrew the Somoza dictatorship in Nicaragua, an ultra-left group in that country called for direct worker ownership of the factories. The armed workers would take control of production without benefit of managers, state planners, bureaucrats, or a formal military. While undeniably appealing, this worker syndicalism denies the necessities of state power. Under such an arrangement, the Nicaraguan revolution would not have lasted two months against the U.S.-sponsored counterrevolution that savaged the country. It would have been unable to mobilize enough resources to field an army, take security measures, or build and coordinate economic programs and human services on a national scale.

Decentralization vs. Survival

For a people’s revolution to survive, it must seize state power and use it to (a) break the stranglehold exercised by the owning class over the society’s institutions and resources, and (b) withstand the reactionary counterattack that is sure to come. The internal and external dangers a revolution faces necessitate a centralized state power that is not particularly to anyone’s liking, not in Soviet Russia in 1917, nor in Sandinista Nicaragua in 1980.

Engels offers an apposite account of an uprising in Spain in 1872-73 in which anarchists seized power in municipalities across the country. At first, the situation looked promising. The king had abdicated and the bourgeois government could muster but a few thousand ill-trained troops. Yet this ragtag force prevailed because it faced a thoroughly parochialized rebellion. “Each town proclaimed itself as a sovereign canton and set up a revolutionary committee (junta),” Engels writes. “[E]ach town acted on its own, declaring that the important thing was not cooperation with other towns but separation from them, thus precluding any possibility of a combined attack [against bourgeois forces].” It was “the fragmentation and isolation of the revolutionary forces which enabled the government troops to smash one revolt after the other.”

Decentralized parochial autonomy is the graveyard of insurgency–which may be one reason why there has never been a successful anarcho-syndicalist revolution. Ideally, it would be a fine thing to have only local, self-directed, worker participation, with minimal bureaucracy, police, and military. This probably would be the development of socialism, were socialism ever allowed to develop unhindered by counterrevolutionary subversion and attack. One might recall how, in 1918-20, fourteen capitalist nations, including the United States, invaded Soviet Russia in a bloody but unsuccessful attempt to overthrow the revolutionary Bolshevik government. The years of foreign invasion and civil war did much to intensify the Bolsheviks’ siege psychology with its commitment to lockstep party unity and a repressive security apparatus. Thus, in May 1921, the same Lenin who had encouraged the practice of internal party democracy and struggled against Trotsky in order to give the trade unions a greater measure of autonomy, now called for an end to the Workers’ Opposition and other factional groups within the party. “The time has come,” he told an enthusiastically concurring Tenth Party Congress, “to put an end to opposition, to put a lid on it: we have had enough opposition.” Open disputes and conflicting tendencies within and without the party, the communists concluded, created an appearance of division and weakness that invited attack by formidable foes.

Only a month earlier, in April 1921, Lenin had called for more worker representation on the party’s Central Committee. In short, he had become not anti-worker but anti-opposition. Here was a social revolution–like every other–that was not allowed to develop its political and material life in an unhindered way.

By the late 1920s, the Soviets faced the choice of (a) moving in a still more centralized direction with a command economy and forced agrarian collectivization and full-speed industrialization under a commandist, autocratic party leadership, the road taken by Stalin, or (b) moving in a liberalized direction, allowing more political diversity, more autonomy for labor unions and other organizations, more open debate and criticism, greater autonomy among the various Soviet republics, a sector of privately owned small businesses, independent agricultural development by the peasantry, greater emphasis on consumer goods, and less effort given to the kind of capital accumulation needed to build a strong military-industrial base.

The latter course, I believe, would have produced a more comfortable, more humane and serviceable society. Siege socialism would have given way to worker-consumer socialism. The only problem is that the country would have risked being incapable of withstanding the Nazi onslaught. Instead, the Soviet Union embarked upon a rigorous, forced industrialization. This policy has often been mentioned as one of the wrongs perpetrated by Stalin upon his people. It consisted mostly of building, within a decade, an entirely new, huge industrial base east of the Urals in the middle of the barren steppes, the biggest steel complex in Europe, in anticipation of an invasion from the West. “Money was spent like water, men froze, hungered and suffered but the construction went on with a disregard for individuals and a mass heroism seldom paralleled in history.”

Stalin’s prophecy that the Soviet Union had only ten years to do what the British had done in a century proved correct. When the Nazis invaded in 1941, that same industrial base, safely ensconced thousands of miles from the front, produced the weapons of war that eventually turned the tide. The cost of this survival included 22 million Soviets who perished in the war and immeasurable devastation and suffering, the effects of which would distort Soviet society for decades afterward.

All this is not to say that everything Stalin did was of historical necessity. The exigencies of revolutionary survival did not “make inevitable” the heartless execution of hundreds of Old Bolshevik leaders, the personality cult of a supreme leader who claimed every revolutionary gain as his own achievement, the suppression of party political life through terror, the eventual silencing of debate regarding the pace of industrialization and collectivization, the ideological regulation of all intellectual and cultural life, and the mass deportations of “suspect” nationalities.

The transforming effects of counterrevolutionary attack have been felt in other countries. A Sandinista military officer I met in Vienna in 1986 noted that Nicaraguans were “not a warrior people” but they had to learn to fight because they faced a destructive, U.S.-sponsored mercenary war. She bemoaned the fact that war and embargo forced her country to postpone much of its socio-economic agenda. As with Nicaragua, so with Mozambique, Angola and numerous other countries in which U.S.-financed mercenary forces destroyed farmlands, villages, health centers, and power stations, while killing or starving hundreds of thousands–the revolutionary baby was strangled in its crib or mercilessly bled beyond recognition. This reality ought to earn at least as much recognition as the suppression of dissidents in this or that revolutionary society.

The overthrow of Eastern European and Soviet communist governments was cheered by many left intellectuals. Now democracy would have its day. The people would be free from the yoke of communism and the U.S. Left would be free from the albatross of existing communism, or as left theorist Richard Lichtman put it, “liberated from the incubus of the Soviet Union and the succubus of Communist China.”

In fact, the capitalist restoration in Eastern Europe seriously weakened the numerous Third World liberation struggles that had received aid from the Soviet Union and brought a whole new crop of right-wing governments into existence, ones that now worked hand-in-glove with U.S. global counterrevolutionaries around the globe.

In addition, the overthrow of communism gave the green light to the unbridled exploitative impulses of Western corporate interests. No longer needing to convince workers that they live better than their counterparts in Russia, no longer restrained by a competing system, the corporate class is rolling back the many gains that working people have won over the years. Now that the free market, in its meanest form, is emerging triumphant in the East, so will it prevail in the West. “Capitalism with a human face” is being replaced by “capitalism in your face.” As Richard Levins put it, “So in the new exuberant aggressiveness of world capitalism we see what communists and their allies had held at bay” (Monthly Review, 9/96).

Having never understood the role that existing communist powers played in tempering the worst impulses of Western capitalism, and having perceived communism as nothing but an unmitigated evil, the left anticommunists did not anticipate the losses that were to come. Some of them still don’t get it.

International Conference of Marxist-Leninist Parties and Organizations (ICMLPO): On the International Situation

The most significant development in the world capitalist economy, since the last meeting of our Conference is undoubtedly the intensification of the symptoms that prove the trend toward a new recession in all fields, after a certain rise in the second quarter of 2009, followed by a period of stagnation. Despite the trend towards a rise in the second quarter, world industrial production shrank 6.6% in 2009 and rose 10% in 2010. The industrial production of June 2010 exceeded its previous level before the crisis of 2008. But starting from the first quarter of 2011, the growth lost momentum and fell to 0.4% in the last quarter of that year. In 2011, world industrial production declined by half (5.4%) compared to the previous year. In the first quarter of 2012, after a weak rise, the growth declined. The growth was 1.8% in the first quarter, 0% in the second and 4% in the last quarter of 20l2. All the data show that, despite fluctuations, a decline persists that began in the first quarter of 2011, which led to zero level in the middle of this year [2012] and is heading for a new period of decline.

Industrial production in the European Union, which is a larger economic power than the U.S.; in Japan, which is third largest world economic power; in India, one of the largest economies in Asia, have had consecutive declines in the third quarter of 2011 and in the first two quarters of 2012 compared to the same period last year. Industrial production in Brazil, the largest economy in Latin America, has also entered into decline in the last two quarters. North African countries like Tunisia and Egypt, and other countries such as Argentina, Colombia and Peru, are in similar situations.

The rate of growth of industrial production in China, in the first and second quarters of 2012, was 11.6% and 9.5%, while it was 14.4% in 2010 and 13.8% in 2011. The downward trend continued in July, 9.2% and in August, 8.9%. China, which grew by 12.9% and 12.3% in the crisis years (2008 and 2009), was, along with India, one of the factors that prevented a further sharpening of the crisis and that allowed the world economy to enter into a new period of growth. The situation in that country has changed considerably. Now it is a country that is accumulating stockpiles in the steel industry, which is facing a slowdown in the construction sector, which has important holes in the financial sector. Those countries that saw lower growth rates despite the stimulus measures to revive the domestic market, are now unable to play the same role as before. The industrial production of Mexico and the Confederation of Independent States (CIS), including Russia, continues to grow. However, while the industrial production in the major countries and the volume of international trade are falling, for these countries also, a decrease is expected.

Unlike simple commodity production, a more rapid growth in the production of the means of production, compared to consumer goods, is a condition for expanded reproduction. But with the capitalist mode of production producing for an unknown market, with the sole purpose of obtaining profits, a consistent development of the two sectors is impossible and this is one of the factors that makes crises inevitable. In the last three years, as well as before, these two sectors have not developed consistently. In the first sector, demand has fallen, the volume of growth has fallen, stockpiles are accumulating and capacity utilization has fallen. In 2010 and 2011 the steel industry, an important component of the production of means of production, grew faster than the consumer goods sector. According to data from the World Steel Union, the growth rate in production was 15% in 2010 compared to the previous year, but in 2011 the figure fell to 6.2%. In January raw steel production saw a sharp drop to 8%, and it has stayed at 0.8% in the period from January to May of 2012. In August of 2012 raw steel production fell 1% in relation to 2011. In the same period, raw steel production rose 3.3% in Japan (a significant increase if one takes into account the major fall due to the tsunami) and 2.6% in India. It has fallen by 1.7% in China, 3.8% in the U.S., 4.4% in the EU, 7.1% in Germany, 15.5% in Italy and 3.8% in the Confederation of Independent States (CIS). The iron stockpiles in Chinese ports reached 98.15 million tons (an increase of 2.9%) belonging to the steel complexes. And stockpiles of Chinese coal are at their highest level in the last three years.

In manufacturing, a very important element of the production of the means of production, production and demand have declined in many countries. This decline has been one of the reasons for the cooling of industrial production in Germany, for example. In the capitalist mode of production, the agricultural sector, by its level of development and its technical basis, is always behind industry. Agricultural production is largely affected by the natural conditions, climate changes, droughts, storms and other natural catastrophes. Agricultural production is increasingly under the control of the monopolies and the speculative maneuvers of finance capital. In 2010 world agricultural production, including the production of cereals, has shrunk due to various factors such as bad weather or the expansion of plots reserved for bio-fuel production. On the other hand, in 2011, agricultural production has progressed thanks to better weather conditions, and also to increased demand and higher prices due to speculation. For example, wheat production increased by about 6%.

In 2009 the volume of world trade has declined 12.7%. According to data from the World Trade Organization (WTO), that volume registered a growth of 13.8% in 2010, and only 5% in 2011 (according to figures from the CPL, the growth was 15.2% in 2010, and 5.8% in 2011). The volume of world trade has grown by 0.5% in the final quarter of last year, and by 0.9% and 0.5% in the first and second quarter of 2012 respectively. During the first two months of the third quarter (June and July), the volume of world trade recorded a negative growth of -1.5% and -0.2% compared to the previous months.

World industrial production reached and surpassed the pre-crisis level of 2008, in June 2010, while the volume of international trade did not surpass this until November 2011. If we compare the data of July 2012 with the level reached before the crisis of 2008 (that is, April 2008), we see an increase of 9.5% in world industrial production and an increase of 5% in the total volume of growth in world trade.

The data on the increase of the volume of world trade is one of the most important that shows an evolutionary trend, although it does not exactly reflect the volume of growth of world trade. These data show that for the last three years, the world capitalist production has increased rapidly and that the capitalist world is once again facing the problem of overproduction, which is the source of all its crises. Decreased production, closing or reduction in work capacity of enterprises, rising unemployment and poverty; needs in abundance and the restriction of markets are the inevitable consequences of overproduction. The sharp slowdown in world industrial production has been shown above. The events in North Africa and the austerity measures taken in countries like Greece, Spain, Italy, Portugal, etc., are factors that are aggravating this process and its consequences.

Towards a New Financial Crisis

The crisis of 2008 broke out as a financial crisis, at the same time as the crisis deepened in other sectors, such as industry and trade, it developed with contacts in the finance sector with serious consequences for the following period. The most destructive consequences for the monopolies and the eventual collapse of the financial sector were avoided by transferring of billions of dollars into the coffers of the monopolies by the capitalist States. This rescue operation was only possible by accepting a debt to financial markets with very high interest rates, and the issuance of money into the markets. The end result is an extreme State debt, an increase in the debt and interest burden, a rise in the price of gold and the loss of value (devaluation) of almost all currencies.

Countries at different levels have entered a vicious circle that has elements of new currency and financial crises, in which they can finance their budget deficit, their debts and interests, having to borrow again. The capitalist world began a period of growth starting in the second quarter of 2009, with the weight inherited from the 2008 crisis. However, this period of growth has enabled recipient countries to breathe a little, turn the wheel that was on the verge of suffocating them. The growth of the world economy stopped and even lowered the price of gold for a moment. In some countries, such as China that had a significant growth rate, the ratio of the public debt to GDP decreased. But in other countries, such as Japan and the U.S., a substantial debt has continued, even during the period of growth of the capitalist world economy. The U.S. public debt represents the sum of $16 billion (the debt of Germany, which grew until the second half of this year, is 8 billion). Other capitalist countries are in a similar situation. The increasing debt is almost the condition of financial sustainability and economic growth. And this is the path that is leading directly to a new financial crisis that may profoundly affect all sectors of the economy.

The highly indebted countries have not been able to achieve a period of growth after the financial crisis and the fall in world industrial production that took place between the second quarter of 2008 and the second quarter of 2009; this period has led to a financial crisis that has affected the other sectors of the economy that has led them to bankruptcy. The first example of this process was in Greece, where the weakness was such that the industry, very weak, was largely liquidated when it joined the EU. After the 2008 crisis, in 2009, the economy of this country did not grow, and by the end of the year it was on the verge of bankruptcy. This country, followed by others such as Portugal, Spain, Hungary, etc., has not been able to get out of the crisis and stagnation. However, important differences should be noted in its debt in relation to the GDP.

Austerity measures never seen before, except in times of war or crisis as deep as 1929, have been imposed on the indebted countries. The result of these measures has been to impoverish the people, destroy the economy and reduce the internal market and foreign trade. These austerity plans have been applied (despite the opposition and struggle of the working class and peoples) under the control of the creditor imperialist powers, the international institutions such as the IMF, World Bank and European Union, and above all with the support of the collaborator monopoly bourgeoisie and its representatives, these enemies of the people. They have transferred billions of dollars to foreign banks, completely betraying the national interests. The national pride of the people, their right to sovereignty and independence have been trampled upon. A country like Britain that had a strong financial sector, but since mid-2011 has seen its industrial production and its economy reduced, has been forced to march along with the countries implementing austerity measures.

The significant decrease in the volume of growth of world industrial production, which began in the second quarter of 2011, is developing the elements of a new international financial crisis and is contributing to the degradation of the situation of the highly indebted countries. They failed to enter a period of growth parallel to the process of growth of the world capitalist economy following the crisis of 2008-2009. While the debate over the future of the Euro and the European Union is sharpening, the communiqués on the economic trends of the advanced capitalist countries and the indebted countries have sown confusion in the stock markets, barometers of the capitalist economy. Although world industrial and agricultural production and the volume of international -trade have exceeded the highest level before the crisis of 2008, the indices of the most influential stock markets remain below that level.

Although we are not yet experiencing the outbreak of a financial crisis of major proportions, everything makes it appear that the process is advancing towards such an eventuality. The U.S. Federal Reserve Bank (FED) has announced that it will not raise interest rates and that it will start a process of purchasing bonds for an amount of $2,000 billion dollars, at the rate of $40 billion per month. Japan has announced a similar measure and has begun a program of buying bonds to the tune of $695 billion.

Germany has had to relax its rigid policy towards the indebted countries and the European fund for the intervention in countries facing difficulties has increased. China, along with measures of revival that it has already applied, announced a new investment package to renovate its infrastructure. The price of gold is rising again. In 2008, the intense intervention of the capitalist States began after the outbreak of the crisis. Now, however, the capitalist States have gone into action before the shocks and bankruptcies at the same level as in 2008 start in the major capitalist countries and worldwide. However, these interventions, which can have some influence on the process of development, cannot change the orientation and the inevitable outcome.

The Sharpening of the Inter-Imperialist Contradictions and the Growing Danger of Conflicts

Uneven, unbalanced development is the absolute law of capitalist development. This process after the crisis of 2008 was not balanced, it deepened the antagonistic contradictions in the evolution and development of the relations between sectors, countries, regions, production and markets, etc. The industrial production of the advanced capitalist countries, including the U.S. and Japan, except Germany (ignoring the high level of 2008), did not reach the level of 2005. Germany, which has exceeded the pre-crisis level and has had a growth in industrial production of 11.5% in 2010 and 9% in 2011, has consolidated its position within the European Union and the Euro zone. Without separating itself from the bloc led by the United States, it has penetrated into new markets, new fields of investment, sources of raw materials, basing itself on its economic and financial strength, and above all, on its technical superiority in the industry of machine construction.

As in previous years, China, both because of its industrial production and its economy in general, was the country that had the most significant growth among major economies. It has modernized and increased the technical basis of its industry, and it continues to reduce the difference in its level of development with the other imperialist powers. Russia is going through a similar process. For the United States and its allies, these two countries, one considered as a vast market and production area with a trained and cheap work force, and the other a solid country, appear today as their main rivals to fight against.

The inevitable result of the change in the balance of power is the great demand for a piece of the pie by the emerging forces, using all means to get it and a new redivision of the world according the new balance of power. The recent development of the world economy is another factor that exacerbates the contradictions and the struggles among the major imperialist powers. Last year in the Middle East, in Africa and the whole world, the rivalry and struggle to expand their sphere of influence has accelerated. The production of weapons, the arms race is intensifying. China and Russia have renewed the technical basis of their arms industry. According to a report by the Congress of the United States, arms sales by these countries have tripled in 2011.

China, which increasingly needs more raw materials, energy and fields of investment for its growing economy, and Russia, which is slowly recovering, are intensifying their expansionist desires and their efforts to get their piece of the pie. Therefore, it is a top priority for the U.S. and its allies to prevent China, a young imperialist power in full development, and Russia, from achieving new markets in the field of energy and raw materials. When the Obama administration states that beginning next year the priority strategic objective for the United States will be Asia, and that the deployment of the U.S. military will be renewed according to the new situation, this is merely affirming that reality. The crisis of the archipelagos shows the level of tension between Japan and China; Japan has declared its intention to improve its military capability. The military maneuvers in the region have intensified.

The consequences of the change in the balance of power in the world have been clearly visible since last year. Russia and China were forced to accept Western imperialist intervention in Libya, even though that intervention was contrary to their interests. The intervention ended with the overthrow of the Gaddafi regime, the near collapse of the country, the destruction of its economy, the degradation of working and living conditions, the transfer of the country’s wealth into the hands of the Western imperialist States, etc. Russia and China lost a good part of their positions, including their oil agreements. After the fall of the Gaddafi regime, Mali has been dragged into war and divided. But the main objective is Syria. The attempts by the Western imperialist powers to topple the Syrian regime and put in a puppet government to fully control the country are intensifying. The United States and its allies have mobilized all their forces within Syria and outside of it in Turkey, Jordan, Saudi Arabia and Qatar. They are stirring up the religious contradictions, they use and manipulate the popular discontent towards the regime and they try to prepare the ground for a military intervention as in Libya. Meanwhile Russia is arming Syria, strengthening its military base located in that country and sending more warships to the Mediterranean.

To bring down the Syrian regime, put in place a puppet government, dominate the oil-rich Middle East, control the eastern Mediterranean, block the expansion of China and Russia in the region and expel them as they did in Libya, to encircle Iran, weaken its influence and liquidate its closest allies, are very important objectives. Syria is the only country in the Middle East and the eastern Mediterranean where Russia has a military base. This small country has become a place of intense struggle between Russia and China on the one hand, and the United States and its allies on the other. The Middle East is a powder keg on the verge of religious conflicts.

Contrary to what they did in Libya, Russia and China are opposing a military intervention that would alter the balance in the Middle East and result in the domination of the United States and its allies over Syria. But they have left the door open for a possible compromise that would guarantee their interests and renew the Syrian regime which is having more and more difficulties to survive.

As the case of Afghanistan, former Yugoslavia, Iraq, Ivory Coast and Libya show, the imperialist interventions that have had the support of the liberal “defenders” of freedom and democracy, of the pseudo-socialist parties that emerged from the former revisionist parties, have resulted in increased military budgets at the expense of the workers, in the destruction of the productive forces of those countries, in many disasters, the impoverishment and decline in all social aspects. The aspiration of the peoples for the right to sovereignty and national independence, democracy and freedom has never been the concern of the occupiers. Their objective was to further prolong their system maintained by the defeat inflicted on the working class in the middle of the last century, a defeat that guaranteed their super-profits, the expansion of their spheres of influence and the weakening of their rivals. The imperialist powers, which are using all means to achieve this goal, do not lack in demagoguery and low maneuvers to disorient the people’s anger.

Now a period of sharpening of inter-imperialist contradictions is beginning, which economic-financial and political-military interventions will multiply. It is increasingly important to fight against such intervention, to develop the united fight of the workers and peoples, in both the advanced and backward countries,.

Organize the Resistance of the Workers in the New Stormy Period

The army of unemployed is growing on the world level, especially in countries in total-debt crisis, in the countries in which the economy is declining, stagnating or is in crisis. In Greece and Spain, unemployment has reached 25%. In these countries, unemployment among the youths, including college graduates, reached 50%. In the Euro zone in the second quarter of 2012, the level of unemployment reached 11.2%, according to official figures. In countries such as Egypt and Tunisia, where manufacturing has fallen from 9.6% to 7.5% in the first quarter of this year (2012), the number of unemployed continues to grow. In South Africa, the most developed country on the continent, the unemployment rate exceeds 25%.

In the current period, in almost all fields, from education to health care, drastic measures have been taken, the retirement age has been delayed and pensions have fallen. The gains of the working class worldwide are targeted for cuts or elimination. While direct taxes on the workers are increasing, no measures are taken to disturb the local and international monopolies, when even within the framework of this system one could increase taxes on the banks and the local and foreign monopolies. Wages continue to fall, etc. Many countries are suffering from a process of absolute impoverishment.

In recent years practices have been imposed worldwide such as sub-contracting labor, precarious and part-time work, an increase in the age for retirement, etc. In Germany, for example, one of the most developed countries in the world that has had significant growth rates in industrial production, according to the Federal Administration of Statistics, 15.6% of the population lives below the poverty line, a figure that rises to 26% among the immigrant population.

Last year, on a world scale and in each country, the workers and peoples movement has developed with various demands, in different forms and also at different levels. The struggles carried out in those countries with a “debt crisis” have been outstanding for their broad social base, for their responses and the experiences gained. The miners’ strike in South Africa, the youth movement and the strikes in Chile, the popular movements in Tunisia and Egypt, etc. are powerful examples of the workers and peoples struggles.

Starting with Greece, Spain and Italy, in various countries with a “debt crisis,” strikes, general strikes and huge demonstrations have taken place. In Greece and Spain, hundreds of thousands of people have expressed their anger in front of the parliaments on the days when these were voting for austerity measures. But the workers and peoples movement, despite some more advanced attempts, has remained within the framework of peaceful demonstrations, general strikes of one or two days and limited resistance. The strikes of long duration, the resistance or occupation of factories, have been limited to one enterprise or one sector.

The austerity measures have affected not only the proletariat and semi-proletarian masses of the cities and countryside; they have also affected the petty bourgeoisie and non-monopoly bourgeois strata. Even the less dynamic strata, the traditional base of the bourgeois parties, have been mobilized given the current situation. The social base of the struggle against the bourgeoisie in Power and against imperialism has expanded, to the point where in some dependent countries the mobilization has taken the character of a movement of the whole nation, except for a handful of monopolists. The conditions are maturing for the working class and its revolutionary parties, as representatives and the vanguard of the nation, to decide to organize and advance the movement and the united front of the people.

But despite the great movement, the groups of international finance capital and the local monopoly bourgeoisies have not given in (except in the recent delay of the austerity measures in Portugal). They have decided to implement these measures even at the cost of demeaning the image of the parliaments and weakening their social base. However, the masses are realizing through their own experience the impossibility of repelling the attacks with one or two day strikes or through peaceful demonstrations. Sharper forms of struggle and unlimited general strike are beginning to be considered by the more advanced strata.

It is clear that the bourgeoisie in Power, with their hostile character towards the people, is assuming a position of national betrayal. The traditional parties of the bourgeoisie and parliaments have lost credibility and the mass support for those parties is weakening (especially toward those in government that are implementing austerity measures). The social basis of monopoly capital is weakening. Among the masses who have felt their national pride hurt by the imperialists, the discontent, anger and will to struggle against the major imperialist powers, beginning with the United States and Germany, against institutions like the IMF or the EU, and against the local monopoly bourgeoisie that is collaborating with them, is developing.

The trade union bureaucracy and reformist parties and social trends are following a backward line of “least resistance,” not only in their forms of organization and struggle, but also at the level of political demands and platform. Clearly, this attitude is contributing to weakening their influence among the workers. The attacks and harshness of the social conditions are also affecting the lower strata of the labor bureaucracy and aristocracy and are sharpening the contradictions within their ranks.

The struggles in the countries with “debt crisis” are being developed on a program of protest against the bourgeois governments and parties, against institutions such as the IMF and the EU that are imposing draconian measures and they are demanding their withdrawal. At first this was natural and understandable in the context of a spontaneous movement. But the inability to go beyond those narrow limits is one of the major weaknesses of the movement. This weakness can be overcome with the work of agitation that shows the masses the way out of this difficult situation in which the people and the country find themselves, denouncing the social forces that are an obstacle to that way out. This work of agitation is reinforced by putting forward appropriate demands, slogans and forms of struggle among the masses.

Especially in Greece, certain small groups (that also have weaknesses) have proposed relatively advanced demands and platforms. But the forces capable of influencing the movement are not even concerned with organizing the work necessary to promote the fight on all fronts. The absence or great weakness of a revolutionary class party, has been felt strongly, as it cannot influence the movement.

Linked to the evolution of the world economy, the period that is beginning will be one of further degradation of the living and working conditions for the workers and peoples, a period of intense economic and political attacks, of discontent, anger and militancy among workers, as well as sharpening of inter-imperialist contradictions and conflicts. We must draw lessons and conclusions from the recent developments and the historical experience of the working class and peoples; we must advance, renewing our work and reorganizing our parties.

On the Death of Comandante Hugo Chavez

The Coordinating Committee of the International Conference of Marxist-Leninist Parties and Organizations expresses our regrets at the death of Comandante HUGO CHAVEZ FRIAS, the President of the Bolivarian Republic of Venezuela, stating our solidarity with the working class and people, with the government of the Boliviarian Republic, with the revolutionaries and the communists, who are bravely fighting for the social and national liberation of Venezuela.

The revolutionary process taking place in Venezuela, that involves millions of people, workers and youth, is engaged in the task democratizing the society; giving the poor sectors the right and possibility of health, education and social security; breaking the opposition from the reactionaries and the oligarchs; and has mobilized the working masses and the youth to defend this process.

The Venezuelan government with Hugo Chavez at the head has established an important policy of integration on the Latin American level, including the various countries of the region, in particular those that are integrated in ALBA. This process aims at an independent development and confronts the unveiled opposition of north American imperialism, that refuses to loose, what it has traditionally considered as its backyard.

For these reasons Comandante Chavez has won the support of the fighters for social liberation and the revolutionaries, of the workers and peoples of Latin America and other continents. He emerges as a fighter, a resolute patriot, a consistent anti-imperialist. His death seems to be a great loss to the struggle against tyranny and to the unavoidable, but hard and difficult process of liberation of the peoples.

But this painful blow will not put an end to the struggle. On the contrary we are convinced that the Venezuelan working class, people and youth will carry it forward. They will know to distinguish between true friend and both the open and disguised enemies, and resolutely march forward in the struggle for liberation, on the road of revolution, towards socialism. With the revolutionary proletarians in the lead they will bury capitalism and imperialism, as will the other peoples of Latin America and the world.

The Marxist-Leninist parties and organizations of the ICMLPO renew our commitment to the international proletarian revolution, to proletarian internationalism, and express once more our conviction that the members of the Marxist-Leninist Communist Party of Venezuela and the genuine revolutionary forces in the country shall continue the struggle for the revolution and socialism, until victory.

Fidel Castro on the Death of Hugo Chavez: We Lost Our Best Friend

The leader of the Cuban Revolution, Fidel Castro, has described late Venezuelan president Hugo Chavez as the best friend the Cuban people have had in their history. Prensa Latina posts the full letter by Fidel Castro.

We have lost our best friend

The best friend the Cuban people have had throughout their history died on the afternoon of March 5. A call via satellite communicated the bitter news. The significance of the phrase used was unmistakable.

Although we were aware of the critical state of his health, the news hit us hard. I recalled the times he joked with me, saying that when both of us had concluded our revolutionary task, he would invite me to walk by the Arauca River in Venezuelan territory, which made him remember the chance to rest that he never had.

The honor befell us to have shared with the Bolivarian leader the same ideas of social justice and support for the exploited. The poor are the poor in any part of the world.

“Let Venezuela give me a way of serving her: she has in me a son,” proclaimed National Hero José Martí, the leader of our independence, a traveler who, without cleansing himself of the dust of the journey, asked for the location of the statue of Bolívar. Martí knew the beast because he lived in its entrails. Is it possible to ignore the profound words he voiced in an inconclusive letter to his friend Manuel Mercado the day before he died in battle?

“…I am in daily danger of giving my life for my country and duty – for I understand that duty and have the intention of carrying it out – the duty of preventing the United States from extending through the Antilles as Cuba gains its independence, and from falling, with that additional strength, upon our lands of America. All that I have done thus far, and will do, is for this purpose. I have had to work silently and somewhat indirectly because, there are certain things which, in order to attain them, have to remain concealed….”

At that time, 66 years had passed since the Liberator Simón Bolívar wrote, “…the United States would seem to be destined by fate to plague the Americas with miseries in the name of freedom.”

On January 23, 1959, 22 days after the revolutionary triumph in Cuba, I visited Venezuela to thank its people and the government which assumed power after the Pérez Jiménez dictatorship, for the dispatch of 150 rifles at the end of 1958. I said at that time:

“…Venezuela is the homeland of the Liberator, where the idea of the union of the peoples of America was conceived. Therefore, Venezuela must be the country to lead the union of the peoples of America; as Cubans, we support our brothers and sisters in Venezuela.

“I have spoken of these ideas not because I am moved by any kind of personal ambition, or even the ambition of glory, because, at the end of the day, ambitions of glory remain a vanity, and as Martí said, ‘All the glory of the world fits into a kernel of corn.’

“And so, upon coming here to talk in this way to the people of Venezuela, I do so thinking honorably and deeply, that if we want to save America, if we want to save the freedom of each one of our societies that, at the end of the day, are part of one great society, which is the society of Latin America; if it is that we want to save the revolution of Cuba, the revolution of Venezuela and the revolution of all the countries on our continent, we have to come closer to each other and we have to solidly support each other, because alone and divided, we will fail.”

That is what I said on that day and today, 54 years later, I endorse it!

I must only include on that list the other nations of the world which, for more than half a century, have been victims of exploitation and plunder. That was the struggle of Hugo Chávez.

Not even he himself suspected how great he was.

The Marxist-Leninist Communist Party of Ecuador is deeply dismayed and deplores the death of Colonel Hugo Chavez Frias, President of the Bolivarian Republic of Venezuela, the undisputed leader of the his people, revolutionary political leader of the anti-imperialist and anti-oligarchic struggle being waged by the workers, peasants, youths, women and the poor in the fraternal Latin American country.

The death of Comandante Chavez is certainly a great loss for the peoples struggling for their emancipation, for the progressive, democratic and leftist forces of Venezuela and the continent, who are confronting imperialism, especially U.S. imperialism. It is an unfortunate event that will, however, forge a greater and unwavering determination of struggle that should serve the oppressed, to advance unstoppably in the achievement of the goals of the revolution and socialism.

Under the leadership of Hugo Chavez, some years ago Venezuela began a patriotic and democratic political process of changes to deal with the privileges, high-handedness and arrogance of the traditional sectors of the oligarchy, achieving a series of social gains and demands, setting that fraternal country on the course of the defense and preservation of independence and national sovereignty.

The Bolivarian Government of Hugo Chavez, the democratic, leftist and progressive sectors, together with large contingents of the working masses, have mobilized to defend their sovereignty and confront the pressure, blackmail and anti-national, anti-popular plots of imperialism and reaction. Overcoming their conspiratorial actions and evil plots, including perpetrating a coup, the people defeated these negative actions and ensured the continuation of the process.

The Bolivarian Government of Hugo Chavez and the mobilization of the people approved, by a referendum, an advanced Constitution that enshrined their rights and freedoms; Comandante Chavez made it a tool to deepen significant changes in favor of the majority. Thus, they developed the so-called “missions,” massive programs of education, health care and social security for the benefit of the poor; labor, economic and social policies that benefited the workers, peasants, women, youths and children. The Chavez government relied on the social movement and its organizations to confront the privileges of the oligarchies and reaction, to curb the voracious pretensions of the foreign monopolies, especially from the U.S.

With the presence of Comandante Hugo Chavez, Bolivarian Venezuela has made many valuable efforts to promote Latin American integration and unity in favor of the countries of the continent, faced with the pressures and interests of imperialism and at that level, they have created different organizations and taken measures to resist the imperialist designs in the region.

The death of Comandante Hugo Chavez is certainly a blow to the desire for emancipation of the Venezuelan people and the workers and peoples of Latin America; moreover the example of his patriotic and democratic dedication, of his promotion of Latin American revolutionary unity, are important factors for the process of popular unity and change to continue, deepen, and further contribute to the consciousness that the social revolution is the necessary road to achieving freedom and independence. This will clear the way for the working class and peoples in the struggle for the seizure of power to create the new society of labor and well-being, a socialist society.

We reiterate our solidarity and deep sympathy with the people of Venezuela, the United Socialist Party of Venezuela, with all the democratic and leftist political and social organizations of the fraternal country and we reaffirm our commitment to struggle for Popular Power and Socialism.

The Marxist-Leninist Communist Party of Venezuela, PCMLV, expresses its grief and solidarity at the physical loss of Commandante President Hugo Chavez Frias to all the workers, peasants, students, women’s organizations, revolutionary, anti-imperialist, socialist and Bolivarian parties and organizations of the masses.

We also express our condolences to all his family, friends and to the national government for the loss of a great humanist, a patriotic, progressive and consistent revolutionary statesman, as President Hugo Chavez proved to be until the last days of his existence.

We call on the working class, which knows how to rise to the challenge in the revolutionary struggle in the most pressing moments of history, to prepare to resist and defeat the reactionaries who will not hesitate to take advantage of this difficult time to thwart through violent means the gains and demands that we have achieved under the leadership of President Chavez. Imperialism will set stronger traps at this sorrowful moment that the national revolutionary movement is going through.

The call is to not renounce the struggle to build socialism, the banner that President Hugo Chavez raised in all circumstances; this banner needs to be taken up rigorously and courageously by all the workers of this nation in this difficult moment in history. We, as Party of the working class in Venezuela, make the call for the struggle and building of socialism and communism from the scientific conception of Marxism-Leninism.

The acts of sabotage, of hired killers, the terrorism, food shortages, the propaganda of disinformation, anxiety and manipulation will intensify. The national and international reactionaries feel victorious at this time, but the national and world working class will go forward with the necessary and strategic battles to continue the path of victory and the accumulation of forces to confront the fascists and imperialists.

The death of the President of the Republic must not mean the decline in popular organization, but rather it must serve as an impetus for future struggles against the class enemy. We must not believe in the phony condolences local right wing, which on dozens of occasions tried to assassinate the commandante. These sectors are moved by a single impulse: profit at any cost whatever.

The right wing is evaluating what actions to take in the coming days. It is no coincidence that the Venezuelan government expelled two U.S. military attaches for conspiratorial work.

We strongly call on all the revolutionary elements to close ranks against the capitalist and imperialist enemy. The working class must be prepared for a possible difficult situation; it must not trust the bourgeois enemy that has historically proven to be traitorous. If the pro-imperialist bourgeoisie tries to take advantage of  this hard time of grief of the humble and exploited masses, the masses should respond forcefully and applying revolutionary violence.

Socialism can only be built with the worker-peasant alliance in Power and the people in arms!

Neruda wrote this poem in 1950 to bring attention to injustices brought upon the native populations of Central and South America that were a result of American companies (and the U.S. government with the help of the CIA) and dictators throughout the region who exploited their labor and forcefully suppressed democratic movements.

8 Atrocities Committed Against Puerto Rico by the US

Puerto Rico is an unincorporated territory of the United States located in the Caribbean Sea. It is a small island with a population of almost four million citizens. On July 25, 1898, during the Spanish American War, United States invaded Puerto Rico and commenced a long relationship between the two. With this list, I’ll try to underline eight atrocities committed by the United States in Puerto Rico.

8) La Operacion

La Operacion is a documentary that highlights the female sterilization policy. This policy was implanted by the United States as part of FDR’s “Operation Bootstrap” in a move toward industrialization. By 1974 35% of the Puerto Rican women were sterile and this number reached 39% by 1981. The problem with this sterilization policy is that most of the Puerto Rican women were misinformed about the sterilization process and most of the women didn’t know what the consequences would be.

7) Vieques

Vieques is an island municipality of Puerto Rico located in the northeastern Caribbean, it is also known as “La isla nena.” Vieques has a total area of 134.4sq miles and is inhabited by more than 9,000 viequenses. From 1941 to May 1, 2003 the United States Navy used Vieques for naval training and testing. From 1941 to 1942 the U.S. Navy expropriated 22,000 of Vieques 33,000 acres, by 1963 the Navy owned 22,600 acres of Vieques, almost 70% of the island.

In 1948 they commenced bombing exercise which continued for 55 years. Over the course of their stay, more than 22 million pounds of military and industrial waste was deposited on the island. The island was bombarded an average 180 days per year and in 1998 the Navy dropped 23,000 bombs on the island. Professor Jose Seguinot Barbosa, Director of the Geography Department in the University of Puerto Rico at Rio Piedras, states in his study “Vieques, the Ecology of an island under siege” that the eastern tip of the island constitutes an area with more craters per kilometer than the moon.

As a result of all this, the cancer rate in Vieques is 27% higher than in the mainland. Most of the elements and toxic compounds dumped in the island were arsenic, lead, mercury, cadmium, depleted uranium and napalm. Studies show that the ground water in Vieques is contaminated by nitrates and explosives. Testing done in the Lcacos Bay showed concentrations of cadmium in crabs 1,000 times greater than the World Health Organizations tolerable ingestion maximum dosage. Heavy metals have been found in other species of fish.

6) Radiation Experiments

Dr. Pedro Albizu Campos was a prominent leader in the independence movement of Puerto Rico. Albizu was imprisoned numerous times for seditious conspiracy against the United States. While in prison, Albizu said he was a subject of human experimentation without consent or warning. The U.S. Government’s response was that Albizu was insane. The president of the Cuban Cancer Association, Dr. Orlando Damuy, traveled to Puerto Rico to examine Albizu. Dr.Damuy reported burns on Albizu’s body caused by intense radiation. It is said that they placed a metal clip and film on Albizu’s skin and the clip radiated into the film.

Albizu died in 1965 and more than 75,000 Puerto Ricans carried his remains to the Old San Juan Cemetery. In 1994, under the administration of ex-president Bill Clinton, the United States Department of Energy disclosed that human radiation experiments had been conducted without consent on prisoners in Puerto Rico during the 1950s and 1970s.

5) Dr. Cornelius Rhoads

Dr. Cornelius Rhoads was an American doctor and pathologist that became infamous for performing several objectionable experiments with human beings. In 1931, sponsored by the Rockefeller Institute, Rhoads deliberately infected several Puerto Rican citizens with cancer cells. Supposedly, thirteen of the patients died. Dr. Rhoads once said in a written document: “The Porto Ricans [sic] are the dirtiest, laziest, most degenerate and thievish race of men ever to inhabit this sphere… I have done my best to further the process of extermination by killing off eight and transplanting cancer into several more… All physicians take delight in the abuse and torture of the unfortunate subjects.” An investigation done in 2003 by bioethicist Dr. Jay Katz found that the accusations were well founded and documented.

4) Ponce Massacre

The Ponce Massacre, which took place on March 21, 1937, was one of the most violent episodes in the history of the twentieth century in Puerto Rico. The activity was announced in El Mundo newspaper on March 19, indicating that the meeting of the Nationalists in Ponce and adjacent areas would be at 2pm in front of the Nationalist Party Headquarters in Ponce. That morning, Colonel Orbeta, the chief of police, traveled to Ponce with the intention of prohibiting the Nationalist activity. A week before, the Nationalists had requested authorization for the march from Mayor José Tormos Diego, who was away from Puerto Rico on vacation and had left Dr. William Gelpí as acting mayor. Gelpí authorized Casimiro Berenguer, the military instructor of the “Cadetes de la Republica” to disseminate information to the effect that permission had to be granted by Mayor Tormos Diego. The Nationalists had filed the request despite the fact that the laws of Puerto Rico allowed parades or public acts to be held without the need to ask permission.

The police under the command of Guillermo Soldevila, the head of the force in Juana Díaz, and Felipe Blanco cordoned off the demonstrators, using expert marksmen mobilized from all the police stations in Puerto Rico. The police covered the corner where the Nationalist Council was located on Marina Street, between Aurora and Jobos Streets. Meanwhile, the Cadets of the Republic and the Nurses Corps organized in three columns. The cadets wore a uniform of white trousers, black shirts, black caps, and on the left sleeve, a Calatravian cross. Leading the column was cadet captain Tomás López de Victoria. The young women formed up as the nurses corps, wearing white uniforms and marching behind the young men. Bringing up the rear was the band, made up of five or six musicians. Nearby, on Aurora and Marina Streets, almost in front of where the Council was located, the families of the cadets came together with other Nationalists who had come to see the parade. The band played “La Borinqueña,” and the captain of the Cadet Corps, Tomás López de Victoria, immediately gave the order to step off. At the precise moment when they were about to do so, Soldevila raised a whip, put it to the chest of López de Victoria, and told him that they could not march. Police officer Armando Martínez ran from the corner in front of the Nationalist Council toward Marina Street, firing once into the air, which unleashed volleys of shots from arms of different calibers. Eight people died instantly and others died later, for a total of nineteen. Police officers Ceferino Loyola and Eusebio Sánchez died victims of the crossfire of their fellows. Georgina Maldonado, a 13 year old-girl, an employee of a nearby gas station, José Antonio Delgado, a member of the National Guard who was passing by, and fourteen Nationalists also died.

A number of citizens of Ponce requested that the American Civil Liberties Union investigate what happened on March 21. An Investigating Commission on the causes of the Ponce Massacre was established, presided over by Atty. Arthur Garfield Hays, a US citizen delegated by the ACLU, with Emilio S. Belaval, the president of the Puerto Rico Atheneum, Mariano Acosta Velarde, the president of the Puerto Rico Bar Association, Francisco M. Zeno, the editor of La Correspondencia newspaper, Antonio Ayuso Valdivieso, the director of El Imparcial newspaper, and Manuel Díaz García, a former president of the Medical Association. The commission carried out an exhaustive investigation of the facts and in its report placed the blame on Governor Winship. It referred to the happenings as the Ponce Massacre. [Source]

3) The Pill

In the early 1950s the Puerto Rican women were used for experimentation in the making of the first birth control pill. The Pill was invented by Dr. Gregory Goodwin Pincus but strict laws in the U.S. didn’t permit full scale experimentation. In 1955 Dr. Pincus and his colleague, Harvard obstetrician and gynecologist Dr. John Rock visited Puerto Rico and then decided it was a perfect place to test out their pill due to the lack of anti-birth control laws.

The trials began in Rio Piedras but quickly moved throughout the poor sectors in the island. The experiments was based on poor and working class women; these women were not told the pill was experimental and were not told the negative effects the pill could have on them. Three young women died during these experiments and no investigations were conducted to determine cause of death.

2) Colonization

The effect of the colonization is very evident on the Puerto Rican people. “La ley de mordaza” was implanted by Governor Jesus T. Piñero on May 21, 1948 which did not permit any Puerto Rican to show any patriotism or even display the Puerto Rican Flag. Puerto Ricans were given citizenship in 1917 with the Jones Act, Puerto Ricans were considered alien in United States but once the Jones Act took effect more than 20,000 Puerto Ricans were drafted by the army. With the United States came huge changes in the educational system making American values and principles the main teachings in schools and even forcing teachers to teach English. It wasn’t until 1998 that Puerto Ricans changed back to Spanish as their main language in schools.

The United States implanted an economy that depended on them; this destroyed the agriculture in Puerto Rico. In less than 20 years, 90 cents of each dollar that a Puerto Rican spent went to the United States. This made Puerto Rico one of the poorest countries in America. The Puerto Ricans still do not have a defined status; Puerto Rico has one of the worst economies in America and an unemployment rate of more than 16%. Puerto Ricans don’t have the same rights for their social security or even veterans’ benefits, even though they meet the same requirements than the people that live in the states.

1) Puerto Rico’s Status

Puerto Rico has been a US territory for more than 100 years and has been defined as a commonwealth since 1952. Puerto Ricans cannot vote for the US President or Congress but they have to obey federal laws. A Resident Commissioner represents Puerto Ricans in Congress but he cannot vote on legislation. This affects Puerto Ricans every day. An example of this is the Cabotage laws implanted in 1920 by the Jones Act. This law says that Puerto Ricans must use the U.S. Merchant Marine for the oceanic transportation of any goods bought by Puerto Rico. This is a problem because Puerto Rico, being an island, does not produce everything it consumes and is obliged in the use of the U.S. Merchant Marine. The U.S. Merchant Marine is one of the most expensive merchant marines in the world. It is estimated that if Puerto Ricans were not forced to use the U.S. Merchant Marine prices in all imported products would drop 40% and it would save Puerto Ricans $150 million in product export, this would lower the prices of the exported products and make Puerto Rico a more competitive country in the world market.

You could think that Puerto Rico has the Cabotage laws applied because it hasn’t defined their political status but this in not true because other US territories like the US Virgin Islands don’t have to comply with these laws. Another fact is that the Puerto Rican trade produces 25% of The U.S. Merchant Marine’s income.

International Conference of Marxist-Leninist Parties and Organizations: Resolution on the West African Region and Mali

Since 2010, the West African region and particularly the sub-Saharan zone has been marked by the armed interference and intervention of the imperialist powers. The objectives of those actions are:

* Political, geostrategic and military, related to the struggle for the redivision of the world and of the African continent.

* Economic (access to the petroleum of the Gulf of Guinea and the Ivory Coast; to the uranium of Niger and the precious metals that abound in the region; to solar energy; cacao, coffee, etc.

* The struggle of the Anglo-Saxon (U.S. and Great Britain) and French imperialists to prevent the penetration into the region by new actors such as China, India, Brazil, etc.

* The will of the imperialist powers to crush any type of protest by the popular masses, who are condemned to misery and lacking in political freedom, as well as the repression that they suffer carried out by the corrupt puppet powers, and their desire to crush any revolutionary insurrectionary movement.

The military-political crisis after the military coup d’état of the National Committee for the Defense and Restoration of the State (CNRDE) of March 22, 2012, as well as the military occupation of the North of Mali, begun January 22, 2012, which covers two thirds of the national territory, an occupation carried out by the National Movement for the Liberation of AZAWAD (MNLA) and the “jihadists” (AQMI, ANSAR, DINE, MUJAO, BOKO, HARAM…) must be put in this context

The military-political crisis in Mali has grave consequences for the neighboring countries, particularly Algeria, Niger, Burkina Faso, Ivory Coast, Mauritania, etc. and the group of the countries of the west African region (destabilization of States, proliferation of arms, massive displacement of populations towards the South of Mali, and thousands of refugees in other neighboring countries).

The military-political crisis in Mali is also a threat to the interests of imperialism, particularly French imperialism, in that country and the whole region. That is why there are preparatory maneuvers for an open military intervention that the troops provided by the members countries of the Economic Community of West African States (ECOWAS) can carry out, with the consent and logistical support of the great imperialist powers (France and U.S.A.) and of the UN under the pretext of “making a secure transition,” of “restoring constitutional life” and of “restoring Mali’s territorial integrity.” This is a reactionary plan by the imperialist powers and their allies in the region to maintain and reinforce their domination.

Faced with this serious situation, the International Conference of Marxist-Leninist Parties and Organizations (ICMLPO):

* Denounces and condemns the puppet powers that have opened their territories (particularly in Mali, Burkina Faso, Ivory Coast, Niger, Mauritania and Senegal) to the troops of imperialist aggression.

* Denounces and condemns the proclamation of independence of the State of AZAWAD by the MNLA, instrument of French imperialism.

* Denounces and condemns the crimes perpetrated against the peoples of the North of Mali by terrorist group AQMI and the Islamist groups ANSAR-DINE, MUJAO and the MNLA.

* Supports the brave resistance of the peoples, particularly of the youth, against oppression and medieval and obscurantist practices.

* Denounces and condemns the reactionary plan of the ECOWAS in Mali.

* Calls on the proletariat and peoples of the imperialist countries, particularly France, to support the Malian people in their struggle for a revolutionary solution of the military-political crisis.

* Calls for solidarity and support for the struggle of the peoples of the West African region against imperialist domination and their African lackeys.

El 13 de Abril en la ciudad de Santiago de Chile, el Comité Regional Metropolitano, por encargo de la dirección del Partido Comunista Chileno (Acción Proletaria) PC(AP), realizó un significativo acto de homenaje a los CIEN AÑOS DEL NACIMIENTO DEL CAMARADA KIM IL SUNG.

En la ocasión junto a los vídeos, intervenciones y a la música revolucionaria de homenaje al camarada Kim IL Sung, se dio lanzamiento a la edición del libro titulado ” A CIEN AÑOS DEL NACIMIENTO DEL CAMARADA KIM IL SUNG”, el contiene un artículo del camarada Eduardo Artés titulado: ” A CIEN AÑOS DE SU NACIMIENTO, EL CAMARADA KIM IL SUNG VIVE EN LAS MENTES Y CORAZONES DE LA CLASE OBRERA Y DE LOS PUEBLOS” y la obra del camarada Kim IL Sung titulada ” ALCANCEMOS LA GRAN UNIDAD DE NUESTRA NACIÓN”, escrita el 1 de agosto de 1991.

Es de destacar el gran entusiasmo de los asistentes, reflejado, entre otras cosas, en el hecho de que compraron varios ejemplares del libro en lanzamiento, de manera de hacerlo llegar rápidamente a otros camaradas y compañeros. El libro en estos momentos se está distribuyendo por medio de los militantes del PC(AP) en todo el país.

Marxism & Bourgeois Nationalism

As always, a re-posting of articles does not necessarily imply an absolute endorsement of the entirety of its content. However, this well-written article does make a good point about the duality of the bourgeois class, particularly in the Third World and oppressed countries.

Tripoli is burning. Thousands of black Libyans and African immigrants are rounded up by the NATO-backed rebels and thrown into prisons. Supporters of the ousted nationalist government wait with baited breath for the inevitable and bloody purge by the new rebel government. Libyan oil gushes out of Benghazi into the pipelines of Western energy companies. And militia groups, deputized by Interpol and the now-victorious National Transitional Council (NTC) government, hunt for Colonel Muammar Qaddafi and his family across the Libyan desert.

Now that NATO has won this asymmetrical imperialist war, at least in the short term, no one can reasonably say that the Libyan people are better off with the rebel government in power. For all of the flaws of Qaddafi’s government – and other nationalist governments like his – the Libyan people enjoyed the highest standard of living on the African continent, rising from the lowest standard of living in the world as of 1951. (1) The national and tribal governments had an amicable working relationship that allowed for decentralized planning and local decision-making. Moreover, Libya’s natural resources were controlled by a national government at-odds with Western energy corporations, and the wealth they generated was publicly owned and shared. (1) In other words, the Libyan nation exercised its inherent right to self-determination.

Qaddafi’s government wasn’t socialist; it was nationalist. The relations of production in Libya were capitalist in nature, but to deny that Qaddafi’s government was more progressive and objectively anti-imperialist ignores the brutal material reality that millions of Libyans are facing because of the NTC government.

As the West begins to re-calibrate its war machine and set its crosshairs on President Bashar al-Assad’s government in Syria, Marxist-Leninists need to understand their relationship with nationalist bourgeois states, like Qaddafi’s Libya. History has objectively proven those “leftists” who were cheerleaders for the fall of Qaddafi’s government in Libya or Saddam Hussein’s government in Iraq wrong.

At the same time, every bourgeois state operates fundamentally in the interest of some sector of the capitalist ruling class, whether national or international, and in time the proletariat will replace that old machinery with socialism through revolution.

I posit these theses:

Because of their relation to imperialism after the fall of the socialist bloc, the objective historical position of nationalist states in the Third World is progressive.

Marxist-Leninists must uphold the right of nations to self-determination, which in the present is principally characterized by freedom from imperialist subjugation.

Where it arises, Marxist-Leninists must support genuine revolutionary proletarian struggles for socialism against bourgeois nationalist governments.

What is nationalism?

To understand when and why Marxist-Leninists should support nationalism, it’s important to examine the material conditions from which nationalism arises.

As a starting point, it’s important to distinguish a nation from other units of social or geographical organization, like a tribe or country. Historically speaking, national identity is a relatively recent development in class society. In his seminal 1913 work, Marxism and the National Question, Josef Stalin outlines the characteristics of a nation as “a historically evolved, stable community of people, formed on the basis of a common language, territory, economic life and psychological make-up manifested in a common culture.” (2)

Two important characteristics to note about Stalin’s definition. First, while territory and geography is a defining feature of a nation, it is not its sole determining characteristic, meaning that within the existential boundaries of a country–itself a recent social development–many nations may exist. Second, while a common economic life is also a defining characteristic, nations are not formed on the basis of class unity. In other words, there is no proletarian nation or bourgeois nation, but rather these two classes are both part and parcel of their respective nations.

In its inception, nationalism arises as an ideology of the bourgeoisie. From Marxism and the National Question:

The chief problem for the young bourgeoisie is the problem of the market. Its aim is to sell its goods and to emerge victorious from competition with the bourgeoisie of another nationality. Hence its desire to secure its “own,” its “home” market. The market is the first school in which the bourgeoisie learns its nationalism. (2)

Though all classes in a given nation are capable of embracing nationalism, Stalin argues that its historical basis lies in the bourgeoisie and its need for capital accumulation as a class. While other classes can appropriate and have transformed this concept, the demand for national self-determination begins as a bourgeois demand for exclusive access and control of its own national markets and resources.

European and American nationalism, for instance, arose from the break-up of feudal empires and the fledgling bourgeoisie’s struggle to establish itself as a class via primitive accumulation. American merchants, traders, shopkeepers, and speculators, denied full access to the readily available land and resources in North America by British mercantilism, led revolution of 1776 on the basis of American national unity. Though the American revolution of 1776 was waged in the interests of the fledgling bourgeoisie, the working masses rallied to the banner of American nationalism and led a successful struggle against British colonialism. Stalin notes that the “strength of the national movement is determined by the degree to which the wide strata of the nation, the proletariat and peasantry, participate in it.” (2)

Though the role of American nationalism in 1776 was historically progressive, the triumph of the American national movement was fueled by and resulted in the further subjugation of the African masses kidnapped and violently lashed into slave labor, along with the indigenous tribes ruthlessly slaughtered in the expansion of the American empire. Dialectically, American nationalism’s progressive features became the basis for the rise of the most oppressive imperialist power in the history of the world.

Without the subjugation of the African masses as a slave labor force, the Western bourgeoisie could never have established itself as an independent ruling class. Indeed, the same American nationalism that united the colonists against British mercantilism would unite the country in waging genocidal wars for land against indigenous people and Mexicans. After the series of successful European bourgeois revolutions, all ideologically fueled through nationalism, colonialism in Africa, Asia, South America, and the Pacific Islands became central to acquiring the cheap labor and resources necessary to generating extreme national wealth.

Because of the cheap labor and resources acquired through ruthless expansion, American capitalism transformed into imperialism, in which developed countries use force and comparative advantages in trade to violently extract resources and exploit the labor force of other colonies. Central to maintaining the colonial apparatus was the denial of equal rights and the cultivation of racist myths about colonized people, which materially manifested itself in slave labor, apartheid, and denial of access to the liberal democratic institutions established by the colonial bourgeoisie in imperialist countries.

Inevitably, the placement of capital in colonial countries allowed some small fraction of the colonized population to gain access to limited amounts of their own capital, albeit usually dependent on the colonial power. In other words, this small class of propertied yet colonized people constituted a bourgeoisie. Of this bourgeoisie, Stalin writes:

The bourgeoisie of the oppressed nation, repressed on every hand, is naturally stirred into movement. It appeals to its “native folk” and begins to shout about the “fatherland,” claiming that its own cause is the cause of the nation as a whole. It recruits itself an army from among its “countrymen” in the interests of… the “fatherland.” Nor do the “folk” always remain unresponsive to its appeals, they rally around its banner: the repression from above affects them too and provokes their discontent. (2)

The bourgeoisie of oppressed nations has the same basic features as the American and European bourgeoisie, in that both classes sought greater access to their own markets, resources, and labor. However, the conditions around the oppressed national bourgeoisie are qualitatively different than those around the Western bourgeoisie; they cannot seize control of their own national resources because of the fetters of colonialism.

Unquestionably the type of colonial oppression faced by the oppressed national bourgeoisie was different than that felt by the colonized proletariat and peasantry, who faced more brutal repression from the state and worse terms of labor. However, these colonized classes all had something to gain by overthrowing colonial and imperialist rule and achieving self-determination for their nation.

Nationalism becomes vital to the colonized bourgeoisie because it unites themselves and the colonized laboring masses in the struggle for national liberation. At the point where the laboring masses embrace nationalism, “the national movement begins.” (2)

National liberation struggles are not exclusively led by the nationalist bourgeoisie, and historically the bourgeoisie in colonial or semi-colonial nations is often too weak or too connected to the colonizing nation to exert itself independently as a class. Numerous examples of successful revolutionary proletarian national liberation movements exist, including the People’s Movement for the Liberation of Angola (MPLA). These successful communist movements, like the MPLA, also made use of nationalism to unite the country around the central task of expelling the colonizers. In essence, although nationalism is originally a bourgeois ideology, other revolutionary classes can appropriate it during the national liberation struggle phase.

Bourgeois nationalist states in the Third World

Because the nationalist bourgeoisie finds itself opposed to imperialism in the Third World, they can function as a tactical ally for the proletariat and peasantry in these same oppressed nations. Marxist-Leninists should never accept this alliance as permanent, however, and must carefully evaluate the place of the national bourgeoisie in relation to imperialism and the vast laboring masses.

Iraq provides one of the most potent examples of the fickle and unreliable nature of the nationalist bourgeoisie. The Arab Socialist Ba’ath Party, for instance, was primarily bourgeois in its orientation and leadership, but it also attracted a mass following in the wake of the Iraq’s independence from British colonialism in 1958. (3)

Ba’ath was not committed to socialist revolution in Iraq, but they did preside over an aggressive nationalization program in 1972, which seized oil refineries from British and American companies and allowed them to diversify Iraq’s economy. Though these nationalizations were motivated by the access considerations of the national bourgeoisie, they also allowed the Ba’ath state to redirect revenues into public works projects that lifted nearly half the country out of poverty. In a 2006 profile piece on Saddam, PBS News writes of Ba’ath’s accomplishments:

As vice chairman, he oversaw the nationalization of the oil industry and advocated a national infrastructure campaign that built roads, schools and hospitals. The once illiterate Saddam, ordered a mandatory literacy program. Those who did not participate risked three years in jail, but hundreds of thousands learned to read. Iraq, at this time, created one of the best public-health systems in the Middle East — a feat that earned Saddam an award from the United Nations Educational, Scientific and Cultural Organization. (4)

True to form, Saddam and Ba’ath rose to power in direct response to British colonialism. Acting in the interests of the Iraqi national bourgeoisie, they ‘took back’ the resources monopolized by the West’s colonial subjugation and used the revenues to rapidly construct a modern Iraq, which required an educated populace, secular government, a functional road system, and social infrastructure like hospitals. One can question the sincerity of Ba’ath’s actions towards the masses, but one cannot dispute the profoundly positive effect these nationalist policies had on the lives of ordinary Iraqis.

However, the social accomplishments of bourgeois nationalist regimes should never obscure their reactionary character. With both Ba’ath and the Communist Party of Iraq (ICP) vying for supremacy after the 1958 revolution, hostile confrontations between the parties continued until 1963, when Ba’ath launched a coup d’etat against Prime Minister Abdul Karim Qasim. (5) During the coup, communists organized massive militant resistance to Ba’ath, and over the course of the three days in Baghdad, “5,000 Iraqi citizens were apparently killed, including 80 Ba’th Party activists and 340 Iraqi communist activists.” (6)

Following the consolidation of Ba’ath rule in Iraq, the ICP experienced two separate waves of repression: one in 1963 following the coup and the subsequent unrest, and the other in 1977, led by Saddam. (5) Historian Bob Feldman writes in a February 2006 piece on Iraq that “By March 1963, an estimated 10,000 Communist Party of Iraq members had been arrested by the Ba’th regime and many imprisoned Iraqi leftist activists were not treated gently.” (6) Quoting Said Aburish’s book, “A Brutal Friendship: The West and the Arab Elite”, Feldman continues:

The number of people eliminated remains confused and estimates range from 700 to 30,000. Putting various statements by Iraqi exiles together, in all likelihood the figure was nearer five thousand…. There were many ordinary people who were eliminated because they continued to resist after the coup became an accomplished fact, but there were also senior army officers, lawyers, professors, teachers, doctors and others. (6)

The CPI was correct to resist the 1963 Ba’ath coup and oppose the consolidation of a bourgeois nationalist regime. Iraq’s independence in 1958 had shifted their primary adversary from British colonialism to the Iraqi bourgeoisie, seeing as no colonial entity to struggle against still existed. Saddam’s case reminds Marxist-Leninists that it’s strategic to enter into a popular front with bourgeois nationalists against imperialism, but after the national liberation struggle is complete, they constitute a vicious and dangerous foe.

Nationalist governments support revolutionary people’s struggles in the Third World.

Failure to conform to imperialist foreign policy is the most common wedge issue between bourgeois nationalists and the West. Often driven by pan-national ideological unity, bourgeois nationalist countries objectively support revolutionary people’s struggles and national liberation movements abroad, placing them at odds with imperialism.

Finding common ground with the Shi’a-led Iraqi resistance to US occupation, Iran has provided weapons to Iraqi insurgents, as well as training for assembling their own weapons. (7) While many allegations about Iranian aid to the Iraqi resistance are exaggerated by Western capitalist media to ratchet up tensions, journalist Michael Perry describes Iran’s rationale in a February 2007 article:

But let’s go even further and say, for the sake of argument, that the Iraqi insurgents are receiving officially authorized aid from the Iranian state. It is true that having a neighboring nation in chaos does not generally benefit any country, but the Iranians have been under the gun from the U.S. for a very long time –decades in fact. The recent threats and provocations from the Bush administration make it clear that Iran is an imminent target. I’m quite sure the Iranians realize that the quagmire in Iraq is the primary impediment to an American invasion of Iran. Troubles for U.S. forces in Iraq may buy the Iranians more time. Could the Iranians be so blind to their own self-interests? (8)

At odds with Saddam’s secular Sunni government for decades, the Iranian bourgeoisie would relish the opportunity to have an oil-rich Shi’a-dominated Iraq to its west. More pressing, however, is the collective national fear of having another US-client state in the region. There’s a reason that Tehran, and not Qatar, the UAE, or Saudi Arabia, is actively subverting US occupation by materially supporting the Iraqi resistance. That reason, of course, is because the Iran’s ruling nationalist bourgeoisie has a material class interest in anti-imperialism.

The best evidence for the progressive quality of the Iranian nationalist bourgeoisie, embodied in President Mahmoud Ahmadinejad, is the attempted color revolution in 2009 by the US-backed Mir-Hossein Mousavi. This so-called ‘Green revolution’ was financially supported by both the West and the wealthy neo-liberal bourgeoisie, represented by multi-millionaire former President Akbar Hashemi Rafsanjani. (9) In the 2005 Presidential elections, Ahmadinejad defeated Rafsanjani largely on the basis of the latter’s gaudy neo-liberal orientation. A 2005 article in GreenLeft by Doug Lorimer highlights the divergent class interests represented by Ahmadinejad and Rafsanjani. While both accept the fundamental tenents of the Iranian capitalist state:

In the same TV interview [Ahmadinejad] claimed the country’s vast oil wealth was controlled by one powerful family — a reference to Rafsanjani, who is alleged to have enriched himself through his son’s management of the country’s nationalised oil industry. The Rafsanjanis also have investments worth US1 billion in pistachio farming, real estate, automobile manufacture and a private airline.

“The whole Iranian economy is set up to benefit the privileged few”, Ray Takeyh, a professor and director of studies at the US National Defense University’s Near East and South Asia Center in Washington, told the Bloomberg news agency last December. “Rafsanjani is the most adept, the most notorious and the most privileged.” (10)

Rafsanjani, and his running dog Mousavi, hoped to rise to power via a US-supported color revolution and open Iran to Western markets; in other words, they represent the comprador Iranian bourgeoisie. Despite the best efforts of the imperialist powers to oust Ahmadinejad–who by every objective measure legitimately won the 2009 election–the Iranian people resisted these attacks on their national sovereignty. (11) Even as he nears the end of his two terms as President, Ahmadinejad remains popular with the Iranian masses because of his consistent anti-imperialism on the world stage, along with the social programs he has championed at home despite Western sanctions.

Pivoting to another nationalist state, Syria has consistently functioned as the most progressive of the multitude of Middle Eastern countries by substantially supporting the major national liberation movements in the region. Trinity University professor of history David Lesch writes in his fantastic book, The New Lion of Damascus: Bashar al-Asad and Modern Syria that:

Syria does not deny claims of support for Hizbollah, Hamas, and Islamic Jihad, viewing that such operations constitute legitimate resistance and not terrorism; indeed, Damascus often views Israeli activities vis-a-vis the Palestinians and its actions in Lebanon as terrorism. (12)

Since the Syrian Ba’ath party took power in 1963, the state has always supported the Palestinian and Lebanese liberation struggles and sought to keep Israeli imperialism in-check. (13) Sharing the common trait of secularism, Syria allows the Popular Front for the Liberation of Palestine (PFLP), the largest Marxist-Leninist revolutionary movement in Palestine, to operate comfortably out of Damascus and materially supports their struggle with supplies and resources. (14) Because of the Syrian bourgeoisie’s desire for regional secular pan-Arab unity–rooted in the Alawi faith of President Bashar al-Assad and others–and the Israeli occupation of the Golan Heights, Assad’s government is objectively anti-imperialist.

Similarly, Saddam’s Ba’ath state in Iraq financially supported and championed the cause of Palestinian national liberation, which was played up by the West in the months leading up to the 2003 invasion. On March 13, 2003–just six days before the invasion–the BBC reported, “Saddam Hussein has paid out thousands of dollars to families of Palestinians killed in fighting with Israel. Relatives of at least one suicide attacker as well as other militants and civilians gathered in a hall in Gaza City to receive cheques.” (15) Later, the same article estimates that the Iraqi government had paid out nearly $35 million to Palestinian families since 2000.

In hindsight, the timing and purpose of this BBC article is obvious, but that Saddam’s support for ‘terrorist groups’ was one of the reasons for the 2003 invasion demonstrates the extreme degree to which his support for the Palestinians offended and scared the West. Startlingly few people remember that Israel invaded Syrian airspace and bombed a peaceful nuclear power plant in September 2007 for many of the same reasons. When a bourgeois state in the Third World becomes nationalist in its orientation, as opposed to comprador bourgeois states, it demands a response from the West.

Never confuse your primary and secondary contradictions!

Although a multitude of contradictions exist in class societies, at any given time, one of these contradictions is principal in comparison to the others. If a person goes for a walk, decides s/he wants a cigarette, and then gets bitten by a rattlesnake, the order of the day is to call a doctor and receive medical attention immediately for the venom. As much as that person might have wanted–or even needed–a cigarette, only a great fool would tell this person that s/he should prioritize smoking over seeking medical attention.

Primary and secondary contradictions seem like common sense, but a multitude of so-called ‘leftists’ and revolutionaries confuse them when analyzing imperialism. Ultimately, the approach that Marxist-Leninists ought to take to bourgeois nationalist governments is tied up in correctly identifying and acting on primary and secondary contradictions.

Though largely ignored in Marxist-Leninist writings, the experience of the Ethiopian revolution offers valuable insight as to how communists ought to struggle against bourgeois nationalist governments. Having played an instrumental role in repelling the Italian fascist occupation of Ethiopia, Emperor Haile Selassie I began as an archetype bourgeois nationalist. He encouraged pan-African unity, promoted decolonization, and began an aggressive process of modernizing Ethiopia.

That said, Selassie’s government became firmly aligned with the West after World War II and opened the country up to an influx of foreign capital. Presiding over and encouraging severely unequal land distribution, Selassie’s government was also responsible for a series of famines and foot shortages, the worst of which claimed an estimated 40,000 to 80,000 victims. (16) Ahmed Khan of the Communist Workers and Peasants Party in Pakistan writes this of Selassie’s government:

During the monarchical period, life expectancy was a mere 38 years and 90% of the people were illiterate. Only a tiny handful of feudal landowners and royal sycophants controlled the entire wealth of the country.

Severe drought and famine engulfed Ethiopia which led to the deaths of hundreds of thousands of peasants, and led to widespread hunger and food crises in the urban areas. (16)

Even bourgeois sources regard these famines as the product of Selassie’s destructive policies. A 1997 report by Human Rights Watch called “Rebellion and Famine in the North under Haile Selassie” indicted the nationalist government for its culpability in this famine, saying:

The Wollo famine was popularly blamed on drought, a backward and impoverishedsocial system, and the cover-up attempted by the imperial government. These factors were all-important — though it must be remembered that specific actions by the government, especiallyafter the Ras Gugsa and Weyane revolts, were instrumental in creating the absence of development. (17)

By 1974, Selassie’s bourgeois government lost all legitimacy in the eyes of the masses. Because of the widespread crises brought on by Selassie’s selective industrial development and close trade relations with the West, Ethiopian workers and peasants began to mobilize against the government. Khan writes, “The inability of the monarchy to deal with the crisis and the propensity of the feudalists to bleed the peasantry dry led to increasing hatred for the monarchy on part of the oppressed peasants, workers and a section of the emergent urban middle class.” (16)

Although no Marxist-Leninist vanguard party existed in Ethiopia at this time, a communist council of military officers known as the Derg organized alongside labor leaders in the urban centers and peasant communities in the countryside to produce the Ethiopian revolution of 1974. (18)

The revolutionary experience of the Ethiopian people in overthrowing Selassie’s government and establishing the People’s Democratic Republic of Ethiopia–firmly committed to socialist construction–has tremendous lessons for Marxist-Leninists about their relation to bourgeois nationalists. Objectively, Selassie’s government was essential to the anti-imperialist and anti-fascist struggle waged against fascist Italy in 1935. The Communist Party of the United States of America (CPUSA) went so far as to launch a “Hands off Ethiopia” campaign in the same year, which included substantial demonstrations supporting Ethiopia’s right to self-determination (19).

However, classes do not exist in a vacuum. While one class may play a historically progressive role at one time, a change in the material conditions–like increased trade relations with the West following World War II–may render that same class reactionary. For as important as nationalism was to Ethiopia repelling fascist Italy in 1941, the same nationalist government’s reactionary policies reached a boiling point in 1974, resulting in a popular socialist revolution.

The lesson from Ethiopia is clear: Marxist-Leninists in nationalist states must organize with a keen awareness of primary and secondary contradictions. For a moment, let’s assume that an organization like the Derg existed in Ethiopia circa-1935. Said organization would commit a grave error in throwing in with the fascists in hopes of toppling an admittedly reactionary monarchy. First, the organization would undeniably alienate the Ethiopian masses, who despite their poverty and poor military training, flocked to defend their homeland, the only African state never colonized by the West, from fascist occupation. (20) Second, although Selassie’s bourgeois government was at-odds with the interests of Ethiopian workers and peasants, that contradiction receded into the background the moment that fascist Italy began poison gassing entire villages of Ethiopians.

When Mussolini’s forces invaded Ethiopia in 1935, there was only one organized military force capable of mounting a resistance: Selassie’s nationalist government. Unsuccessful at first, Ethiopian patriots of all classes, albeit predominantly workers and peasants, struggled onward to victory and liberation in 1941. That this liberation struggle took place across class lines on a nationalist basis is no small detail. It’s paramount that Marxist-Leninists, in light of Iraq, Libya, and increasing aggression towards Syria, comfortably identify anti-imperialism as the primary contradiction facing the international proletarian revolution today.

Proletarian internationalism is superior in every way to bourgeois nationalism, but so long as neo-colonialism and imperialism exist, communists must unite all who can be united in the anti-imperialist struggle. Simultaneously, though, communists must remember the other side of the dialectic: When bourgeois nationalists become complicit partners in Western imperialism and alienate themselves from the masses, communists must never hesitate to overthrow that state with extreme prejudice and on its ruins erect revolutionary socialism.

The irrelevance and obscurity of the Iraqi Communist Party (ICP) following the toppling of Saddam’s Ba’ath regime demonstrates the devastating effects of incorrectly identifying primary and secondary contradictions.

Saddam was by no means a consistent anti-imperialist throughout his reign. Though Ba’athist Iraq established diplomatic relations with the Soviet Union and China, it still retained casual relations with the West; relations that were strengthened following Saddam’s condemnation of Soviet intervention in the Democratic Republic of Afghanistan, as well as the Iranian Revolution in 1979. (21) Between the overthrow of the US-backed Shah, the establishment of a militant Islamic republic, and the Iranian hostage crisis, Iraq began to work closely with the West to curb Tehran’s influence in the Middle East. Though the Reagan Administration would notoriously fund the Iranians also, the US comfortably placed their initial bets behind Saddam in the devastating Iran-Iraq war of 1983-1988.

Even though the imperialists used Saddam during the Iran-Iraq war to sow chaos in the Middle East, the Ba’ath state remained largely at odds with Western interests because of its nationalist orientation. Refusing to privatize its oil industry and allow Western capital to fully penetrate its national markets, the West increasingly saw Saddam as a danger to imperialist interests in the Middle East. Iraq’s invasion of Kuwait over territorial disputes, the subsequent Gulf War, and Saddam’s unabashed support for the Palestinian liberation struggle cemented Iraq’s status as a pariah state in the eyes of the West by the early 1990s.

In an effort to eliminate an unfriendly pro-Palestinian government perched atop massive oil reserves, the US and UK fabricated the now-infamous falsehood that Saddam’s government had weapons of mass destruction. While communists around the world uniformly condemned the imperialist invasion of Iraq, “the Iraqi Communist Party (ICP) welcomed Saddam Hussein’s removal and is happy that the ousted president is to be put on trial.” (22) Exhausted and furious from decades of repression by Ba’ath, the ICP’s position is understandable on a purely visceral and emotional level. However, Marxist-Leninists must remain level-headed during periods of crisis and correctly identify primary and secondary contradictions; a task at which the ICP uniformally failed.

In the coming years, the ICP would come to participate in the puppet state erected by the West–most recently in the liberalizing ‘Political Reconciliation’ movement–and integrate themselves into this comprador government imposed from without. (23) Despite comprising the strongest opposition to the Ba’ath government during the 1960s, the ICP has descended into relative obscurity, having lost any credibility with the masses for their blunder. Instead, Muqtada al-Sadr’s Mahdi Army and other religious sects comprised the mass base of resistance after Saddam was captured, though their bourgeois and petty-bourgeois class character has led them to also participate in Maliki’s bogus government.

One would think that the international ‘left’ would have learned about correctly handling primary and secondary contradictions after witnessing the failure of the ICP to lead a mass revolutionary resistance to imperialist occupation. Instead, the same ‘leftists’ who witnessed the invasion of Iraq cheerled a racist, imperialist-backed ‘rebel movement’ in Libya, and many made the full leap into supporting NATO’s invasion to oust Qaddafi.

When a nation achieves self-determination, the secondary contradiction between the proletariat and the national bourgeoisie will ascend to the forefront as the new primary contradiction. Before that time, however, the primary contradiction facing the masses in oppressed nations is between imperialism and national liberation. In bourgeois nationalist states, this contradiction can and must draw in all who can be united to strike a blow against imperialism.

Countries want independence.

Nations want liberation.

People want revolution.

Final Statement

In Latin America the new millennium arrived with the struggle of the workers, youth, peasants, women and peoples against the structural adjustment policies implemented by governments at the service of powerful local oligarchic groups and imperialist finance capital. The increasing social discontent, manifested in street mobilisations, partial and general strikes and even popular uprisings that put an end to reactionary and pro-imperialist governments, split the bourgeois institutions and accelerated the wearing out of the current model of capitalist accumulation, monitored by the centres of imperialist domination.

The fear grew among the socio-economic elites that the yearning for change and the desire to be protagonists of deep transformations was taking shape among the people. The progressive and left-wing political programmes, once seen as being obsolete and inapplicable, were embraced by the working and popular classes.

While in various countries of Latin America there are still openly right-wing governments explicitly sold out to imperialism, in others countries so-called alternative and progressive governments have emerged; in some of these, on certain occasions there have been actions of resistance towards policies of imperialism, which deserve the support of the peoples.

Recurring to their own political experience, bourgeois factions of various countries have manoeuvred to take advantage of the discontent of the masses for their own interests. They appear to make their own the programmes and proposals raised for years by the popular movement and the left-wing organisations against neo-liberalism and to achieve a sovereign development, under conditions of social fairness.

Nevertheless, the expectations and enthusiasm of the masses with those governments that promised to leave behind the past of disgrace and backwardness clash with reality when these governments carry out their real political programme and give away the natural wealth, at present mainly mines, to the foreign companies; when the foreign debt persists, although the capital comes from other imperialist centres; when popular protest is criminalised; when free trade negotiations and agreements are going ahead under different names; or, when governmental propaganda says more of what in reality is being carried out in the social sphere.

Even though discontent is arising among the workers, youth, peasants, women and peoples, it is a fact that, so far, these governments have had, to a certain degree, the capacity to neutralise and contain the social mobilisation. Without a doubt, that is a fruit of the ability of ideological-political manipulation by the bourgeois factions that, with the support of imperialism, are in the government; it is due to the carrying out of social welfare and patronage policies, to the presence of authoritarian leaders as heads of government who make wide use of demagogy and populist policies; but it is also due to the existing limits in the consciousness of the masses and the weaknesses from which the revolutionary and left-wing organisations still suffer.

Under these new conditions, the struggle that the workers and revolutionary organisations are unfolding is becoming more complex, since it is relatively clearer for the masses that they must confront and fight a government that is openly right-wing and linked to foreign capital, than one that demagogically claims to promote change and to affect the interests of the rich, even though in reality it is doing nothing more than propping up the whole system of domination by capital and defending the interests of the local ruling classes and of imperialist finance capital.

For the advance of the revolutionary struggle of the peoples, it is essential to unmask and defeat these sell-out, demagogic and populist governments that are causing serious damage to the development of the popular organisation and struggle. It is necessary to combat these governments functioning on behalf of the ruling system, but by no means should we play into the interests of the other bourgeois factions of the ‘right’ The struggle of the workers and peoples, with a class independence, to win social and national liberation forces them to fight and defeat one and the other bourgeois faction.

In order to fulfill the strategic intentions that drive us, we the political organisations, movements and parties committed to leading the revolution and socialism to victory must redouble our efforts to develop the political consciousness of the masses. That is possible mainly by unleashing the struggle for their particular demands and political banners in order to unmask the true nature of those governments. It is vital to promote an intense and systematic ideological-political offensive of the revolutionary ideals among the workers, youth, peasants, women and peoples; it is urgent to take advantage of all the opportunities that the bourgeois institutions allow for the political task and even to surpass these; it is necessary to persevere in the unity of the popular movement and of the political organisations of the left in order to isolate from the social movement those who, at the present time, are manipulating the yearnings for change of the peoples from positions of power.

Although, circumstantially, the populist governments have managed to partially restrain the struggle of the masses, it is certain that their material conditions of life and the historical limitations of these governments are forcing the masses to protest. Still more, the world scenario is inevitably affecting them from all sides and the sharpening of the general crisis of the capitalist system is causing the fighting response of the peoples, as can be observed in our region and in particular in Europe, with whose working class and youth we express our solidarity.

We, the organizations taking part in this 16th Seminar on the International Problems of the Revolution in Latin America, united in Quito from July 16 to 20, reiterate our internationalist duty and commitment to continue fighting for unity and solidarity among the peoples, to form – by means of concrete actions – a great anti-imperialist front. We uphold the right of the peoples to self-determination; we condemn all forms of foreign intervention and all actions of the ruling classes to thwart the will of the peoples.

The views summarised in this Statement are the result of open and democratic debate in this seminar. We present them to the world so that the workers, youth and peoples may know them.

From Quito, Ecuador, we express our commitment to continue this event and, for that reason we are convening the 17th International Seminar for next year.

Cuba: the Evaporation of a Myth – From Anti-Imperialist Revolution to Pawn of Social-Imperialism

CUBA: The Evaporation of a Myth was first published in the February 15, 1976 issue of Revolution, organ of the Central Committee of the Revolutionary Communist Party, USA. It was first printed as a pamphlet March, 1976. Some slight editorial changes were made for greater clarity.

Introduction

Cuba’s role in the world today makes it increasingly important to expose the class nature of its leaders and the real character of the society.

In words, Cuba is socialist. Its thousands of troops fighting in Africa under Soviet leadership are said to be there to advance the cause of proletarian internationalism. But the American paid-for mercenaries fighting there also wave banners of freedom and “anti-imperialism.” Obviously it is necessary to go beneath the appearance of things to understand what’s really going on in the world. To understand a country we have to ask what class is in power there. And to understand a country’s politics we have to ask what class these politics serve.

The revolution led by Fidel Castro in 1959 was a tremendous leap forward for Cuba, clearing away the rule of the U.S. imperialists and the Cuban landlords, dependent capitalists and all their parasites, pimps and gangsters. Because of this, and because of the revolutionary goals that Castro and those around him proclaimed, many people all over the world looked to Cuba for inspiration and guidance in their struggles.

But the class outlook, political line and methods that the leadership promoted have led to nothing but setbacks and defeat everywhere in the world they’ve been taken up. They have proved wrong and harmful to the development of the revolutionary struggle.

In Cuba, the revolution has turned into its opposite. Cuba today is as much a colony of the Soviet Union as much as it once was of the U.S., its economy dominated by sugar, and its working people wage-slaves laboring to pay off an endless mortgage to the U.S.S.R. The leaders of the anti-imperialist revolution of 1959 have now themselves become a new dependent capitalist class.

The question of Cuba is particularly sharp right now for two reasons. Internationally, the Soviet Union, which is itself an imperialist country trying to upset the applecart of U.S. domination in order to grab up the apples for itself, is making increasing use of Cuba. It uses Cuba as both a carrot and a stick. In Angola, Cuban troops spearheaded the drive to conquer that country under the cover of opposing U.S. imperialism (which is trying to do the same under the cover of opposing the USSR), while the Soviets pointed to Cuba as an example of how Soviet “aid” has bought socialism for Cuba and offer the same deal to Angola and other countries. This combination of “anti-imperialist” rubles and and “anti-imperialist” tanks is key to the Soviet social-imperialists’ efforts to replace the U.S. as the world’s main imperialist power, and for that reason Cuba is invaluable to the Soviets.

HUMBLE WORDS AT PARTY CONGRESS

Within Cuba, the first congress of the country’s revisionist “Communist” Party in December, 1975, marked the economic and political consolidation of Cuba into the Soviet bloc and the formal emergence of capitalist relations into the sunlight in Cuba, after years of being hidden under “revolutionary” rhetoric.

This congress ratified Cuba’s new “Economic Planning and Management System,” sanctifying “the profitability criterion” as the country’s highest principle. It also featured a long self-criticism by Castro for not coming around to the Soviet’s way of thinking sooner, a “self-criticism” in which he tries to justify Cuba’s present situation and bows down so low before the New Czars that it serves as an outstanding indication of Cuba’s present neocolonial status,

“Had we been humbler, had we not had excessive self-esteem,” Castro explained, “we would have been able to understand that revolutionary theory was not sufficiently developed in our country and that we actually lacked profound economists and scientists of Marxism to make really significant contributions to the theory and practice of building socialism…” (Castro’s speeches and other congress documents can be found in Granma, the official Cuban publication.) [1]

Humble words indeed from the Cuban leadership who, not that many years ago, were portraying themselves as the lighthouse of revolution for the Third World and elsewhere, in contrast to what they considered the “conservatism” of the revisionists, and what they slandered as the “dogmatism” of the genuine Marxist-Leninists.

In the 1960s the Cuban leadership had actually become very humble in serving as a Soviet political errand boy whenever it was necessary to pay the rent – for instance, by attacking China and Mao Tsetung in 1966, backing the Soviet invasion of Czechoslovakia in 1968 and so on. But at that time the Cubans did try to maintain some distance between themselves and the Soviets, if only to maintain Cuba’s prestige and “ultra-revolutionary” image at a time when the new Soviet capitalist ruling class was beginning to smell worse and worse to a growing number of revolutionary-minded people.

But now the Soviet strings which hold up the Cuban regime have been pulled very tight, and the Cuban leadership is to be more “humble” than ever. Today, Castro says, Cuba’s foreign policy is based “in the first place, on staunch friendship with the Soviet Union, the bastion of world progress.”

The use to which the Soviets have put the “staunch friendship” of Cuba has changed over the years. In an earlier period the weaker Soviet imperialists’ relationship with the U.S. imperialists tended more towards surrender and collaboration. Now with their competition with the U.S. becoming sharper and more violent every day, the Soviets’ use of so-called “detente” is mainly as a cover for Soviet aggression and preperations for war – while the U.S. imperialists use it for the same purpose themselves. Times have changed. But it seems anything the Soviet rulers want is fine with Cuba.

Castro goes out of his way to make this point unmistakably clear by going back over th 1962 missile crisis, when the USSR rashly set up long-range missiles in Cuba, and then, when challenged by the U.S. imperialists, not only capitulated completely by taking the missiles out, but also promised the U.S. it could inspect Cuba to make sure that they were gone – without asking the Cuban government. At that time, Castro correctly denounced the Soviets for it.

Now, Castro says, he was wrong for “not understanding” that this cowardly use of Cuba as a bargaining chip with the U.S. was “objectively” a “victory for the socialist camp.”

But this is not the only crow Castro was forced to eat at the congress. Not only should the Cuban leadership have been “humbler” regarding Soviet foreign policy, they also should have been “applying correctly the main useful experiences in the sphere of economic management” in the Soviet Union.

LAWS OF CAPITALISM GOVERN CUBAN ECONOMY

What experience does he mean? That “economic laws” (especially the law of value) “govern socialist construction,” and that “money, prices, finances, budgets, taxes, credit, interest and other commodity categories should function as indispensable instruments…to decide on which investment is the most advantageous; to decide which enterprises, which units, which collective of workers performs best, and which performs worst, and so be able to take relevant measures.” (Speech at party congress)

This, Castro claims, is dictated by “reality,” but it’s not the reality of socialism. The working class must take these laws and categories into account so that it can consciously restrict and limit their sphere of operation and develop the conditions to do away with them once and for all. But socialism can’t be governed by the economic laws of capitalism or else there wouldn’t be any difference between the two systems! Castro’s words here are taken lock, stock and profit margin from recent Soviet economic textbooks – summing up the experience of restoring capitalism in the Soviet Union.

The “new economic system” Castro goes on to describe is based on the same principles that govern all capitalist countries, especially in the form of state capitalism: that prices be fixed according to the cost of production; that the factories and industries which produce the highest rate of return on their investment should be the areas of most expansion; that the managers of these units should be paid according to their social position and also the profitability of their enterprises; that the workers be paid according to the profitability of the enterprises they work for and lose their jobs if production would be cheaper without them; and furthermore, that workers be paid strictly according to their productivity as measured by piecework (which, Castro reported, now determines the wages of 20% of Cuban workers) or by whether or not they meet the production quota set for their jobs – in other words, whether they make rate (this is already in force for 48% of Cuba’s workers).

This is truly capitalism in its full glory. Nowhere is this more ugly than when Castro says that he’s sorry that there’s such a terrible housing shortage in Cuba, but “the revolution hasn’t been able to do much” about it – while later revealing that the government is building 14 new tourist hotels and expanding others. Clearly, the consideration isn’t what people need, but what’s most profitable. Of course, Castro doesn’t call this capitalism, any more than do the present capitalist rulers of the USSR. All the revisionists claim that this kind of thing is just a little more “realistic” version of socialism.

CUBA’S $5 BILLION MORTGAGE

The irony of it is that for many years the Cuban leadership argued that Soviet aid and sugar purchases were allowing them to buy everything they needed to “build socialism and communism simultaneously in Cuba.” Now, with the island $5 billion in hock to the USSR [2] and more dependent on it economically than ever, it’s pretty clear that what really happened was exactly the opposite – the USSR was able to buy itself a neocolony. This development also makes it clearer than ever that the Cuban leadership’s strategy had nothing to do with the working class’ strategy for building socialism – that in fact Cuba was never a socialist country. It raises the question of what kind of revolution Cuba did have and why it was turned into its opposite, so that, far from being socialist, Cuba today has not even won its independence and national liberation.

Petty Bourgeois Radicals Come to Power

This isn’t the first time that an imperialist power has taken advantage of the Cuban people’s struggle for national liberation in order to take over the country for itself. The Soviet rulers’ present tricks are nothing new in the world – although painted red, they are fundamentally no different from what the U.S. imperialists have been doing for years.

In 1898, when the Cuban people were on the verge of winning their independence from Spain after many years of fighting, the U.S. stepped in under the pretext of helping Cuba against Spanish colonialism and thereby seized the island as a neocolony for the U.S. With monopoly capitalism only recently established in the U.S., this was the U.S.’s first imperialist war to open up new areas for the export of American capital and to seize sources of raw materials.

The flood of U.S. investment to. Cuba reenforced the colonial and semi-feudal nature of Cuban society that centuries of Spanish colonialism had created in Cuba. The U.S. imperialists propped up the rule of the landlowners in Cuba and created a handful of capitalists dependent on U.S. capital, thus transforming Cuba from a colony of Spain to a neocolony of the U.S., stifling all possibilities of progress. At the time of the 1959 revolution the system of the ownership of land in Cuba had remained almost unchanged since the days of the Spanish empire, and the country’s one-crop economy had long been stagnant.

This system laid the most crushing burden on the urban and rural working class and the landless and small peasants. At the same time, it also held back the fortunes of all but the richest landowners – the small and very weak national bourgeoisie (confined to manufacturing the few things not made by U.S. subsidiaries or imported) and the relatively large urban petty bourgeiosie.

Throughout most of these years, Cuba’s workers played a leading role in the country’s fight for independence and national liberation, as well as fighting bitterly for their own immediate interests. This reached a high point in the 1930s, when under the leadership of the then-existing Communist Party the working class and its allies unleashed a huge wave of strikes and demonstrations, including armed uprisings and the establishment of soviets (revolutionary workers’ councils) in the sugar mills.

The existing U.S. puppet government was overthrown, but it was soon replaced by an army coup led by Fulgencio Batista. Although though the struggle was very intense for the next several years, the working class was not able to consolidate its advances and eventually was driven back. As some of its previous errors came to the fore, the Communist Party became more and more revisionist. In the 1940s its leadership accepted a partnership in the Batista government, then, when Batista dropped them, crawled into the wood· work, where they remained until the eve of the 1959 revolution. This contributed greatly to the weakening of the workers’ movement as a conscious and organized force, although the workers never stopped fighting their conditions.

VOLATILE PETTY BOURGEOISIE

By the 1950s the petty bourgeoisie had become the most volatile class in Cuba. The political groups that arose from it were the best organized to fight for their interests. Castro’s 26th of July Movement came from the urban petty bourgeoisie, 25% of Cuba’s population – the tens of thousands of businessmen with no business, salesmen with no sales, teachers with no one to teach, lawyers and doctors with few patients and clients, architects and engineers for whom there was little work, and so on. In its 1956 “Program Manifesto,” it defined itself as “guided by the ideals of democracy, nationalism and social justice … [of] Jeffersonian democracy;” and declared, “democracy cannot be the government of a race, class or religion, it must be a government of all the people.” [3]

This certainly expressed the outlook of the petty bourgeoisie, with its hatred for the big bourgeoisie that held it down, its repugnance for the revolution of the working class, and its dreams of a “democracy” above classes. Its practical program aimed at restricting the U.S. and the landlords by ending the quota system under which the U.S. controlled Cuban sugar cane production, restricting the domination of the biggest landlords over the medium-sized growers, distributing unused and stolen farmland to the small peasants, and a profit-sharing scheme for urban workers to expand the market for domestic manufactures and new investment.

With this program, Castro and a small-group took up arms against the Batista government in the Sierra Maestra mountains, while other young intellectuals and professionals organized resistance in the cities. This war won support from nearly every other class except the tiny handful of people directly tied to the landlords and the U.S. Many workers supported it and joined in. In the fighting itself, the most decisive force was the rural petty bourgeoisie, especially the small peasants for whom armed struggle was the only way to defend their land from’ the landlords and the army. Made up largely of peasants itself, Batista’s army soon began to fall apart.

The Batista government disintegrated after two years of fighting involving only a few hundred armed rebels. In the last months, even the U.S. government dropped some of its support for the Batista government, believing that it was more likely that the July 26th Movement would agree to come to terms than that the Batista government could survive. [4]

Just after seizing power in 1959, Castro went-to the U.S. on a “goodwill tour,” declaring in New York, “I have clearly and definitely stated that we are not communists…The gates are open for private investment that contributes to the development of Cuba.” He even called for a massive U.S. foreign aid program for Latin America, “in order to avoid the danger of communism.” But these words weren’t enough to reassure the U.S. ruling class. [5]

Despite Castro’s proclaimed desire to get along with the U.S. government and the U.S imperialists’ desire to get Castro to support their interests, nothing could change in Cuba without seizing the sugar estates and mills and ending the monopoly American business held there. These were the pillars of the economic and political system that had given rise to the rebellion. To challenge them meant challening the whole colonial system and its master but to retreat in the face of them was not possible without abandoning everything.

FIDEL CASTRO: SECRET “MARXIST-LENINIST”

When Castro proclaimed the first agrarian reform law which limited the size of the biggest estates (many of them owned by U.S. sugar companies), all hell broke loose. The U.S. began applying, economic and political pressure to topple the rebel army – which in effect now was the government – and in turn the Cubans began to take over the property of those forces whose interests were opposed to the island’s independence. By 1961, the government found itself in possession of key sections of the economy, while the U.S. had imposed an economic blockade. In April, the U.S. launched the futile Bay of Pigs invasion.

Early in that year the USSR had sent its first trade delegation to Cuba, and Khruschev had offered to protect Cuba with Soviet missiles. On May 1, Castro announced that henceforth Cuba would be a socialist country. Later that year he declared that he was and always had been a Marxist-Leninist, explaining, “Naturally If we had stood on the top of Pico Turquino [in the Sierras] when we were a handful of men, and said we were Marxist-Leninists, we might never have gotten down to the plain.” [6]

The U.S. imperialists used this development to say that the revolution’s leadership had hidden its real intentions all along and came to power under false pretenses – in other words, to find some excuse other than naked self-interest for why they had opposed the Cuban revolution the minute it had touched their property. And they also used Castro’s sudden announcement to slander communism by saying that this was how communists operate, by sneaking their system in through the back door without bothering to tell the masses what’s going on, and that communists don’t really rely on the masses but operate as “masters of deceit.”

The great majority of Cuban workers and peasants were strong supporters of the revolution, and very much in favor of the measures it had taken, such as taking over the estates and mills and guaranteeing small peasants the right to their land (and in many cases giving them more), reducing rent, electricity and other prices, putting thousands of unemployed workers to work constructing hospitals, roads, schools, etc., launching a tremendous literacy campaign, and other steps which removed some of the weight from the masses’ backs and allowed their enthusiasm for change to show itself in action. And many were enthusiastic about the idea of going on to socialism.

But socialism is not just an idea, nor a matter of words, nor just a government take-over. It’s a social revolution, a revolution in the relations of classes so that the working class is not just the owner of things in theory, but also in practice the actual master of production and society, through the leadership of its own Marxist-Leninist party, and the political rule of the working class – the dictatorship of the proletariat. On this basis the working class can lead repeated and successful struggles against the bourgeoisie and in the process it is able to transform material conditions and itself, so as to gradually do away with classes altogether.

This is not the road that Castro and those around him toot despite all their rhetoric to the contrary. They had rebelled against the neocolonial, semi-feudal conditions of old Cuba, but their petty bourgeois position and outlook which had given rise to the longing for a quick and radical change in their status also gave rise to the ambition to retain – and strengthen – their privileged position above the masses of workers and peasants. This only capitalism could give them. This same class outlook also caused them to hate and fear the difficult class struggle and long years of hard work that proletarian rule and the real transformation of Cuba would mean. While the petty-bourgeois intelligentsia did hate the ugly features of capitalism, especially as it had oppressed them, they didn’t want to change society’s division of labor, which had placed them above the masses, free to develop their careers instead of laboring as wage slaves.

In the early years following the revolution, their class position and outlook was manifested in an idealist political line. This line reflected the desire of the petty bourgeois revolutionary intellectuals to see a world without oppression. But it also reflected their contempt and fear for the only force in society that can lead the process of transforming the world, the working class.

This so-called “Cuban line” reflected the impetuosity of the petty-bourgeoisie in wanting their “ideal society” right away and without class struggle, especially without the dictatorship of the proletariat. The Cuban leaders talked as if communism was right around the comer and as if classes were eliminated simply by expropriation of individually owned property.

In fact the essence of utopian socialism, an early form that the idealist world outlook took among the Cuban leaders, is that the building of socialism depends on “enlightened” rulers with the interests of the masses at heart. The Cuban leaders, who viewed themselves as among the most enlightened “saviors” of the masses of all time, believed they could impose their wishes on society. In fact this whole line had great appeal for many revolutionary minded people from the petty-bourgeoisie in this country and around the world who wanted to see a better society but shared the Cuban leadership’s view of the working class.

The same “left” political line stemming from the idealism of the petty-bourgeoisie was manifested in the activities of the Cuban leadership in international affairs. They developed the so-called “foco theory” in struggle in the countryside; acting as the “detonator” to the masses, who are inspired by them to spontaneously rise up, overthrow the old regime and put the “heroic guerrilla” in power.

This is against the experience of every successful communist revolution, which is based on the conscious and organized struggle of the masses. In China, for example, this meant people’s war: mobilizing the peasantry, under the leadership of the working class, establishing base areas in the countryside, and waging a protracted war. When Che Guevara tried to put the “foco theory” into practice in Bolivia, he was killed, the whole operation a complete fiasco.

PEOPLE, NOT THINGS, ARE DECISIVE

Underneath the petty-bourgeois “left” political line and coming more and more to the surface was undisguised revisionism. Instead of mobilizing and relying on the working class to change the actual class relationships. that existed in Cuba, to eliminate the warped economy that imperialist plunder had created in Cuba, and on this basis to develop the productive forces, the Cuban leaders looked for something that could substitute for the masses and class struggle. Despite the rhetoric of building the “new man,” they more and more based themselves on the line common to all revisionists, that things, not people, are decisive; that in order for their version of “socialism” to triumph in Cuba, productive capacity had to be obtained from abroad. Their class outlook insured they could never understand that revolutionizing the relations of production is the key to developing the productive forces. Still less could they understand that, in Marx’s words, the “greatest productive power is the revolutionary class itself.” In place of the conscious struggle of the masses the Cuban leaders sought to purchase socialism by mortgaging the economy to the Soviet Union.

Lenin said, “Clearly, in order to abolish classes completely, it is not enough to overthrow the exploiters, the landlords and capitalists, not enough to abolish their rights of ownership; it is necessary also to abolish all private ownership of the means of production, it is necessary to abolish the distinction between town and country, as well as the distinction between manual workers and brain workers. This requires a very long period of time.” (A Great Beginning)

This is the line of the working class in building socialism and carrying on the revolution for communism. In Cuba it certainly would have meant mobilizing the workers to break down the divisions of labor inherited from the old semicolonial society. This would especially mean changing the organization of the island, which served the almost single purpose of producing sugar for the imperialist world market. But the Cuban leaders, because of their petty bourgeois position and outlook, rejected this path.

Castro said that the main problem facing the revolution was how “to produce the abundance necessary for communism” – meaning, to him, trading sugar for the means of production and machinery that he felt the working class could never produce by relying on its own efforts. And to do this the Cuban leaders’ plan amounted to putting the substance of the old relations of production, in somewhat altered form – society’s division of labor and its sugar plantations – to work at top speed to produce the goods to sell to get this wealth. Now the buyer and “provider” was no longer to be the U.S., but the Soviet Union.

Once this line was adopted, the enthusiasm of the masses for changing the old society was increasingly perverted so that the role of the working class, rather than revolutionizing society, was reduced to working hard to produce the necessary cash. Thus the basic capitalist relation of production was preserved and strengthened the subordination of the working class to production for profit. Rather than a new socialist society, and still less communism, this was, in essence, the same old society with new masters. The workers’ role was to work hard. The Cuban leaders more and more became bureaucratic state capitalists dependent on a foreign imperialist power.

Even the revolutionary fervor and desire of the Cuban people to support anti-imperialist struggles, exemplified by their support for the people of Vietnam, was twisted to support Soviet adventures abroad against their U.S. rivals, as in Bangladesh and in Angola.

Once the basic political road was taken of buying “socialism” instead of relying on and mobilizing the class struggle of the working class and masses which alone could revolutionize society, the basic economic policy of the Cuban revisionists followed as surely as night follows day. The cash that Castro sought could only be obtained by preserving and strengthening the very lopsided and semicolonial economy that had led to the Cuban revolution in the first place. The production of sugar for sale to the Soviet Union became the basis of economic policy, which all the get-rich-quick schemes, “socialist” proclamations and gimmicks depended on and served. And this economic dependency, in turn, became the basis for the further development of the political line of the Cuban leadership.

Sugar Coated Road To Neo-Colonialism

Sugar had been a curse on Cuba. The U.S. had used its control of the sugar market to control Cuba. The American and Cuban sugar lords had tried to keep the people from growing food on the unused land in order to keep them impoverished and without property, with .no choice but to work in the sugar. The sugar lords tied the whole Island to producing sugar for export, while this fertile tropical country ended up importing much of its food. This was the most profitable arrangement for the landowners and imperialists, because food was so expensive, the majority of Cuban workers and peasants ate only rice, beans and roots.

In the first few years of the revolution, as the land and, above all, those who worked it, began to break free of this system, crops were diversified. WIth sugar production continuing where it had been planted in the past, while other land was used for other crops. These were the years of greatest improvement in the living standards of the masses, as working people and material resources that had been kept idle were freed up. The development of some industry was initiated and the construction of schools hospitals and other projects were begun. ‘

In the early ’60s the U.S. closed off Cuba’s former sugar market, so the purchases by the USSR and China helped Cuba out of a jam. In early 1963, as the economy’s advance began to falter and shortages appeared, Castro went to the Soviet Union for talks with Khruschev and other Soviet leaders. When he came back, he had a new plan. Instead of diversifying agriculture, Cuba would produce more sugar.

BEHIND SOVIET “AID”

By then Cuba had borrowed quite a bit from other countries. The USSR offered to substantially increase its loans to Cuba and buy up to five million tons a year of Cuban sugar – more than the country was then producing – at higher than the world market price at that time, so that Cuba could buy goods from the Soviets. [7] The “aid” was the bait, and sugar the hook – and the Cuban leaders swallowed it.

For the rulers of the Soviet Union this was good business. Having overthrown the rule of the working class in the USSR, these new capitalists were increasingly driven oy the laws of imperialism: the need to monopolize sources of raw materials, to export capital for the purpose of extracting superprofits and to contend with imperialist rivals for world domination. They saw that in tying Cuba into their imperialist orbit they would be able to extract great wealth out of Cuba over the years and use Cuba as a political and military tool in their contention with their U.S. rivals.

Like any good dope pusher, the Soviets gave the first samples at a low price. The first couple of years of “aid” were loaned mterest-free. Later they began charging 2.5% interest. Their actual rate of profit was much higher than this. In the original agreement, 80% of the USSR’s credit and money had to be used for purchasing Soviet products at highly inflated prices. (As in the case of interest rates, once the dependency of Cuba has been established, the Soviets upped the ante, requiring all credit to be used on Soviet products.) According to an author with access to Cuban statistics, the USSR was charging 11% to 53% more for machinery than the price of comparable machines in the West. [8] And making this robbery even more outrageous, although at first the Soviets paid Cuba more for its sugar than the world market price at the time (you guessed it, they stopped this practice too), they turned around and resold much of this sugar at an even higher price to Eastern Europe.

This is standard Soviet practice throughout the world. “It is through unequal trade that the Soviet Union realizes the surplus value generated by the export of capital. In essence, it is little more than a bookkeeping arrangement as to whether the profit comes back to the USSR in the form of interest or in the form of superprofits from sales when the sales are tied by trade agreement to the export of capital.” (From Red Papers 7: How Capitalism Has Been Restored in the Soviet Union and What This Means for the World Struggle, emphasis in the original)

But the Soviet Union has much bigger ambitions than mere domination of Cuba. Like all imperialist powers their appetite continually grows and they seek world domination. For the Soviets Cuba represented tremendous political “capital” with which to penetrate other countries in Latin America and throughout the world, by hiding behind Cuba’s “revolutionary” image. Because of the tremendous importance of gaining a foothold in Latin America and in hopes of making even greater political (and eventually military) use of Cuba in their struggle with the U.S. for world hegemony, the Soviets were willing to give Cuba a better “deal” than other countries under their grip.

SELF SUFFICIENCY NOT “CONVENIENT”

The reasoning of the Cuban leadership for mortgaging their countrv to the Soviets went like this: Cuba had extensive sugar fields and mills, and unused land besides. It had relatively few factories, low grade iron ore and little facilities for making steel. Sugar was very profitable to grow and sell on the international market, whereas diversifying agriculture and building industry would be slow and expensive.

As Castro explained in a speech, “To become self-sufficient in rice…we would have to use 330,000 more acres of irrigated land and invest in them our scarce water supply…Undoubtedly, it wouldn’t be convenient for our country to stop producing one and one half million tons of sugar, which is what we could produce on 330,000 acres of irrigated land planted to sugar cane, and which would increase our purchasing power abroad by more than $150 million, in order to produce on this land, with the same effort, rice valued at $25 million.” [9]

Why not take land out of rice production and plant cane, and use the money to buy rice with a good bit left over? This is the course the government followed with a vengeance. In 1964 Cuba decided to up its production of sugar cane from 3.9 million tons to 10 million tons a year by 1970.

All this made perfect economic sense – very “convenient” – according to capitalist economics.

Objectively, this was a decision to develop Cuba exactly as the U.S. imperialists had developed it-in a lopsided and forever dependent manner, according to what was most profitable. It was particularly disastrous because Cuba failed to produce the 10 million tons, but even if this goal had been surpassed the basic effect on the economy’s structure – its dependence on imperialism – would have remained the same. And in this situation it is definitely more profitable to grow cane than develop industry in Cuba – otherwise the U.S. imperialists would have industrialized Cuba long ago.

Even in the last few years, when very high market prices for sugar allowed Cuba to make some profit on its foreign trade for the first time, “economics” still dictated that it be plowed back into making the sugar industry even bigger and more profitable.*

[Footnote in original] In late 1976 the bottom dropped out of the sugar market and the world price fell from 65 1/2 cents a pound to 7 1/2 cents (the Soviets had contracted to buy it at 30 cents). Castro declared that this would mean that Cuba would have to grow still more sugar for sale abroad and Cubans would have to give up the four ounces of coffee they’d been allowed to buy under rationing, so that more coffee could be exported too.

PROFIT IN COMMAND

At the 1975 party congress Castro spoke as though “the profitability criterion” had been unknown in Cuba for many years. In fact, the decision to expand sugar production showed that from the start his government’s strategy for building “socialism” was based on profitability. This was not a mistake – it was a class decision, a basic political step that decided what road Cuba was to take and what classes would benefit from it.

Even under socialism the working class must take into account “profitability,” but profit remains an economic category reflecting the old, capitalist relations of production. Put simply this means that the working class, through the state, must consider the cost, in money, that goes into the production of things (wages, the price of raw materials, etc.) and the price at which the goods produced are sold-generally prices are expected to cover costs and produce a surplus. But the aim of production under socialism is not profit.

Under socialism it is the political line of the working class – its conscious decisions through its party and its state – that determines economic policy, the plan for what will be produced and how. Fundamentally, the plan is based on taking account of the material things in society (the workers, available machinery, raw materials, etc.) to meet the needs of society – food, clothing, schools, new factories, etc. The basic purpose of the working class recognizing – the criterion of profit is so that it can wage a political struggle to restrict, to limit, and eventually to do away with it completely. To base an economy on “the profitability criterion” is capitalism, not socialism.

Neither can the working class build socialism by relying on foreign aid or trade, no matter how well intended. This is because its goal, communism and classless society, is not just. a matter of abundance. But that is exactly how Castro explained It to the masses, as if communism were just a pie in the sky promise of better times. For its own liberation the working class has to lead the masses of people in transforming conditions in each country, wiping out the material and social basis of class contradictions and training the masses in the outlook of the proletariat, so that everyone becomes a worker and the workers are conscious masters of production and every aspect of society. Only on that basis will classes disappear and communism be won.

Self reliance, unleashing, organizing and relying on the creative power of the masses within each country is the only way the working class can break the economic and social chains of capitalism.

DIDN’T DIVERSIFY AGRICULTURE

Cuba couldn’t waste the sugar by letting it rot in the fields, or forget about using it to buy some imports if it could. But especially because not only Cuba’s agriculture but its whole economy was dominated by sugar, it had to diversify Its crops as the only possible basis for breaking out of its neocolonial structure.

In a system where the basic principle upon which all decisions are made is the needs of society and not profit, feeding the people and feeding them well is basic. The fact that the profitability of sugar has always pushed aside less profitable food crops made a lot of food staples very expensive and scarce for the masses.

Furthermore, unless agriculture was diversified and developed, Cuba would never have a basis for complete industrialization, either in raw materials from agriculture (for which Cuba still is largely dependent on imports) nor in terms of developing a market for machinery and consumer goods.

Castro argued that it was much cheaper to import tractors from the Soviet Union, where factories could churn them out by the millions, than to set up factories in Cuba, which didn’t need that many tractors. But again this is capitalist economics. If Cuba didn’t develop its industry, even though this might be more “efficient” in the short run, then in the long run it would always be dependent on imported manufactured goods.

In “generously” providing Cuba with “aid” and encouraging it to enormously increase its production of sugar, the USSR was doing exactly as the U.S. had done – strengthening the most backward aspect of the Cuban economy – its dependence on sugar production. This meant reproducing in a new form the old content – export of capital to the colony and colonial dependence on the imperialist “mother country.” It also meant that the Cuban leaders, by ruling Cuba under these conditions, were fast becoming sugar lords and dependent capitalists.

The decision on sugar was no mere misstep by the Cuban leadership. The example and experience of all socialist construction, including the experience in China and Albania at the time of the Cuban revolution, served as unmistakable examples of the difference between the socialist and capitalist road on the question of developing the economy.

Khruschev, who had led in the establishment of a new exploiter ruling class m the USSR after Stalin’s death, had tried to overthrow working class rule in China and Albania and bring those countries under the Soviet thumb, by ripping out Soviet technicians and blueprints and cutting off important supplies without warning. They even imposed an economic blockade around Albania, while threatening still more drastic action. Despite the fact that both countries were also very poor, and the fact that China is on the Soviet border and tiny Albania is surrounded by hostile states, the working class of these countries had done their best to develop them according to the principle of self-sufficiency and self-reliance, and they were able to resist Khruschev’s offensive, although not without cost.

The Cuban leadership often claimed that the U.S. blockade, the threat of aggression, and Cuba’s short supply of some key natural resources forced them to hitch their wagon to the Soviet Union. But despite whatever real obstacles that did exist to building genuine socialism in Cuba, these were certainly no greater than the conditions faced in real socialist countries. Cuba’s most important resource, the working class itself, was much larger than in Albania, for example.

In fact, the blockade, far from being a justification for reliance on the Soviets,was itself yet another reason for self-reliance: to avoid the threat of strangulation the economy could not be based on the assumption that ships would always be able to reach Cuba.

The Soviet Union, for its part, did oppose the U.S. when it suited their interests and even used Cuba to shake a few more sabers in the U.S. imperialists’ faces, but as the Cuban missile crisis proved, they were quite willing to use Cuba as a pawn to be traded to the U.S. if that proved to be to their advantage. And as the development of things showed, Soviet military “protection,” like Soviet “aid” and trade, meant Soviet protection of its property and the end of Cuban independence.

CHINA-CUBA DISPUTE

An incident between the Cuban and Chinese governments in 1966 shows just how fast the Cuban leaders were going down the road of neocolonial dependence, and how much, despite all their revolutionary rhetoric, their politics were increasingly dictated by the laws of capitalism. China had doubled its shipment of rice to Cuba for the year of 1965, at the Cuban government’s request, but when the Cuban government demanded that China maintain that level permanently, the Chinese government responded by saying they were willing to talk about it but had some serious objections. [10]

China’s aid and trade is fundamentally different from that of the Soviet revisionists described earlier. China’s aid is not investment. Since China is ruled by the working class and not the bourgeoisie, China’s aid and trade doesn’t serve the “profitability criterion” – it serves proletarian politics and is based on equality and mutual benefit.

The Cuban government offered to pay for the increased rice shipments with sugar, and if the Chinese weren’t interested in that, with cash that China had loaned the Cubans to help them diversify their economy. [11] China answered that whatever the sugar might be worth in terms of money, they had no need for so much sugar, while they did need the rice. It was needed not only for their own consumption and to prepare a stockpile in case of war (China had recently been attacked by India, which was armed and backed by both the U.S. and the USSR), but also to supply Vietnam, then at war with the U.S. imperialists.

China’s own bitter experience before and after its liberation had taught it well that economic dependence is a condition that revolution must end, an obstacle and a burden to the people. The Cuban people’s rice ration had stayed the same even when China’s rice shipments doubled because the Cuban government was ripping up rice fields to plant sugar cane – since nee was not as “convenient” as sugar according to the profitability principle. Chinese aid had been meant to help Cuba break out of sugar’s chains. To buy rice with it would only make this situation worse.

Castro’s response was to use the occasion of a Havana conference of some revolutionaries from Africa, Asia and Latin America to publicly lash out at China for “economic aggression.” There he also made disgusting personal slanders on Mao Tsetung and called for his removal from office. [12] In the context of the USSR’s own attacks on China and the polemics then raging between the parties of the two countries over the general line for the international communist movement, this attack put Castro in particularly good standing with his Soviet creditors – a truly disgusting example of how the “profitability criterion” ruled Cuba’s politics.

NATIONALIZATION – FOR WHAT PURPOSE?

Of course, this wasn’t the way Castro presented it. Every step, every measure that the government took was explained to the masses as a step towards “socialism,” better yet, towards “communism.” But every new nationalization, every new “revolutionary offensive,” every new opportunity presented to the masses to show their revolutionary enthusiasm, was in fact guided by “the criterion of profitability” and the class interests of Cuba’s rulers.

In 1963, a few months after Castro’s visit to the USSR and the signing of the sugar deal, Castro announced that in addition to the great estates and the property of the U.S. imperialists which had been seized before, now the land of the medium growers was to be confiscated. Those affected, growers with 160 to 990 acres – about 10,000 farmers and their families in all – were accused by Castro of “sabotaging sugar production” and aiding the CIA. [13]

These were certainly not poor peasants, and couldn’t be relied upon in the struggle to transform Cuba because they were exploiters themselves. Nevertheless, many of these farmers had supported the 1959 revolution because they had been severely restricted by the big sugar companies.

We cannot say exactly what would have been the correct policy toward these growers. The real point is not whether the particular policy toward them was a mistake or not. Mistakes need not be fatal and can be corrected, given an overall correct line. The important point is that, for the Cuban government, this policy was not at all based on how to develop socialist agriculture. It wasn’t even a matter of defense of the revolution. For them, this complete expropriation was a reflection of what had become their overall policy: sacrifice everything to subordinate the maximum amount of land to the sugar mills and make the cane grow as cheaply as possible.

This exact same line – all out to turn the country into an efficient sugar producing operation – came out differently when applied to the several hundred thousand poor farmers. As the people who grew so much of Cuba’s food, these peasants were potentially an important force in developing the economy along socialist lines. But the government’s general policy was not to lead them in the voluntary collectivization of their land and labor.

DIDN’T COLLECTIVIZE

Basically they just let them sit. Some went out of business and some became part of the state farms, and a few grew rich. All this caused this part of the economy to stagnate in small private ownership, and Cuba still continued to have to spend 24% of its import money on food. [14] This was ignored by the Cuban leaders, who saw the motive force in their economy not as the masses, mobilized to break the old patterns of production and build socialism, but as the profit criterion and the “get rich quick” gimmick of pushing the sugar export section of the economy.

The failure to lead these peasants through cooperation, collectivization and socialization ensured that this section of the people would remain stuck in this method and outlook of small private ownership, and that Cuba’s agriculture would not develop in a socialist way.

The state farms formed from the old estates and the confiscated medium farms were in turn grouped together into giant agrupaciones, often totaling several hundred thousand acres. This was a more “efficient” – more profitable – way to grow sugar, especially with the market now expanding to include the Soviet Union. But it wasn’t a higher, more socialist form of ownership than before because the relations of production – especially the role of the producers in the whole setup – was unchanged. Instead of working for a sugar company under the eyes of a few managers, now the mill workers and field hands worked for the government under the eyes of 20 to 30 bureaucrats. And the purpose of their labor remained production and profit.

After a few years, when the state farms needed even more manpower for sugar, the state farm employees were forbidden from having even their private plots, on which many Cuban cane cutters grew small amounts of vegetables and other crops, principally for their own use.

Under socialism the working class strives to make the most efficient use of use of the resources of society. In the long run this means, of course, large-scale, mechanized, diversified agriculture, and at all times the working class must wage a political struggle against the capitalist tendencies that small-scale production engenders. But for a long period of time in many countries, certainly in Cuba, it is neither necessary nor desirable to eliminate all sideline agricultural production, even when some of the produce is sold. It can contribute to feeding people. And if the state farm workers could grow much of their own food in their spare time it would be a good thing, freeing up resources to be used elsewhere.

But for the Cuban government, these private plots took time away from the main business – sugar cane. In effect, the government had become the new landlords, subordinating the laborers’ needs and the needs of society to the demands of King Sugar just as before.

95.1% OF HOT DOG VENDORS “COUNTER-REVOLUTIONARY”?

The shortage of manpower in the cane fields caused a mania of nationalization in the late ’60s. In the so-called “revolutionary offensive” of 1968, when the sugar harvest was way behind, Castro announced that “95.1 %” of all hot dog sellers, grocery store owners, barkeepers and other small proprietors had been discovered to be “counter-revolutionaries.” [15] Worse, these “able bodied men were loafing” while “women went to the fields.”

All of these establishments – 55 ,000 in all – were seized. They were either closed down permanently (without regard to whether, for instance, the workers might need a hot dog stand in front of a factory) or else run by bureaucrats, while the ex-proprietors were sent off to cut cane. Some turned out to be old and crippled, and many joined the almost 10% of Cuba’s population who had fled the country.

Castro justified this by saying that the revolution hadn’t been made just so “parasites” could run a business. But his approach to the question was the opposite of the proletariat’s. In revolutions led by the working class, it is an important political principle to win over the maximum number of forces against the enemy at each point in the struggle and to neutralize those who can’t be won over. The working class, having seized power from the big capitalists, has to gradually do away with the small proprietors in its midst who represent a capitalist element. But the working class’ method in this situation is to use persuasion, not force. The working class can win the vast majority of these people to building socialism and, in the course of this, transform both their political outlook and their economic position. But Castro’s capitalism turned them into wage slaves pure and simple. For the Cuban government, it was a simple matter of economics: 55,000 “able-bodied men” = 55,000 potential cane cutters.

This nationalization was the greatest fraud and had nothing to do with socialism, even though the government might pronounce it very “revolutionary” to do away with someone else’s business to serve its own. Nationalization is not necessarily socialization. Nationalization means simply control of a business by the state, which the bourgeois state does all the time, from the Post Office to Penn Central in the U.S., to the steel-industry and the mines in Britain.

The key difference is which class holds power. When the working class runs the state, it is able to plan society increasingly to serve its own interests and all of humanity. To do this requires the increasingly conscious and organized participation of the workers at all levels of society, including the enterprise level in management and administration.

The masses of workers and peasants have a great knowledge about production and about their overall and particular needs. With the leadership of the proletariat’s party, their knowledge can be summed up and used to formulate a plan to run the economy in order to fill those needs and advance revolution. And the masses of producers can be organized, educated and relied upon to increasingly control and participate in the carrying out of this plan and run society. Unless all this is done, there is only one other way to make decisions – according to profit.

This is the case in Cuba. There are periodic assemblies of workers in the factories all right. But as a top government official explained them, “It is not a question of discussing all the administrative decisions. The thing is that the enthusiasm of the workers must be obtained to support the principal measures of the administration.” [16] This isn’t very different from the kind of management pep talks workers.in the U.S. often hear.

The factories, state farms, hot dog stands, etc., weren’t run by a plan, in the working class sense of the word. Plans were made, but since the general lines of the economy were already decided by the production of sugar, the particular plans within that had to follow suit, to also be based on profit.

But there was one very important difference between the management of the economy in the ’60s and its present management. In the ’60s the managers and bureaucrats were subject to little control or discipline regarding their particular enterprise or industry. In the name of establishing “communism” all at once (and with the freedom they thought Soviet “aid” had bought them), there was no economic accounting for their performance, and little control except for their superior’s orders. This allowed the former intellectuals and professionals who were running the economy to trip out pretty much as they liked with “special projects” and so-called “miniplans,” free as birds, until the bills for this “freedom” quickly came due.

All this was in the name of “socialism,” of “eliminating the vile intermediary of money,” as Castro explained. [17] But in real socialist construction, when both the forces of production and the knowledge and conscious control of the producers are still relatively limited, the working class must use some economic accounting and controls over production in order to better understand what it is free to do and to help check up on its implementation. Again, this means subordinating economics to politics. Otherwise, if the plan doesn’t strictly reflect reality and if it isn’t strictly carried out, then the laws of capitalism will reassert themselves.

While the new managers and bureaucrats wanted to be free of the “vile intermediary of money,” they couldn’t be free of the laws of capitalism and the market. The uncontrolled nature of production under this system, which created very severe economic setbacks and contributed a lot to the failure of the sugar harvest, had to be brought under the discipline of profit.

At first profit commanded the economy through the direct intervention of Castro and other leaders, who ran around directing resources into sugar and other exports and industries that seemed to promise a quick return on investment. Then in the later 1960s the government tried to run everything with the aid of a giant Soviet computer and asset of mathematical tables prepared according to the instructions of a Harvard economist. [18] If Since these methods arranged things for maximum “efficiency” as measured in pesos and centavos, they were simply a disguised form of running things according to profit (and in fact are often used by capitalist management in the U.S. and USSR). By the early 1970s, however, even these methods turned out to be not efficient enough and piece by piece the government began reorganizing the economy according to the same principle, in form as well as content, followed by the dollar and especially the ruble.

The real relations of production, the real class relationships, were camouflaged by fast and loose use of Marxist words. And at the same time, the workers and peasants were expected to work doubletime in honor of this phoney “Marxism.”

“VOLUNTARY” LABOR

In the name of “using conscience to create wealth” and “creating the New Man,” workers were increasingly called upon to do great amounts of voluntary labor. This was especially true in the late 1960s, as growing numbers of cane cutters streamed out of the countryside looking for better pay and conditions, leaving the all-important sugar harvests short of manpower.

The enormous numbers of workers, students and even sometimes bureaucrats bused into the cane fields, however, had little resemblance to real socialist voluntary work, which under working class rule is an important measure for developing society and transforming the working class.

Under socialism when the workers rule and are transforming society toward communism, there is a real basis for people to spend their spare time doing voluntary labor. But in Cuba, the “voluntary” labor was nothing like this. This was because the needs of sugar production meant that people’s “voluntary labor” was often at the expense of their regular work, and because, although many people did take part enthusiastically and selflessly, logging a certain number of hours of “voluntary” labor was the only way to become eligible to buy durable consumer goods such as refrigerators, etc. [19] Many workers resisted this scheme. Productivity in “voluntary” labor was often only 10% of paid labor – but it was still cheaper than paying wages. [20]

Just as Castro had claimed that the increasing concentration on sugar was necessary “so as to fully develop the productive forces necessary for communism,” he also claimed that the increasing emphasis on voluntary labor was also a communist measure. In fact, as many workers were becoming very sceptical about how things were going under “socialism,” throughout the ’60s Castro made increasing use of the promise that “communism” would come in the very near future (starting within ten years, he said) [21] and would put an end to Cuba’s growing problems.

This was a very convenient misuse of what communism really means, as well as pure pie in the sky, as developments quickly proved. No amount of labor, voluntary or otherwise, will change the capitalist class relations, which are the real cause of Cuba’s problems. And the Cuban government was using all sorts of devices – from perverting people’s real revolutionary enthusiasm, to material incentives, to outright wage cutting-to disguise this fact and squeeze more and more labor out of the people.

In industry and especially among skilled workers, wages for a great many jobs were cut, under the slogan “workers renounce gains which today constitute privileges.” Many times Castro has denounced the so-called “privileges” that some workers supposedly enjoyed under Batista (as well as those supposedly enjoyed by workers in the U.S. today). But it’s the capitalists who’ve caused inequalities among the working people, not fundamentally by favoring some, but by paying all as little as they can get away with. The socialist principle “to each according to its work” means that people do receive different pay for different work, because they contribute different amounts to society. Restricting these differences, and eventually doing away with them, must overwhelmingly be done by raising the general wage level-not by forced wagecutting.

It’s the capitalists’ idea of “equality” that all workers should be equally poor, and that some workers should pay for whatever advances others make. This, too, was the Cuban government’s idea of “building socialism and communism simultaneously.” Meanwhile, of course, class differences widened. While workers took a pay cut in the name of building a “pure, really pure society,” high school teachers, for instance, got a 60% wage hike. And on the new plan, managers will be paid for their profit performance. [22]

Even so, people’s wages were not what they seemed. Rent was cheap and even free for some, and many prices at that time were cheaper than before. But by the end of the ’60s consumer goods were so scarce that the amount of money in circulation was twice the value of goods available on the market. [23] Much of people’s pay was worthless because there was nothing to spend it on. (Since then this has been “solved” by raising prices.)

ECONOMY IN SHAMBLES

By the late 1960s the Cuban economy was in shambles: in 1964 after signing the sugar sales agreement with the Soviet Union, Castro had announced that by 1970 Cuba would harvest 10 million tons of sugar a year. This plan meant almost tripling sugar production.

A high 30% of the economy was being plowed back into capital investment [24] focusing on clearing land for cane, buying tractors for cane building new mills for cane, railroads for cane, ports for cane – as well as expanding other export crops and nickel mining for export. After the first two years, sugar production began to fall farther and farther behind the targeted goals. [25] And the more sugar fell behind, the more frantically other resources were thrown into sugar production, with workers drawn out of every other industry. Even housing was left standing half-built as the workers were snatched away to cut cane.

But this plan turned out to be a nightmare, and Cuba’s rulers were in deep trouble. In their frenzied efforts to make that goal upon which Castro had very publicly staked “the honor of the revolution,” they so burned out men, machines and fields that the 8.5 million tons that was achieved in 1970 came at such a cost that in the next two years cane production fell to a new low in recent Cuban history. And not only did they not get the 10 million tons, by 1970 they had fallen so far behind in sending sugar promised the Soviet Union that they owed the USSR 10 million tons. [26]

Cuba’s economic statistics for this period paint a picture of disaster. The country’s industrial production had risen somewhat until 1968, when sugar production began to reach a fever pitch. Then it fell sharply, according to Cuban figures. Steel and shoe production, for instance, dropped like a stone. Non-sugar agricultural production fell by a fifth. (Cuban statistics quoted by the UN). The number of cattle fell from 7 million to 5 million in three years. Cuba’s poultry andmany vegetables remained scarce. [27]

According to the American “experts” on the subject, their statistics show that the standard of living of the masses was slowly falling throughout the late 1960s. We don’t have to take their words for it, because according to the Cuban government the amount of goods people could get under rationing either stayed the same or decreased (as in the case of milk), and even the personal consumption of Cuba’s two most famous products, sugar and cigars, was drastically cut – to have more left over for export – while the prices of many consumer items rose sharply. [28] That the workers didn’t care for the way things were going is shown by the admission by the Cuban Minister of Labor that absenteeism from work was 20% on the average day in 1970. [29] He described this as “widespread passive resistance.” [30]

To the Cuban masses, the government had promised that the 10 million ton harvest would produce the abundance necessary for Cuba’s economic liberation. But this drive and its failure had further enslaved the Cuban people. By 1970 the Cuban government owed the USSR over $2 billion, and the Soviets were demanding more than a pound of flesh in return. [31]

Soviets Bark Orders, Castro Cracks Whip

The 1975 Cuban party congress was a consolidation and formal ratification of many of the changes that the Cuban government has been making since the early 1970s.

First and most important, there was a new crackdown on the working class. Along with the new wage policy described at the beginning of this article, there is now less emphasis on relying on the masses’ enthusiasm and more on plain old force. This was in line with a 1973 decision which revived a system of punishment familiar to workers throughout the capitalist world: for offenses ranging from absenteeism, lateness and negligence to lack of respect to supervisor, workers can be punished by docking their pay-check, being disqualified from certain posts, transferred to another Job, postponement of vacations, temporary suspensions and actual firing. [32]

Individual sugar enterprises started laying off workers several years ago to increase “productivity.” Cuban President Osvaldo Dorticos admited in a 1972 speech that there was some outright unemployment in two of the largest sugar growing provinces. [33] Now, according to the party congress, this practice is to become much more widespread in other industries.

The decisions of the congress established a formal system for running the Cuban economy along capitalist lines. Bureaucrats and managers won’t be so free to damage profit with their fantasies anymore since that is one freedom even the social-imperialists’ money can’t buy. The whole economy is to be run more “efficiently” now, with profit to be made at every step. Workers are to be paid according to the profitability of the enterprises they work for (to make them work harder – which won’t make them any less exploited). Managers are to be paid according to the profitability of the enterprises they manage (to make them work the workers harder), and those at the top are to be paid “rewards for results” [34] – after all, don’t they have the responsibility of running everything?

ROLE OF THE CUBAN PARTY

The Cuban government has learned from the experience of the Soviet revisionists in more than just the “socialist” version of capitalist economics. The decision to finally hold a first congress of the Communist Party of Cuba ten years after its founding is a good example of that.

When the Party was founded in 1965, its role was mainly formal. Since Cuba was supposedly a “socialist” country it had to have a “communist” party. This was cooked up by amalgamating Castro’s July 26th Movement, the Revolutionary Directorate (a student group which had taken up arms against Batista) and the Popular Socialist Party, the old revisionists who had long ago given up calling their party communist and opposed the armed struggle against Batista until the last minute, even going so far as to betray some of the student fighters to Batista’s police. This new Party’s leading bodies rarely met, few people joined it and in general it was mainly for show.

For the working class, its party is its key weapon in making revolution and building socialism. Only through the organized detachment of the most class conscious fighters can the knowledge and experience of the laboring people in their millions be summed up to formulate the line and policies that can lead the working class forward. The leaders of the Cuban revolution got a lot of support from the masses, but since they never based themselves on the working class, they had no need for such a party.

But the experience they’ve had as a new dependent capitalist class has made them more “realistic” about protecting and strengthening their rule. The party they have organized and brought to center stage was created by this class and is guided by its interests and outlook. Its leaders are the rulers of the state, the army, the factories and the farms. Castro reported to the congress that 40% of its members are administrators and full time party officials, 10% are teachers and health workers. As for the rest who belong to factory and farm units, we don’t know exactly how many are workers and peasants and bow many are technicians and managers. We do know from a previous speech that, at least in 1970, the manager and party leader in these units were almost always the same person [35] — and on state farms more often than not, an army officer as well. [36]

But the way we can tell what class a party represents is not mainly by the membership, but by the policies it carries out and what class interests these policies advance. Like the present revisionist party in the Soviet Union, this is not a party of the working class, to serve the working class’s rule. It is a party of the bourgeoisie, to protect and strengthen their rule over the masses.

CASTRO’S “SELF-CRITICISM”

Even Castro’s so-called “self-criticism” serves these class interests. “Perhaps our greatest idealism,” he said not too long ago, “has been to believe that a society that has scarcely left the shell of capitalism could enter, in one bound, into a society in which everyone could behave in an ethical and moral manner.” [37]

At the party congress, Castro continued this theme: “Revolutions usually have their utopian periods, in which their protagonists, dedicated to the noble tasks of turning their dreams into reality and putting their ideals into practice, assume that historical goals are much nearer and that man’s will, wishes and intentions can accomplish anything.”

These are truly reminiscences of a new bourgeoisie looking back on its early days. Their rise to power began with a petty bourgeois revolution. The policies of its leaders reflected the outlook of that class, with all its vacillation, subjectivism, idealism and wishful thinking, impatience for quick change and lack of patience for struggle, and all the get-rich-quick schemes and other characteristics that reflect the petty bourgeoisie’s unstable position between the working class and the capitalists. Their “left” line in the ’60s and its real, underlying conservatism, and their rapid changeover to open revisionism in the face of difficulties, is all testimony to that outlook.

The main idealist form that this took was certainly not, as Castro would have us believe, having too high an estimation of the masses of people. Their real idealism was that they expected that society could be changed just because they wanted it to, without the conscious and organized efforts of the masses in their millions. This was reflected in their theory that a “small handful of resolute men” alone could topple U.S. imperialism throughout Latin America, as well as by their theory that the combination of Soviet money and Castro’s ideas could bring socialism to Cuba, instead of the struggle of the masses themselves.

It wasn’t idealism that they wanted things to change, nor that they believed that things could change. What was most idealist what was furthest from reality – was the Cuban leaders’ conception that they could maintain capitalism’s division of labor with themselves on top, the thinkers and planners and administrators of all, while the working people would willingly carry out their plans without struggling against this exploitation and oppression.

FULL-BLOWN BOURGEOISIE

What has changed in Cuba today, reflecting this transformation of these rebels into a new bourgeoisie, is that while they still maintain the appearances of “socialism,” their experience at running society in their bourgeois way has taught them the outlook and methods of all capitalist ruling classes. They haven’t exchanged their old petty bourgeois idealism for the outlook and struggle of the working class, but rather for that of the bourgeoisie itself. They still use rhetoric and illusions as a prop to their rule but now rely on the “discipline of the market” to make the workers work backed up by all the coercion and outright force at their disposal.

“They grabbed, now let me have a go, too.” This was how Lenin described the outlook of the petty bourgeoisie towards Russia’s overthrown rulers. This applies to Cuba’s petty bourgeois leaders. For them the victory over the imperialists and their Cuban overseers was not an opportunity to transform the conditions that gave rise to the neocolonial system. Instead they increasingly became replacements, in a new form, for those they had overthrown. On the basis of their own class outlook, and with the conditions so readily supplied by the Soviet revisionists, these once petty-bourgeois rebels have become a full-blown comprador bourgeoisie-dependent on the Soviet imperialists.

Cuba’s trade figures with the Soviet bloc for the last few years are almost the same as they once were with the U.S. Exports still make up a third of the island’s production (and most of that is sugar), with the bulk of these products going to the Soviet bloc. [38]

While fertile land is tied down in the production of sugar, food remains on the long list of things which Cuba must purchase from abroad. This fact is a constant drag on its development. The Cuban debt to the USSR is now over $5 billion, and to pay that back it is now planning to put even greater efforts into increasing sugar production. Recently the Cubans joined the CMEA,which has been the main vehicle for Soviet economic domination of East Europe. This endless cycle of dependency, debt and yet more dependency, and the one crop economy at its center, is identical to that which ties many other Latin American countries to the U.S.

CUBA’S POLITICAL ROLE

These are the imperialist economics which dictate Cuba’s present political role in the world – its role as a tool, a puppet, used by Soviet social-imperialism to advance its interests everywhere.

For the Soviets, Cuba is a long-term investment with far greater profits expected than simply immediate economic benefit. It is even conceivable that the USSR could lose money, in the short run, on its investments. But this would not affect Cuba’s colonial dependence on the Soviet Union. Imperialist powers often subordinate their immediate profit in any particular country to their overall policies. A good example of this is Israel, where the U.S. has poured in billions of dollars, more than it could ever hope to squeeze out of control of the Israeli economy alone. Israel’s real value to the U.S. is primarily as a political and military tool with which to protect its vast holdings in the Middle East.

The Soviet imperialists certainly expect to return a monetary profit on their Cuban investment. But Cuba’s real value for them now is that, dressed in the revolutionary garb of anti-U.S. imperialism, it is a key tool in the Soviets’ drive to replace the world domination of U.S. imperialism with its own – all in the name of revolution and communism.

“REVOLUTIONARY” CREDENTIALS

As a country which has made a revolution against the U.S. and has consistently tried to enhance its “revolutionary” credentials, Cuba is able to advance the Soviet imperialists’ cause in many areas where the USSR can’t act so openly in its own name.

Part of Cuba’s service is to provide a cover and to counterattack against exposure and denunciation of the Soviet imperialists: to call things their opposite and hide their real nature.

Cuba was particularly valuable for this at the Conference of Non-Aligned Countries in Algeria in 1973, when Cambodia’s Prince Sihanouk denounced the USSR as an accomplice in the U.S. aggression against Cambodia. Castro stood up and launched an attack on Sihanouk and others and spouted an embittered defense of the Soviets, whom he portrayed as the staunch and natural ally of the oppressed countries.

Today, the Cuban leaders are playing this theme still louder and more shamelessly than before. At the 1975 party congress, Castro said “no true revolutionary, in any part of the world, will ever regret that the USSR is powerful, because if that power did not exist … the people who fought for liberation in the last 30 years would have had no place from which to receive decisive help … and all the small, underdeveloped nations – of which there are many – would have been turned into colonies once more.”

The message behind this is loud and clear: underdeveloped countries cannot win liberation without depending on the Soviet Union. This call for the world to follow the “Cuban model” is a very important service to the Soviet rulers who are trying to pervert the struggles of the oppressed against U.S. imperialism to serve their own purpose of replacing the U.S. as the world’s biggest exploiters and oppressors.

But of course the Soviet rulers are not fundamentally counting on Castro’s speeches to advance their interests. More and more, like the U.S. imperialists, they are counting on guns. And, here too, the Cuban leaders have seen the light of Soviet “realism.”

ARMED INTERVENTION IN ANGOLA

These days instead of spreading the line of “guerrilla focos” to substitute for the masses’ own struggle for liberation, now Cuba is sending its soldiers riding in on Soviet tanks and planes.

The thousands of Cuban troops accompanying the Soviet tanks in Angola are only one of the many payments the Cuban ruling class will be expected to make to its Soviet masters on the practical front.

Not only do the social-imperialists use Cuban troops to try to bring Angola under their heel. They try to sell it all as “proletarian internationalism” and they go so far as to portray Cuba as an example of what great blessings are in store for other countries if only they tie their future to the Soviet Union and its “aid.” But the fact that thousands of Cuban soldiers are sent to fight and die as pawns in this counterrevolutionary crime is a tremendous exposure of Soviet imperialism, which no amount of words can hide.

The Soviet imperialists say that the working class and masses of people are destined to remain in chains unless they receive Soviet “aid” and submit to Soviet control. The U.S. imperialists, whose own economic and military aid has long been used to enslave and reenforce the bonds of oppression of many peoples, say the same thing from their angle-if the oppressed and exploited of a country dare rise up against U.S. “protection” and plunder they are sure to fall prey to the Soviet jackals.

But the most important lesson to be learned from the failure of the Cuban revolution is just the opposite of this imperialist logic. The masses of people in each country can free themselves, and advance the cause of freeing all humanity only by relying mainly on their own efforts and not the “aid”of the world’s exploiters – by taking the road of proletarian revolution.

Throughout the 1980s, the counterrevolutionary mercenaries who have waged war against such countries as Nicaragua, Angola, and Mozambique, were described as “guerrillas.” In fact, they won little support from the people of those countries, which explains why they remained so utterly dependent upon aid from the United States and South Africa. In an attempt to destroy the revolutionary economy and thus increase popular distress and discontent, these counterrevolutionaries attacked farms, health workers, technicians, schools, and civilians. Unlike a guerrilla army that works with and draws support from the people, the counterrevolutionary mercenaries kidnap, rape, kill and in other ways terrorize the civilian population. These tactics have been termed “self-defeating,” but they have a logic symptomatic of the underlying class politics. Since the intent of the counterrevolutionaries is to destroy the revolution, and since the bulk of the people support the revolution, then the mercenaries target the people.

In Mozambique, for example, over a period of eight years the South African-financed rebels laid waste to croplands, reducing the nation’s cereal production enough to put almost 4 million people in danger of starvation. The rebels destroyed factories, rail and road links, and marketing posts, causing a sharp drop in Mozambique’s production and exports. They destroyed 40 percent of the rural schools and over 500 of the 1,222 rural health clinics built by the Marxist government. And they killed hundreds of unarmed men, women, and children. But they set up no “liberated” areas and introduced no program for the country; nor did they purport to have any ideology or social goals.

Likewise, the mercenary rebel force in Angola, financially supported throughout the 1980s by the apartheid regime in South Africa and looked favorably upon by the Reagan administration, devastated much of the Angolan economy, kidnapping and killing innocent civilians, displacing about 600,000 persons and causing widespread hunger and malnutrition. Assisted by White South African troops, the rebels destroyed at least half of Angola’s hospitals and clinics. White South African military forces, aided by jet fighters, engaged in direct combat on the side of the counterrevolutionaries. The rebel leader, Jonas Savimbi, offered no social program for Angola but was lavish in his praise of the apartheid rulers in Pretoria and critical of Black South African leaders.

So with the contra forces that repeatedly attacked Nicaragua from Honduras for some seven years. In all that time they were unable to secure a “liberated” zone nor any substantial support from the people. They represented a mercenary army that amounted to nothing much without US money-and nothing much with it, having failed to launch a significant military offensive for years at a time. Like other counterrevolutionary “guerrillas” they were quite good at trying to destabilize the existing system by hitting soft targets like schools and farm cooperatives and killing large numbers of civilians, including children. (While the US news media unfailingly reported that the Nicaraguans or Cubans had “Soviet-made weapons,” they said nothing about the American, British, and Israeli arms used by counterrevolutionaries to kill Angolans, Namibians, Black South Africans, Western Saharans, Nicaraguans, Guatemalans, and Salvadorans.)

Like counterrevolutionaries in other countries, the Nicaraguan contras put forth no economic innovations or social programs other than some vague slogans. As the New York Times reported, when asked about “the importance of political action in the insurgency” the contra leaders “did not seem to assign this element of revolutionary warfare a high priority.” They did not because they were not waging a “revolution” but a counterrevolution. What kind of a program can counterrevolutionaries present? If they publicize their real agenda, which is to open the country once more to the domination of foreign investors and rich owners, they would reveal their imperialist hand.

Like most of the Third World, Nicaragua during the Somoza dictatorship was one of imperialism’s ecological disasters, with its unrestricted industrial and agribusiness pollution and deforestation. Upon coming to power, the Sandinistas initiated rain forest and wildlife conservation measures and alternative energy programs. The new government also adopted methods of cutting pesticides to a minimum, prohibiting the use of the deadlier organochlorides commonly applied in other countries. Nicaragua’s environmental efforts stand in marked contrast to its neighboring states. But throughout the 1980s, the program was severely hampered by contra attacks that killed more than thirty employees of Nicaragua’s environmental and state forestry agencies, and destroyed agricultural centers and reclamation projects.

The US government is ready to accept just about anyone who emigrates from a Communist country. In contrast, the hundreds of millions of Third World refugees from capitalism, who would like to come to this country because the conditions of their lives are so hopeless, are not allowed to come in …

The people who make US foreign policy are known to us-and they are well known to each other. Membership in these groups consists of financiers, business executives, and corporate lawyers. Some also have a sprinkling of foundation directors, news editors, university presidents, and academicians.

Most prominent is the Council on Foreign Relations (CFR). Incorporated in 1921, the CFR numbered among its founders big financiers such as John D. Rockefeller, Nelson Aldrich, and J. P. Morgan. Since World War II, CFR members have included David Rockefeller, chairman of Chase Manhattan Bank (and erstwhile CFR president); Allen Dulles, Wall Street lawyer and longtime director of the CIA; and, in the 1970s, all the directors of Morgan Guaranty Trust; nine directors of Banker’s Trust; five directors of Tri-Continental holding company; eight directors of Chase Manhattan; and directors from each of the following: Mellon National Bank, Bank of America, General Motors, Ford, Chrysler, Standard Oil of New Jersey, General Electric, General Dynamics, Union Carbide, IBM, AT&T, ITT, and the New York Times (a partial listing).

One member of the Kennedy administration, Arthur Schlesinger, Jr., described the decision-making establishment as “an arsenal of talent which had so long furnished a steady supply of always orthodox and often able people to Democratic as well as Republican administrations. 115 President Kennedy’s secretary of state was Dean Rusk, president of the Rockefeller Foundation and member of the CFR; his secretary of defense was Robert McNamara, president of Ford Motor Company; his secretary of the treasury was C. Douglas Dillon, head of a prominent Wall Street banking firm and member of the CFR. Nixon’s secretary of state was Henry Kissinger, a Nelson Rockefeller protégé who also served as President Ford’s secretary of state. Ford appointed fourteen CFR members to his administration. Seventeen top members of Carter’s administration were participants of the Rockefeller-created Trilateral Commission, including Carter himself and Vice President Walter Mondale. Carter’s secretary of state was Cyrus Vance, Wall Street lawyer, director of several corporations, trustee of the Rockefeller Foundation, and member of the CFR.

Reagan’s first secretary of state was Alexander Haig, former general and aide to President Nixon, president of United Technologies, director of several corporations including Rockefeller’s Chase Manhattan Bank, and member of the CFR. Reagan’s next secretary of state was George Shultz, president of Bechtel Corporation, director of Morgan Guaranty Trust, director of the CFR, and advisor of the Committee for Economic Development (CED). Reagan’s secretary of defense was Caspar Weinberger, vice president of Bechtel, director of other large corporations, and member of the Trilateral Commission. The secretary of treasury and later chief of staff was Donald Regan, chief executive officer of Merrill, Lynch, trustee of the CED, member of the CFR and of the Business Roundtable. Reagan’s CIA director, William Casey, was director of the ExportImport Bank, head of the Securities and Exchange Commission under Nixon, and partner in a prominent Wall Street law firm. At least a dozen of Reagan’s top administrators and some thirty advisors were CFR members.

Members of groups like the Council on Foreign Relations and the Trilateral Commission have served in just about every top executive position, including most cabinet and subcabinet slots, and have at times virtually monopolized the membership of the National Security Council, the nation’s highest official policymaking body.’ The reader can decide whether they compose (1) a conspiratorial elite, (2) the politically active members of a ruling class, or (3) a selection of policy experts and specialists in the service of pluralistic democracy.

These policymakers are drawn from overlapping corporate circles and policy groups that have a capacity unmatched by any other interest groups in the United States to fill top government posts with persons from their ranks. While supposedly selected to serve in government because they are experts and specialists, they really are usually amateurs and “generalists.” Being president of a giant construction firm and director of a bank did not qualify George Shultz to be Nixon’s secretary of labor nor his secretary of the treasury. Nor did Shultz bring years of expert experience in foreign affairs to his subsequent position as Reagan’s secretary of state. But he did bring a proven capacity to serve well the common interests of corporate America.

Rather than acting as special-interest lobbies for particular firms, policy groups look after the class-wide concerns of the capitalist system. This is in keeping with the function of the capitalist state itself. While not indifferent to the fate of the overseas operations of particular US firms, the state’s primary task is to protect capitalism as a system, bolstering client states and opposing revolutionary or radically reformist ones.

Far from being powerless, the pressure of democratic opinion in this country and abroad has been about the only thing that has restrained US leaders from using nuclear weapons in Vietnam, and intervening with US forces in Angola, Nicaragua, and elsewhere. How best to pursue policies that lack popular support is a constant preoccupation of White House policymakers. President Reagan’s refusal to negotiate with the Soviets in the early 1980s provoked the largest peace demonstrations in the history of the United States. Eventually he had to offer an appearance of peace by agreeing to negotiate. To give this appearance credibility, he actually had to negotiate and even reluctantly arrive at unavoidable agreement on some issues, including the 1987 INF treaty.

Evidence of the importance of mass democratic opinion is found in the remarkable fact that the United States has not invaded Nicaragua. Even though the US had a firepower and striking force many times more powerful than the ones used in the previous eleven invasions of Nicaragua, and a president (Reagan) more eager than any previous president to invade, the invasion did not happen. Not because it would have been too costly in lives but because it would have been politically too costly. President Reagan would not have balked at killing tens of thousands of Nicaraguans and losing say 5,000 Americans to smash the Red Menace in Central America. When 241 Marines were blown away in one afternoon in Lebanon, Reagan was ready to escalate his involvement in that country. Only the pressure of democratic forces in the USA and elsewhere caused him to leave Lebanon and refrain from invading Nicaragua. He did not have the political support to do otherwise. Invasion was politically too costly because it was militarily too costly even though logistically possible. It would have caused too much of an uproar at home and throughout Latin America and would have lost him, his party, and his policies too much support.

The policies pursued by US leaders have delivered misfortune upon countless innocents, generating wrongs more horrendous than any they allegedly combat. The people of this country and other nations are becoming increasingly aware of this. The people know that nuclear weapons bring no security to anyone and that interventions on the side of privileged autocracies and reactionary governments bring no justice. They also seem to know that they pay most of the costs of the arms race and many of the costs of imperialism. From South Korea to South Africa, from Central America to the Western Sahara, from Europe to North America, people are fighting back, some because they have no choice, others because they would choose no other course but the one that leads to peace and justice.

We have united the Marxist-Leninist Communist Parties of Latin America to discuss various points, in particular the follow-up of the situation in our respective countries and on the international plane, as well as to define the commitments stemming from the meeting. After various exchanges of opinions and discussions, we reached the following conclusions:

The crisis of the capitalist system is continuing and will get worse, in spite of all the measures that the governments in the service of finance capital and the imperialist monopolies are adopting to avert it. They are continuing to take measures that affect the working class, the working people and the people in general.

In this sense, they are continually reducing salaries and making them more precarious, carrying out massive dismissals in private enterprises and public institutions, reducing retirements and pensions, cutting budgets for education, health care, security among other areas of services to the working class and people in general; at the same time they are raising taxes on goods and services of consumption of the great majority, all in order to get money to pay the national debt and also to save from bankruptcy the private banks, which they have given thousand of million dollars and Euros taken from the working class and peoples.

The summits of the heads of government and State have taken place since 2008, to try to promote economic growth, create jobs and overcome the crisis. But despite the agreements adopted and money made available to the private banks, the awaited growth still has not taken place and more companies and banks are going bankrupt.

The governments in the service of finance capital and the imperialist monopolies are persisting in making the working class and peoples pay for the crisis.

In their eagerness to escape the crisis, finance capital and the monopolies are looking for new sources for capital accumulation, and here we must emphasize the sell-out, anti-national and anti-popular attitude of most of the governments of Latin America and the Caribbean, which are handing over the mining and natural resources of all kinds to foreign companies.

In addition to draining the resources of the people, these concessions are having a severe impact on the environment and the communities in which they are located, adding one more item for the popular indignation and revolt.

The working class, the working people, the youth and peoples do not accept these policies of the governments. In every continent the struggles of the workers and peoples in general are developing, which are taking the form of active strikes, street demonstrations and seizures of buildings, among other things.

… We stated that together with the economic crisis and its consequences, in our countries there are the repressive attitudes of the governments that criminalize protests, accusing and even punishing with jail the popular and revolutionary, trade union, educators, student neighborhood and peasant fighters, who are demonstrating in resistance to the policies and measures of the governments in office. Serious blows to public freedoms and democratic rights are taking place, which are added to the old problems from which the working class and peoples are suffering.

Faced with this general situation of the capitalist system and particularly that of our countries, our communist parties stand up for and reiterate our will to push forward the workers’ and popular struggles in general for social and political demands, as well as for democratic and revolutionary changes and for socialism.

We call upon our members to continue encouraging the organization and struggle of the oppressed and exploited, to put themselves at the head of these struggles no matter the consequence.

To the slogan of making the rich pay for the crisis, one must add the systematic denunciation of the demagogic and populist governments that conceal their servile attitude to the oligarchies and imperialism by declaring themselves left-wing and even socialist; as well, the defense of public freedoms and democratic rights, the rejection of the criminalization of protests, the demand that the governments respect the rights in those Constitutions that as a result of the popular struggles recognize important demands for the peoples, among those are the right to protest and the free unionization of the working class and working people; it is also necessary to push forward the struggles of the masses for the progressive reform of the political and social regimes by way of the Constituent Assembly, in those countries where an obsolete political and social system denying the fundamental rights of the peoples predominates.

An important place in our struggles must be given to the defense of water, the rejection of the handing over of minerals and natural resources of the people, and to solidarity with the movements are currently protest strip mining. Outstanding cases of this are the ones being developed by the peoples of Cajamarca in Peru, of Catamarca in Argentina, Oaxaca in Mexico and Cerrejon in Colombia.

We are protesting against the systematic bombings that have resulted in hundreds of dead, wounded and displaced by the Colombian army against various civilian and defenseless communities, under the pretext that they are fighting the guerrilla insurgency of the FARC, (Revolutionary Armed Forces of Colombia), the Army of National Liberation (ELN) and the Peoples Liberation Army (EPL), which have not renounced their postulates to fight together with the people for national and social liberation.

With energetic indignation, we also repudiate the coup by the Paraguayan oligarchy and Yankee imperialism against President Fernando Lugo, fact that clearly expresses their determination to depose governments who do not totally respond to their interests and aims. In Paraguay, before the Lugo’s election, during his government and after his overthrow, the peasants and workers have lived in the poverty, without access to land, health and education. We decidedly support the peasants, workers, teachers and youth in their struggle for land and the right to organize and strike, the patriots, democrats and revolutionaries who atr fighting for the social and national revolution.

As we reaffirm ourselves as communist parties, of the working class, determined to place ourselves at the front of each of their fights and of the popular sectors, with the goal to seize political power, to carry out the revolution, towards socialism, we challenge ourselves to become large parties that are, influential in the political and social life of our countries, an indispensable condition to be able to lead the revolutionary process. Therefore we call on our members to work with determination and clarity of goals within the working class and the popular masses in general, to develop the closest possible organizational links and of struggle, and to recruit from among these for our ranks the most advanced elements and dedicated to the popular and revolutionary struggle.

The question of environment and development is of common concern to various countries in the world. The numerous developing countries are speeding up the development of their national economies and, in the course of such development, are protecting and improving the environment so that economic development and environmental protection can be co-ordinated with each other. This is a question of special concern to the developing countries and their people.

The question of environmental pollution and its damages has cropped up in many areas of the world. Pollution has become a scourge of society in some countries with highly developed economies. What is the root cause of environmental pollution and damage? The main social cause of environmental pollution and its damages lies in the fact that, as a result of the development of capitalism into imperialism, the monopoly capitalist groups, in their quest for big profits, are unscrupulously plundering the natural resources and disposing of harmful substances at will, thereby polluting and poisoning the environment. The developing countries also face certain questions concerning the environmental pollution and damage. But their environmental question is different in nature from that in the developed countries. Over a long period in the past, the colonialists and imperialists dominated the Asian, African and Latin American regions by various means, controlling their economic lifelines, carrying out savage plunder and ruthless exploitation, and engaging in indiscriminate development and utilization of natural resources, thereby wreaking serious havoc on their national economies and natural environment. This is the root cause of the poverty and backwardness of the developing countries and of the damage to their environment. In the face of superpower hegemonism, this state of affairs has become even more serious in these regions.

Now some people still regard economic development as the root cause of environmental pollution, while others consider poverty its root cause. All these views represent an attempt to evade the essence of the matter and seek the causes of the problem from superficial phenomenon, thus making it impossible to reach a correct conclusion in conformity with objective reality, and leading to pessimism about the future of the human environment.

Economic development and environmental protection are interrelated and promote each other. The former gives rise to the environmental problem and the latter constitutes an important condition for developing the economy; economic development increases the capability to protect the environment, and environmental improvement in turn promotes economic development. This is the interdependent relationship between the two.

At present, the developing countries have a pressing need to develop their national economies, gradually build up a modern industry and modern agriculture and achieve economic independence so as to consolidate their political independence. This is the urgent task of the developing countries in freeing themselves from imperialist, colonialist, neo-colonialist and big-power hegemonist control and plunder; it is also a basic guarantee for the protection and improvement of the environment. In the absence of political independence and economic development, how can the environment be effectively protected and improved? Economic development will be bring with it the problem of environmental pollution, which, however, can be solved only in the course of development, not by calling a halt to development or slowing down its pace. We hold that in the struggle against nature, man has constantly to sum up experience and go on discovering, inventing, creating and advancing. With social progress and scientific and technological development, the problem of environmental pollution can be prevented and solved in the course of development so long as we proceed from the interests of the people and adopt effective measures to this end.

China is a developing socialist country. We have in the course of advance also come across the problem of economic development causing environmental pollution. The main cause of pollution is the problem left over from the old China. It takes some time to transform the lopsided economy in the old society. So far we are still short of adequate experience and knowledge of environmental protection work, which is a new problem for us. Chairman Mao has taught us that we should proceed in all cases from the interests of the people. Economic development is in the interests of the people and so is environmental protection. The development and protection are in harmony with each other. We are constantly summing up experience and striving to reduce and eliminate pollution while developing the economy so as to create good living and working conditions for the working people.

In developing the economy, we should make an overall planning and arrangement when handling the relations between industry and agriculture, between town and country, between production and livelihood, between economic development and environmental protection, so that they will advance in co-ordination with each other. This is an important measure for preventing industrial pollution.

As to the development and utilization of natural resources, we should also make an all-round planning to ensure multiple benefits, pay attention to immediate and long-term effects, take into consideration the accruing gains and the possible effect on the ecological conditions. Our practice in the building of water conservancy projects over the years has proved that by making an overall planning and striving to ensure multiple benefits in flood-control, power-generation, irrigation, navigation and cultivation of aquatics, we can make the best use of water resources and at the same time reduce and avoid damage to the environment.

Geographical distribution of industries should be put on a rational basis, with greater stress put on small cities and towns. The small cities and towns have characteristics favouring the environmental protection such as the integration of cities with the countryside, of workers with peasants, facilitating production and conveniencing daily life. Meanwhile, the difficulties which often arise in big cities can be averted in small cities and towns: difficulties in housing, communications and transport, supplies of agricultural and sideline products and other public welfare facilities. This is also beneficial to environmental improvement.

To prevent industrial wastes from contaminating the environment, we put anti-pollution measures into practice simultaneously with the designing, construction and commission of the projects in our industrial construction. Such practice has proved effective. In so doing, we can ponder over the ways and means,before the construction work starts, of getting rid of the harmful substances as best we can in the course of production, or adopt purifying measures against any possible damage which might accrue from these harmful substances. This may cost more money when a project is under construction, but the cost will be much smaller than the price which has to be paid for keeping the pollution under control after it has occurred, and the results have proved much better.

Will the environmental protection and improvement affect development and slow down its pace? This depends on what policies are adopted. Our country regards the multiple-purpose use of resources as an important policy for economic development. Thanks to the development of modern industrial technology, the natural resources discovered and used by mankind are increasing daily. Discharge of industrial wastes at will will contaminate the environment. Multiple-purpose utilization of industrial wastes makes it possible to turn many harmful things to good account and make useless things useful. This will help to open up new sources of raw materials for industry, expand social production, increase social wealth and promote the development of production.

Agriculture is the foundation for the development of the national economies of the developing countries. Without the development of agriculture, industrial development cannot go very far. Protection and improvement of the environment is of particular importance to promoting the development of agriculture.

Agriculture production, including food crops, forestry, livestock breeding, side occupations and fishery, depends to a large extent on natural conditions. There is a certain limit to the development of agriculture under certain natural conditions, that is, it will be hampered by natural conditions. However, through its own hard work, mankind can change the existing natural conditions and strive to master the natural law governing the reproduction of living things, and create still greater productive forces. On the question of the natural conditions for agriculture, the naturalist point of view is wrong, and the ideas of pessimism and inertia are both groundless. In the old China, as a result of the long years of oppression and plunder by the imperialists and their lackeys, rural natural environment was seriously damaged, agricultural production was ruined because large tracts of land turned alkaline or became deserts. One-third of the cultivated lands were red soils or alkaline, sand-stony and cold-swampy fields and lands susceptible to drought and waterlogging. Some lands became barren. Since the founding of New China,  our Government has given the first place to agriculture in developing the national economy.

By extensive mobilization of the masses, relying on our own efforts and transforming our country in an indomitable spirit as displayed by the legendary Foolish Old Man who removed the mountains,  it has worked with great will to transform the natural conditions for production. After more than two decades of hard work, we have improved over one half of the alkaline land in north China, reclaimed, utilized and improved over 120 million mu of red soil which is sometimes called “red deserts,” and brought one-fifth of the land subject to erosion under preliminary control. With the planting of shelter belts over large areas and the improvement of water conservancy conditions in the desert regions in northwest and north China, more and more oases have emerged. The improvement of natural conditions for agriculture has enabled China to reap good harvests for 14 years running, with the broad masses of the people enjoying a happy life. Certain people assert that speedy development of agriculture would reduce the fertility of soil and bring about an ecological crisis. The fact that China has improved the  natural conditions for agriculture and reaped good harvests in succession shows that mankind can transform nature and create a more suitable environment. So long as the creative power of the people is brought into full play and necessary measures are taken, the fertility of soil will not be destroyed; instead, poor soil can be turned into fertile soil and produce more food grains.

Ecuador: Speech at 48th Anniversary of the PCMLE

We pay tribute to our fallen comrades in the revolutionary struggle.

Friends, Friends and Comrades, elected representatives, leaders of the Left Plurinational Coordinator, comrades social organizations of all provinces, special guests:

We start this Act communicating to our friends, workers and peoples of Ecuador, the joy and pride that pervades the minds and hearts of our members and leaders to reach this new celebration of the 48 year class party workers, whose life and actions are dedicated since the days of August 1964 to push the revolutionary change in our country, which as you can see, is the only way out and solve the social, economic and labor of our peoples.

With this momentous occasion, the Marxist Leninist extend a message of unity, cooperation and sincere decision to move to the various organizations, the Coordinator of the Left Plurinational and each of the parties and organizations that comprise it, reiterating that the years of the PCMLE, we demonstrated a vocation of unity and concrete actions, as we are willing to work now, because sectors committed to transform Ecuador march together for the benefit of advancing the process of emancipation.

Dramatic events occur in the world these days. We have experienced one of the cyclical crises of capitalism that began in 2007 and whose effects are still felt. While some of the spokesmen of the monopolies and the banks claim that the world economy “away from the precipice” for now, the disastrous effects and the consequences suffered in the various continents, regions and countries, have shaken the economic, political and social world.

During the period, have been destroyed immense volumes of productive forces, there is a drop in production and services, thousands of companies have gone bankrupt and banks, the big bump caused the collapse of the budgets of states and a large debt major economies such as the U.S., for example.

But, the main effects have suffered catastrophic working masses, youth, people, because the crisis has brought an increase in unemployment chilling, leaving hundreds of thousands in the street, jobless, unable to pay their housing, their leases and sustain life. Surprising are the indices of poverty in the world.

The present crisis shows more evidence, how capitalism – which some defend and praise – is a system of injustice, oppression and exploitation is a rotting, corroded by a series of scourges such as dehumanization, selfishness, social insecurity, crime, crime, drugs, etc..

However, the most prominent feature in the middle of the crisis, is that the workers and peoples, the poor of the world, they are unwilling to submit the capitalist system to an oppressive situation. Faced with the difficult situation they have to live with the working masses, in almost every corner of the world, even in regions that were said quiet, large social explosions have erupted strikes, struggles, demonstrations, protests, against the iniquitous measures have been taken by governments, corporations and institutions of global power, that harm them substantially.

More than a year in Spain, gripped by the effects of the crisis, suffocated by debt and the imposition of capital movement broke the “outraged” and now to met its first anniversary, over 80 cities have replicated rallies, demonstrations and protests. The university has been featured youth discontent resulted in street actions. In these same days, the miners have gone from around the country to Madrid to oppose the closure of the coal mines, leaving them on the street, unemployed. Public sector workers, including firefighters and police protesting wage cuts, the cancellation of rights and threats of dismissal contained in the “adjustments” to the right-wing government and agencies have imposed capital there.

Europe has been and is the scene of angry protests and mass struggles in Greece, Portugal, Belgium, England, Germany staged by workers, migrants, professionals, young and unemployed, who are opposed to street fighting with adjustments ordered by international agencies such as the IMF, the World Bank, the ECB, etc.. with which the bourgeois and imperialist circles are trying to be the people who pay for the crisis.

In the U.S. itself, where the so-called housing bubble burst mortgages, large clusters of migrants and workers have developed intense fighting and protests to oppose being victims of the effects of the crisis, the bank closures and industrial companies, unemployment, exclusionary laws and discrimination. There has been a massive movement “occupy” that took nerve parks and large cities, as a protest to oppose measures that affect their lives and their work.

Latin America is a continuous and irreducible series of mobilizations and struggles of diverse industries in Peru anti-mining of large monopolies, Chile, in the street fighting has thousands of middle and secondary students against education reform retrograde public. In Mexico the social struggle for land and heartfelt aspirations now joins the protest against electoral fraud, demanding fair elections, in Colombia are rising social movement actions, Puerto Rico continues its courageous action for independence against colonialist policy of Puerto Rico. In Argentina, Bolivia, Brazil, Central America and occur days combat actions by the needs, aspirations and demands of the various sectors. In Venezuela large popular sectors are in constant action in promoting their proposals for change, mobilizing to radicalize the political process of transformations that are driven from the government of Colonel Hugo Chavez Frias.

In Ecuador, the rightward shift that has taken place Rafael Correa regime aside their initial proposals and betraying democratic, patriotic and nationalistic, they have now become a government to serve new sectors of the bourgeoisie and some other traditional banking, as well as oil and mining monopolies of China and other world powers. In recent years they have signed oil contracts given the fundamentals of our hydrocarbon resources to imperialist companies, harming the national interest.

In the case of mining, has been raised to jump right to the exploitation of large-scale mining and open pit, signing a contract with China Ecsa, leaving aside all the talk about “respect for the rights of the nature “, knowing the environmental disaster that causes this type of mining on the lives of communities, water, flora, fauna, penalizing and persecuting the community leaders who have opposed it, although environmentalists , universities and other sectors have expressed open opposition.

In an initial moment, Correa declared that debt tranches that past governments had contracted, was a matter “illegal, immoral and unjust” and that was chargeable. However, negotiations resumed and Global bond payments, was negotiated with China of $ 10 billion it had given an “advance purchase” of oil, but also charged interest for that sum up the 6% interest that we pay all Ecuadorians.

The Ecuadorian banking sector – in times of global crisis – has increased, at least in the last three years, millions in profits with the full support of the current government’s policies, as outlined own official announcements of institutions.

There was a few weeks ago a real affront to national sovereignty and independence as a legislative majority in the Assembly – obeying layout rules – approved the signing of the Convention on the Law of the Sea, UNCLOS, which the country loses its jurisdiction over the 200-mile territorial sea, to leave at the expense of the interests of countries with powerful fleets to take advantage of the wealth of our ocean ichthyological.

Another aspect of the present government is regressive authoritarianism. In an arbitrary process, abuses and illegalities, Correa has been concentrated in the hands of all executive branches of government, trampling the Constitution of Montecristi approved by a referendum.

In Ecuador there today and cancellation restriction of human rights, labor, information, mobilization. Important social achievements with the struggle of the peoples are being eliminated, or imposing new rules in practice disappear. A propaganda machine created from the use of the media that were seized from debtors bankers, directs every moment of broadcasting in radio, TV and newspapers, the government’s achievements of the “citizens’ revolution”, exalt messianic figure of Rafael Correa and his unpublished work in favor of the “poor”. President Correa calls itself a historical figure at the height of Eloy Alfaro, of Simon Bolivar, the great “statesmen reformers” now living a “time of change” but a “change of time”.

Faced with this reality, however, stands a social movement composed of the main unions, UGTE, CEOSL, CEDOCUT, sectors and grassroots leaders CTE, CONAIE, UNE, ECUARRUNARI, FEUNASSC, CUBE, FEUE, FESE Opponents in fact harmful policies, submissive actions, the abuse and authoritarian government. That social movement to start considering Correa government supported democratic and progressive element, is now opposed, while mobilizing goes by its own demands, to defend their conquests and rights that correísmo snatches them and understood the need to oppose, expose and mobilize for protest banners and democratic, while breaks through the aspiration of building a new and different country on the basis of the organization and the united struggle of these sectors.

We salute tonight’s action Plurinational Coordinator of the left cohesive working for political and social forces of our country to face the correismo unpopular policy and propose to the people of Ecuador claims platform and democratic social and political achievements to be able to propose and galvanize action to defeat President Correa in the elections of 2013 and look for Ecuador march to a new situation that progress towards the profound changes needed majorities claiming Ecuador, given that those actions also unmask the traditional right, which is not in the government and aims to capitalize on the discontent for their own purposes.

The revolutionary party of the working class Ecuadorian, the PCMLE reaffirms its readiness to march with the workers, the youth and the people of Ecuador, along with the Ecuadorian left to effectively achieve these aspirations for change, mobilizing and fighting who want to transform the country.

To do this, leaders and foundation of our organization, we are in a process of qualification of our business with the working masses, improving our relationship ideological, political and organizational; taking steps in the communist education of our cadres and members, working in construction Communist Party, which according to our revolutionary concept is essential and effective tool for promoting leftist politics.

We reiterate our view internationalist, who just had a look these days relevant to the successful completion of the 16th. International Conference “Problems of the Revolution in Latin America,” has attended over 60 international delegates from our continent, Europe and Asia. We have discussed the presence in some scenarios current Latin American populist caudillo, generated at times of crisis in the capitalist world, which as in the case of Ecuador is present in an attempt to contain, confuse and divert the aspirations of revolutionary change peoples of Ecuador. With delegates from all these countries left by the frank discussion of ideas and commitment to advance the unity and struggle for a different world.

De nuestras consideraciones:

Les presentamos un cálido y fraterno saludo del PARTIDO COMUNISTA MARXISTA LENINISTA DEL ECUADOR y del MOVIMIENTO POPULAR DEMOCRÁTICO, organizaciones de izquierda revolucionaria, expresándoles nuestros mejores deseos de éxitos personales, políticos y organizativos, que redunden en el impulso de la tarea común de los trabajadores, la juventud y los pueblos, la revolución, la emancipación social y el socialismo.

Partiendo de los actuales procesos de lucha social y política que se desarrollan en el mundo entero y en nuestro Continente, frente a las políticas del sistema capitalista y los gobiernos que afectan los intereses y lesionan las conquistas de los diversos sectores sociales, los revolucionarios entendemos la necesidad de avanzar y profundizar en la realización de los procesos de emancipación; por ello, consideramos útil, acercar más nuestro mutuo conocimiento, relación, intercambio de experiencias y el trabajo por una sólida unidad y colaboración de nuestras organizaciones.

Por ello, nos complace extenderles la más cordial INVITACIÓN para que una delegación de su Organización Política o Social, Institución o personalmente, participen en el 16to. SEMINARIO INTERNACIONAL “PROBLEMAS DE LA REVOLUCIÓN EN AMÉRICA LATINA”, que en este año abordará el tema:

“El caudillismo populista y la lucha revolucionaria en América Latina”

Los participantes: pueden si lo desean, presentar una PONENCIA SOBRE EL TEMA PROPUESTO, con una máxima extensión de 8 páginas, que será publicada para entregarse a los participantes y un resumen de la misma para que sea expuesta en alocución de veinte minutos, en las diferentes sesiones plenarias del Seminario. Los textos en idioma español, procesados en Word, deben ser enviados con la debida anticipación para asegurar su publicación y la propaganda necesaria.

En el 16to. Seminario se desarrollarán dos Mesas Redondas:

- “La mega – minería a cielo abierto y la posición de los pueblos”. Martes 17 de julio, 17h 00. Participan delegados internacionales y del Ecuador.

- “Los trabajadores y pueblos del Ecuador y el gobierno de Rafael Correa”. Jueves 19 de julio, 10h 30. Participan diversos representantes de organizaciones sociales del Ecuador.

Este evento, arriba a su décima sexta edición con el esfuerzo conjunto de todos los que hemos participado en él, año tras año. Se realizará con ese mismo entusiasmo e incorporación en la ciudad de Quito, a partir del día lunes 16 al viernes 20 de julio del presente año 2012 en los locales de la “Casa del Maestro”, calle Ascázubi N. 271, entre la Avda. 10 de Agosto y 9 de Octubre.

La noche del viernes 20 de julio, tendrá lugar el ACTO CENTRAL DEL 48vo. ANIVERSARIO DEL PCMLE, acto político social para el cual también les invitamos muy cordialmente.
