On the Death of Comandante Hugo Chavez

The Coordinating Committee of the International Conference of Marxist-Leninist Parties and Organizations expresses our regrets at the death of Comandante HUGO CHAVEZ FRIAS, the President of the Bolivarian Republic of Venezuela, stating our solidarity with the working class and people, with the government of the Boliviarian Republic, with the revolutionaries and the communists, who are bravely fighting for the social and national liberation of Venezuela.

The revolutionary process taking place in Venezuela, that involves millions of people, workers and youth, is engaged in the task democratizing the society; giving the poor sectors the right and possibility of health, education and social security; breaking the opposition from the reactionaries and the oligarchs; and has mobilized the working masses and the youth to defend this process.

The Venezuelan government with Hugo Chavez at the head has established an important policy of integration on the Latin American level, including the various countries of the region, in particular those that are integrated in ALBA. This process aims at an independent development and confronts the unveiled opposition of north American imperialism, that refuses to loose, what it has traditionally considered as its backyard.

For these reasons Comandante Chavez has won the support of the fighters for social liberation and the revolutionaries, of the workers and peoples of Latin America and other continents. He emerges as a fighter, a resolute patriot, a consistent anti-imperialist. His death seems to be a great loss to the struggle against tyranny and to the unavoidable, but hard and difficult process of liberation of the peoples.

But this painful blow will not put an end to the struggle. On the contrary we are convinced that the Venezuelan working class, people and youth will carry it forward. They will know to distinguish between true friend and both the open and disguised enemies, and resolutely march forward in the struggle for liberation, on the road of revolution, towards socialism. With the revolutionary proletarians in the lead they will bury capitalism and imperialism, as will the other peoples of Latin America and the world.

The Marxist-Leninist parties and organizations of the ICMLPO renew our commitment to the international proletarian revolution, to proletarian internationalism, and express once more our conviction that the members of the Marxist-Leninist Communist Party of Venezuela and the genuine revolutionary forces in the country shall continue the struggle for the revolution and socialism, until victory.

Fidel Castro on the Death of Hugo Chavez: We Lost Our Best Friend

The leader of the Cuban Revolution, Fidel Castro, has described late Venezuelan president Hugo Chavez as the best friend the Cuban people have had in their history. Prensa Latina posts the full letter by Fidel Castro.

We have lost our best friend

The best friend the Cuban people have had throughout their history died on the afternoon of March 5. A call via satellite communicated the bitter news. The significance of the phrase used was unmistakable.

Although we were aware of the critical state of his health, the news hit us hard. I recalled the times he joked with me, saying that when both of us had concluded our revolutionary task, he would invite me to walk by the Arauca River in Venezuelan territory, which made him remember the chance to rest that he never had.

The honor befell us to have shared with the Bolivarian leader the same ideas of social justice and support for the exploited. The poor are the poor in any part of the world.

“Let Venezuela give me a way of serving her: she has in me a son,” proclaimed National Hero José Martí, the leader of our independence, a traveler who, without cleansing himself of the dust of the journey, asked for the location of the statue of Bolívar. Martí knew the beast because he lived in its entrails. Is it possible to ignore the profound words he voiced in an inconclusive letter to his friend Manuel Mercado the day before he died in battle?

“…I am in daily danger of giving my life for my country and duty – for I understand that duty and have the intention of carrying it out – the duty of preventing the United States from extending through the Antilles as Cuba gains its independence, and from falling, with that additional strength, upon our lands of America. All that I have done thus far, and will do, is for this purpose. I have had to work silently and somewhat indirectly because, there are certain things which, in order to attain them, have to remain concealed….”

At that time, 66 years had passed since the Liberator Simón Bolívar wrote, “…the United States would seem to be destined by fate to plague the Americas with miseries in the name of freedom.”

On January 23, 1959, 22 days after the revolutionary triumph in Cuba, I visited Venezuela to thank its people and the government which assumed power after the Pérez Jiménez dictatorship, for the dispatch of 150 rifles at the end of 1958. I said at that time:

“…Venezuela is the homeland of the Liberator, where the idea of the union of the peoples of America was conceived. Therefore, Venezuela must be the country to lead the union of the peoples of America; as Cubans, we support our brothers and sisters in Venezuela.

“I have spoken of these ideas not because I am moved by any kind of personal ambition, or even the ambition of glory, because, at the end of the day, ambitions of glory remain a vanity, and as Martí said, ‘All the glory of the world fits into a kernel of corn.’

“And so, upon coming here to talk in this way to the people of Venezuela, I do so thinking honorably and deeply, that if we want to save America, if we want to save the freedom of each one of our societies that, at the end of the day, are part of one great society, which is the society of Latin America; if it is that we want to save the revolution of Cuba, the revolution of Venezuela and the revolution of all the countries on our continent, we have to come closer to each other and we have to solidly support each other, because alone and divided, we will fail.”

That is what I said on that day and today, 54 years later, I endorse it!

I must only include on that list the other nations of the world which, for more than half a century, have been victims of exploitation and plunder. That was the struggle of Hugo Chávez.

Not even he himself suspected how great he was.

The Marxist-Leninist Communist Party of Ecuador is deeply dismayed and deplores the death of Colonel Hugo Chavez Frias, President of the Bolivarian Republic of Venezuela, the undisputed leader of the his people, revolutionary political leader of the anti-imperialist and anti-oligarchic struggle being waged by the workers, peasants, youths, women and the poor in the fraternal Latin American country.

The death of Comandante Chavez is certainly a great loss for the peoples struggling for their emancipation, for the progressive, democratic and leftist forces of Venezuela and the continent, who are confronting imperialism, especially U.S. imperialism. It is an unfortunate event that will, however, forge a greater and unwavering determination of struggle that should serve the oppressed, to advance unstoppably in the achievement of the goals of the revolution and socialism.

Under the leadership of Hugo Chavez, some years ago Venezuela began a patriotic and democratic political process of changes to deal with the privileges, high-handedness and arrogance of the traditional sectors of the oligarchy, achieving a series of social gains and demands, setting that fraternal country on the course of the defense and preservation of independence and national sovereignty.

The Bolivarian Government of Hugo Chavez, the democratic, leftist and progressive sectors, together with large contingents of the working masses, have mobilized to defend their sovereignty and confront the pressure, blackmail and anti-national, anti-popular plots of imperialism and reaction. Overcoming their conspiratorial actions and evil plots, including perpetrating a coup, the people defeated these negative actions and ensured the continuation of the process.

The Bolivarian Government of Hugo Chavez and the mobilization of the people approved, by a referendum, an advanced Constitution that enshrined their rights and freedoms; Comandante Chavez made it a tool to deepen significant changes in favor of the majority. Thus, they developed the so-called “missions,” massive programs of education, health care and social security for the benefit of the poor; labor, economic and social policies that benefited the workers, peasants, women, youths and children. The Chavez government relied on the social movement and its organizations to confront the privileges of the oligarchies and reaction, to curb the voracious pretensions of the foreign monopolies, especially from the U.S.

With the presence of Comandante Hugo Chavez, Bolivarian Venezuela has made many valuable efforts to promote Latin American integration and unity in favor of the countries of the continent, faced with the pressures and interests of imperialism and at that level, they have created different organizations and taken measures to resist the imperialist designs in the region.

The death of Comandante Hugo Chavez is certainly a blow to the desire for emancipation of the Venezuelan people and the workers and peoples of Latin America; moreover the example of his patriotic and democratic dedication, of his promotion of Latin American revolutionary unity, are important factors for the process of popular unity and change to continue, deepen, and further contribute to the consciousness that the social revolution is the necessary road to achieving freedom and independence. This will clear the way for the working class and peoples in the struggle for the seizure of power to create the new society of labor and well-being, a socialist society.

We reiterate our solidarity and deep sympathy with the people of Venezuela, the United Socialist Party of Venezuela, with all the democratic and leftist political and social organizations of the fraternal country and we reaffirm our commitment to struggle for Popular Power and Socialism.

The Marxist-Leninist Communist Party of Venezuela, PCMLV, expresses its grief and solidarity at the physical loss of Commandante President Hugo Chavez Frias to all the workers, peasants, students, women’s organizations, revolutionary, anti-imperialist, socialist and Bolivarian parties and organizations of the masses.

We also express our condolences to all his family, friends and to the national government for the loss of a great humanist, a patriotic, progressive and consistent revolutionary statesman, as President Hugo Chavez proved to be until the last days of his existence.

We call on the working class, which knows how to rise to the challenge in the revolutionary struggle in the most pressing moments of history, to prepare to resist and defeat the reactionaries who will not hesitate to take advantage of this difficult time to thwart through violent means the gains and demands that we have achieved under the leadership of President Chavez. Imperialism will set stronger traps at this sorrowful moment that the national revolutionary movement is going through.

The call is to not renounce the struggle to build socialism, the banner that President Hugo Chavez raised in all circumstances; this banner needs to be taken up rigorously and courageously by all the workers of this nation in this difficult moment in history. We, as Party of the working class in Venezuela, make the call for the struggle and building of socialism and communism from the scientific conception of Marxism-Leninism.

The acts of sabotage, of hired killers, the terrorism, food shortages, the propaganda of disinformation, anxiety and manipulation will intensify. The national and international reactionaries feel victorious at this time, but the national and world working class will go forward with the necessary and strategic battles to continue the path of victory and the accumulation of forces to confront the fascists and imperialists.

The death of the President of the Republic must not mean the decline in popular organization, but rather it must serve as an impetus for future struggles against the class enemy. We must not believe in the phony condolences local right wing, which on dozens of occasions tried to assassinate the commandante. These sectors are moved by a single impulse: profit at any cost whatever.

The right wing is evaluating what actions to take in the coming days. It is no coincidence that the Venezuelan government expelled two U.S. military attaches for conspiratorial work.

We strongly call on all the revolutionary elements to close ranks against the capitalist and imperialist enemy. The working class must be prepared for a possible difficult situation; it must not trust the bourgeois enemy that has historically proven to be traitorous. If the pro-imperialist bourgeoisie tries to take advantage of  this hard time of grief of the humble and exploited masses, the masses should respond forcefully and applying revolutionary violence.

Socialism can only be built with the worker-peasant alliance in Power and the people in arms!

16th Seminar on the International Problems of the Revolution in Latin America

Final Statement

In Latin America the new millennium arrived with the struggle of the workers, youth, peasants, women and peoples against the structural adjustment policies implemented by governments at the service of powerful local oligarchic groups and imperialist finance capital. The increasing social discontent, manifested in street mobilisations, partial and general strikes and even popular uprisings that put an end to reactionary and pro-imperialist governments, split the bourgeois institutions and accelerated the wearing out of the current model of capitalist accumulation, monitored by the centres of imperialist domination.

The fear grew among the socio-economic elites that the yearning for change and the desire to be protagonists of deep transformations was taking shape among the people. The progressive and left-wing political programmes, once seen as being obsolete and inapplicable, were embraced by the working and popular classes.

While in various countries of Latin America there are still openly right-wing governments explicitly sold out to imperialism, in others countries so-called alternative and progressive governments have emerged; in some of these, on certain occasions there have been actions of resistance towards policies of imperialism, which deserve the support of the peoples.

Recurring to their own political experience, bourgeois factions of various countries have manoeuvred to take advantage of the discontent of the masses for their own interests. They appear to make their own the programmes and proposals raised for years by the popular movement and the left-wing organisations against neo-liberalism and to achieve a sovereign development, under conditions of social fairness.

Nevertheless, the expectations and enthusiasm of the masses with those governments that promised to leave behind the past of disgrace and backwardness clash with reality when these governments carry out their real political programme and give away the natural wealth, at present mainly mines, to the foreign companies; when the foreign debt persists, although the capital comes from other imperialist centres; when popular protest is criminalised; when free trade negotiations and agreements are going ahead under different names; or, when governmental propaganda says more of what in reality is being carried out in the social sphere.

Even though discontent is arising among the workers, youth, peasants, women and peoples, it is a fact that, so far, these governments have had, to a certain degree, the capacity to neutralise and contain the social mobilisation. Without a doubt, that is a fruit of the ability of ideological-political manipulation by the bourgeois factions that, with the support of imperialism, are in the government; it is due to the carrying out of social welfare and patronage policies, to the presence of authoritarian leaders as heads of government who make wide use of demagogy and populist policies; but it is also due to the existing limits in the consciousness of the masses and the weaknesses from which the revolutionary and left-wing organisations still suffer.

Under these new conditions, the struggle that the workers and revolutionary organisations are unfolding is becoming more complex, since it is relatively clearer for the masses that they must confront and fight a government that is openly right-wing and linked to foreign capital, than one that demagogically claims to promote change and to affect the interests of the rich, even though in reality it is doing nothing more than propping up the whole system of domination by capital and defending the interests of the local ruling classes and of imperialist finance capital.

For the advance of the revolutionary struggle of the peoples, it is essential to unmask and defeat these sell-out, demagogic and populist governments that are causing serious damage to the development of the popular organisation and struggle. It is necessary to combat these governments functioning on behalf of the ruling system, but by no means should we play into the interests of the other bourgeois factions of the ‘right’ The struggle of the workers and peoples, with a class independence, to win social and national liberation forces them to fight and defeat one and the other bourgeois faction.

In order to fulfill the strategic intentions that drive us, we the political organisations, movements and parties committed to leading the revolution and socialism to victory must redouble our efforts to develop the political consciousness of the masses. That is possible mainly by unleashing the struggle for their particular demands and political banners in order to unmask the true nature of those governments. It is vital to promote an intense and systematic ideological-political offensive of the revolutionary ideals among the workers, youth, peasants, women and peoples; it is urgent to take advantage of all the opportunities that the bourgeois institutions allow for the political task and even to surpass these; it is necessary to persevere in the unity of the popular movement and of the political organisations of the left in order to isolate from the social movement those who, at the present time, are manipulating the yearnings for change of the peoples from positions of power.

Although, circumstantially, the populist governments have managed to partially restrain the struggle of the masses, it is certain that their material conditions of life and the historical limitations of these governments are forcing the masses to protest. Still more, the world scenario is inevitably affecting them from all sides and the sharpening of the general crisis of the capitalist system is causing the fighting response of the peoples, as can be observed in our region and in particular in Europe, with whose working class and youth we express our solidarity.

We, the organizations taking part in this 16th Seminar on the International Problems of the Revolution in Latin America, united in Quito from July 16 to 20, reiterate our internationalist duty and commitment to continue fighting for unity and solidarity among the peoples, to form – by means of concrete actions – a great anti-imperialist front. We uphold the right of the peoples to self-determination; we condemn all forms of foreign intervention and all actions of the ruling classes to thwart the will of the peoples.

The views summarised in this Statement are the result of open and democratic debate in this seminar. We present them to the world so that the workers, youth and peoples may know them.

From Quito, Ecuador, we express our commitment to continue this event and, for that reason we are convening the 17th International Seminar for next year.

De nuestras consideraciones:

Les presentamos un cálido y fraterno saludo del PARTIDO COMUNISTA MARXISTA LENINISTA DEL ECUADOR y del MOVIMIENTO POPULAR DEMOCRÁTICO, organizaciones de izquierda revolucionaria, expresándoles nuestros mejores deseos de éxitos personales, políticos y organizativos, que redunden en el impulso de la tarea común de los trabajadores, la juventud y los pueblos, la revolución, la emancipación social y el socialismo.

On June 17, the Central Committee of Communist Party of Chile (Proletarian Action), PC (AP) has made its plenary meeting, in which have been discussed and decisions taken regarding:

National and international situation; Labour Party Masses and Fronts International Communist Movement.

We would like to know the following agreements and resolutions:

A) It reaffirms the campaign against the two neoliberal blocks consensus and the alliance, and the forthcoming municipal elections, our policy of abstention to them; The demand and struggle for a constituent assembly for a New Constitution with popular movements. Subjects that will increase the propaganda and activism permanent fronts respective masses.

B) They greet advances in the development of the Party’s mass work in the front student union, art and culture and population, noting an increasing influence on important sectors. Measures shall be taken to achieve new and greater achievements in the tasks. In the areas of union work, we welcome the participation and integration of leading activists and trade unionists to work on developing an alternative class and combative, both within and outside the CUT.

C) The need to develop, in the interests of workers, a line that accounts for the tasks related to the effects of the general crisis of capitalism, which allows us to affirm the correctness of the struggle of peoples for national sovereignty against imperialist intervention. The rejection of the aggression of NATO against the Middle Eastern countries, reaffirm our solidarity with the processes of struggle for independence and national sovereignty of countries like Bolivia, Venezuela and Ecuador in Latin America. Also, we reaffirm our support to countries that support and build socialism as in the cases of Cuba and the Democratic People’s Republic of Korea.

The International Communist Movement, reaffirmed the need for unity from the principles of Marxism-Leninism, respecting the peculiarities of the processes of struggle in each country, keeping the discussion on secondary situations miscarry the necessary unity of the international communist claiming the materiality of the class struggle.

U.S. Resumes its Dirty War against Nicaragua

EIGHT months since taking power, the government of Nicaraguan President Daniel Ortega is facing fierce opposition from reactionary sectors – both national and international – led by the United States, who are persisting in ignoring the structural changes that have been embarked on in this new era for national politics.

It concerns an ideological struggle, radicalized in the last few months, between the principles and the program to improve the quality of life of the majority of the impoverished Nicaraguan population and, on the other hand, the interests of the right wing, who are witnessing a threat to their class privileges in the face of overwhelming support for the process being set in motion by Ortega and his cabinet.

Chavez brings first shipment of gold to Venezuela from foreign vaults as global economy slides

In August Venezuela’s President Hugo Chavez announced that he would be repatriating the foreign-held gold reservesin American and European banks and they received the first shipment of gold from European countries on Friday.

The Venezuelan central bank reports that about $300 million in gold was brought in to Caracas by plane and they plan to bring 160 tons held abroad back to Venezuela. The president of the central bank, Nelson Merentes said that the first shipment came from “various European countries” by way of France and called the arrival of the gold bullion a “historic” moment for his country, according to the Wall Street Journal.

Hugo Chavez said, “Now [the gold] will go to a place from which it should have never left: the central bank vaults [in Caracas]; not those in London or in Europe, but our own land.” This is likely quite a good move as Western banks are becoming increasingly exposed to massive amounts of derivatives and sovereign debt crises that are wracking several economies.

These crises very well might be engineered by central banks and their “too big to fail” cronies just as the crash in 2008 was, and Chavez might preempting a possible gold run by demanding physical delivery of his gold now before there is no gold to deliver.

While Merentes would not give the specific number of tons of gold brought shipped to Venezuela on Friday, he said that the shipment was worth roughly $300 million.

The signs are not looking good and Chavez demanding physical delivery of his gold just reflects the global awareness that something is seriously wrong with the world economy and it is not getting better any time soon.

The proletarian dictatorship is the result of the highest form of democracy within a society divided into classes, is in short account, the revolutionary process that overthrew the dictatorship of the bourgeoisie. All this is proof today of the ideas of Leninism. The Soviet experience of the Bolsheviks should serve as an example for future battles for the construction of socialism and communism.

When the bourgeoisie speaks of the end of communism, in fact we are talking about the failure of revisionism to assert their hatred of the great work done by Lenin, the Bolsheviks and the Russian proletariat in October 1917. By doing this, they think more in the future than in the past. The bourgeoisie wants to deceive us by telling us that Marxism-Leninism is dead forever, but he does because he knows perfectly that this is a great vitality and topicality.

After 22 years since the fall of the USSR, all the contradictions of capitalism are more heightened than ever. A window dreadful hunger, poverty, unemployment, war, economic recession, it opens in the face of workers in Europe, Latin America, Africa, Asia and bows on their shoulders, only Marxism-Leninism is able to show what is the only way out. Only Marxism-Leninism can bring the working masses in the capitalist world and the oppressed and dependent weapons for their release. As part of the work that the International Conference of Marxist-Leninist Parties and Organizations is carrying out, last July a meeting of the Latin American parties took place. At the meeting were the Revolutionary Communist Party of Brazil, the Communist Party of Colombia (Marxist-Leninist), the Communist Party of Labor of the Dominican Republic, the Marxist-Leninist Communist Party of Ecuador, the Communist Party of Mexico (Marxist-Leninist) and the Marxist-Leninist Communist Party of Venezuela.

After evaluating the work that these parties are carrying out in each of the countries and discussing the most important events that are taking place in the region and the world, the meeting approved a Political Declaration that we reproduce below.

U.S. imperialism and its European allies: France, England, Spain, Italy, are trying to manipulate the just struggle of the Arab peoples, to channel the indignation of the working masses and the youth towards a change of names, maintaining the economic and social structures and the weight of dependency.

After reviewing the latest events in our countries, in Latin America and the world we declare:

1. The stories told by imperialism claiming that there is a recovery from the crisis are falling apart every day, with the increasing numbers of unemployed, the decrease in production, the worsening of the fiscal deficits and the increase in the foreign debt in most of the countries of Europe, in Japan and the U.S.A., which seriously affect the supposed stability of the capitalist system and sharpening its inherent contradictions. This prolonged crisis that is affecting all the countries of the world shows not only the failure of the recovery policies implemented by imperialism, but also the decay of the system, which is mortally wounded and incapable of guaranteeing the well-being and freedom for which humanity is struggling.

2. The struggle of the working class, the working people, the youth and the peoples is spreading all over the world. Tunisia, Egypt, Libya, Jordan, Syria, Yemen and other countries of North Africa and Asia Minor are an example of the struggle against the reactionary dictatorships and governments, who with the applause of the bourgeoisies and the imperialist powers have sunk these peoples into the deepest crisis, hunger and the cruelest misery, despite the immense wealth generated by the exploitation of oil, gas and other natural resources. In addition, with the complicity of the UN they resort to military intervention, to the bombing of the civilian population in Libya, using the pretext of the fight against tyranny, all with the aim of guaranteeing the established order and the continuity of all its profits that are the product of colonization and exploitation of these peoples. We completely reject the foreign intervention in Libya. It is up to the Libyan people themselves to resolve the problems of their country. No more military aggression and intervention in Afghanistan and Palestine! We Communists raise the banner of self-determination, sovereignty, well-being and freedom!

3. Active and valiant opposition to imperialism and the reactionary governments is also alive in Europe. In Greece, Turkey, Italy, Spain, Ireland, France, England and other countries of Europe there has been a general rejection of the reduction in wages, the pension reforms, the increase in taxes, privatizations and the reduction of the budgets for health care, education, housing and in general of all the legislative programs by which the crisis is being placed on the shoulders of the working masses. Numerous strikes and mobilizations are showing an important revival of the working class and youth that is again speaking out for unity and the political initiative to confront the recovery policies and to reject the reactionary governments. The great mobilizations of youths that are taking place in Spain and other European countries deserve particular mention, which show the exhaustion of bourgeois democracy and the search for roads to social liberation.

4. In Latin America the struggle continues, it is showing a greater advance and development. The structural adjustment policies implemented by most of the governments in the last years have not achieved their expected objectives, much less do they represent measures aimed at the well-being of the masses. The different struggles that are developing in our countries calling for higher wages, labor stability, respect for the right to association, negotiation, collective contracts and strikes, the rejection of outsourcing, the demands for health care and education, greater rights and liberties are arousing the ever greater participation of numerous organizations on the continent that do not kneel before the measures of the bourgeois governments and that struggle for political freedom for the people. The student youth in Chile together with the working masses and the Mapuche people are carrying out large mobilizations in defense of freedom, public education and democracy. The desire for change is breaking through in our various countries, large contingents of the masses are participating in the political struggle and are taking up the banner of working for the victory of democratic and progressive governments that really promote the defense of sovereignty, respect of human rights, well-being and political freedom. The democratic and anti-imperialist tendency in Latin America is an unquestionable fact that is opening the way, is growing and offering numerous possibilities for the advance of the revolution.

5. The rise through elections of several democratic and progressive governments in Latin America constitute important steps in that direction. Nevertheless today, the existence and continuity of these governments is threatened by the rightist offensive of imperialism and the local bourgeoisies that have not given up the privileges that they have enjoyed in our countries for centuries. The offensive of imperialism and the oligarchies has reversed the direction of several of those governments, which have been transformed into open defenders of the capitalist system, of foreign domination; into a form of the old ways of governing, into those who carry out repression against the working masses and the youth, into prettifiers of representative democracy and promoters of developmentalist and reformist measures. In fact, these governments and history show that real change, the social revolution and national liberation cannot be carried through to the end under the leadership of bourgeois and petty bourgeois classes and parties. That responsibility belongs to the working class, the working masses, the peoples and the youth, to the revolutionary party of the proletariat, to the genuinely revolutionary organizations and parties.

6. Imperialism, its allies and servants, the local bourgeoisies in all the countries are persisting in their reactionary policies of repressing the struggle of the working masses, of the indigenous peoples and the youth by fire and sword, at the time that they try to co-opt the social movement by means of social welfare policies and one reform or another. One expression of those policies is the presence of U.S. imperialist troops and those of their Latin American servants in Haiti. In the same way it is continuing the trade embargo against Cuba and actions aimed at subverting the Venezuelan process. The persecution, jailing and assassination of social fighters and revolutionaries are irrefutable testimony of the fact that the struggle continues and that repression, however harsh and bloodthirsty it may be, cannot do away with the ideals and the determination to fight for social and national liberation. We emphatically express our solidarity with the comrades who are suffering repression and torture in Honduras, Mexico, Guatemala, Colombia, Paraguay and Peru. In particular we demand the freedom of the Ecuadorean student leader Marcelo Rivera, who remains in prison, accused and condemned as a terrorist by the Correa government, for defending university autonomy.

7. The betrayal by the government of Rafael Correa and the struggle of the Bolivian workers against “the gasolinazo” in Bolivia are making clear not only the real limitation of these governments, but also the need to make clear to the working class and the social and mass organizations what is the real road to social change. Experience shows that neither reformism nor class conciliation can lead to change. Real change, the genuine emancipation of our peoples is the revolution and socialism, which is only possible if there is a revolutionary political vanguard capable of pushing through a genuinely revolutionary program at the head of the struggles of the working class, the working masses and the peoples.

8. The continuity and development of the struggle of the workers, the peoples and the youth in the countries of Latin America is guaranteed by historical tradition and the present combats, the perspective is the developing along the road of the social revolution. Our Continent is and will be the scene of great liberating struggles and we Marxist-Leninist communists will fulfill and affirm our position as shock troops of the revolution and socialism.

9. The strengthening of the right-wing, corporatist and social welfare policies in most of the governments of Latin America will not make us back down from the search for true social and national emancipation. We Marxist-Leninist parties of Latin America reiterate our commitment to link ourselves boldly and decisively to the struggles that the working class, the working people, the peasantry, the youth, the women and the peoples in general are developing, as well as our irrevocable decision to advance in the unity and leadership of their struggles, winning them for the revolution and socialism.

10. We make the words of Lenin ours: “If in the course of the struggle we win the majority of the workers to our side – not only the majority of the exploited, but the majority of the exploited and oppressed – we will really win”.

PCMLV: In the Midst of Crisis, to Disclose our Theory is a Labor of Great Importance

The working class has the historical responsibility of assuming its role as vanguard in carrying out the proletarian revolution, defeating capitalism and imperialism, making legitimate use of the various forms of struggle to build socialism.

This demands of the revolutionaries the study of Marxism-Leninism as the fundamental guide to our action, to guide the masses, to work for their political organization and education, generating in the working class and the popular masses a solid sense of class consciousness and the necessary revolutionary class organization as guarantee of the triumph over capitalist society and its various expressions.

Vladimir Ilyich Lenin stated clearly: “Without revolutionary theory there can be no revolutionary movement.”

But it is not just any theory that a revolutionary movement requires to guide the oppressed masses in the struggle for the overcoming of capitalism and the building of socialism; it is the scientific theory of Marxism Leninism, created by Marx, Engels, Lenin and Stalin, tested in hundreds of battles and consolidated with the concrete activity of the building of socialism in the countries where it has been possible to break the chain of imperialist oppression and start the accumulation of experiences with communist ideas. In this the Russian revolution is an obligatory reference, Lenin and Stalin, the architects of this great work, which Engels foresaw already in 1893 in the preface to the Manifesto of the Communist Party.

In the struggle for socialism we must fight the ideological battle against all harmful tendencies for the labor movement: reformism, revisionism and opportunism, which are bent on weakening and destroying the proletarian revolutionary organization, and its replacement by petty bourgeois and bourgeois organizations to mislead the working class and its allies.

To demonstrate the falsity of the trends referred to above, it is of vital importance to guarantee the final victory of great exploited and oppressed majorities over the exploiting minority and definitively overcoming capitalism in all its forms.

To contribute to the guidance and education of the working class, the working masses and peoples, we must study real experiences, in particular those that managed to go beyond the stage of preparation and advance along the road of building socialism; in this Lenin and Stalin made the greatest advances, not only by their proposals, but by their work of building a new society in a particular country and its progressive extension around the world. Therefore we pay a well-deserved tribute to the great historic legacy of this experience that succeeded in laying the practical foundations for socialism and initiating a bright phase of proletarian internationalism with the creation of the Third International, founded in March 1919 in Moscow. The great teachers combined the building of socialism in the USSR with the international organization of communists; they combined the struggle for the building of socialism in the countries where there were specific conditions to that end, with proletarian internationalism.

The Third International was born two years after the great victory of the Russian proletariat in the revolution of 1917, which contributed significantly to the orientation, dissemination of materials and training of the communist parties around the world, to act as a guide in organizing the social revolution, supporting the struggle of the colonial countries for their independence from imperialist subjugation and domination.

The Third International took up the task of preserving and safeguarding the theoretical and practical heritage of the consistent Marxists, who had been degenerated and corrupted by the Second International. Its birth marked the political rupture of the communist parties with reformism and opportunism of social-democracy that had already shown its true face and complete bankruptcy placing itself on the side of the capitalists during the First World War.

The lessons of the Third International are more important now than ever; in the orientation of the working class, its actions, its organization and this is shown each day in the struggles that have been undertaken by the working class, the working masses and people on a world scale in the light of the crisis engulfing the capitalist mode of production.

Stalin as continuator of the work of Lenin raised questions which were part of the needs of the Soviet people to move towards socialism, in his “Economic Problems of Socialism in the Soviet Union” he made an analysis of the fundamental laws that come into play in the building of socialism and set out the practical tasks of the revolutionaries to advance in a concrete way.

Consistent with the Marxist-Leninist legacy we consider it necessary to publicize the works of Stalin and the work of the Third International to understand how they contributed to the defeat of the fascist forces during World War II, and placed the communists at the forefront of the struggle against fascism during the Great Patriotic War to hold high the banners of Lenin and advance in the building of socialism under the conditions of imperialism, with a great proletarian practical and concrete sense.

When the imperialist offensive tried to erase the legacy of the great theoreticians of Marxism-Leninism and destroy their work, the communists must make the greatest efforts to make these known to the proletariat and the masses in general, works that are fundamental and must be known and valued for who are seriously trying, without petty bourgeois prejudices, to advance towards socialism, having first-hand information about the most important experiences of the working class.

In addition to the practical work among the masses, the organization and building up of a revolutionary membership, it is necessary to oppose the campaign of discrediting carried out by the reactionaries against our classic leaders and their work. It is an urgent task of the communists to spread these, even more when the world is being shaken and the masses are taking to the streets to look for alternatives to their problems. We Communists must be there with our rich experience to say, especially the working class: “there is a way out of the crisis, it is proven and at your disposal, it is socialism and the Marxist-Leninist theory.”

Each day there will be more people to take up the fight, it is our responsibility to make our proposals and historical experience known so that imperialism does not again use its deception and manipulation, there are winds of revolution, let us prepare all the tools and victory will be ours.

Political Resolution of the XIth of the CC of the PCMLV

After evaluating several plenary sessions during the global situation, we reaffirm our view that we move in successive cyclical crises which are expressed as economic reality, which is deepened especially in the imperialist countries, such as determining component of the general crisis of capitalism, which also of economic base of political and social, creating conditions for moving to a new stage, mixed by wars and revolutions, with high conflict and total decomposition of capitalist society. It is clear that the situation remains tense in the world, continues to deepen the crisis of global capitalism. Riots, demonstrations, war characterize the current moment of world reality.

Expression of this situation is the deepening of the imperialist war against Libya are, we see daily attacks against this country are increasing, and increasingly critical support of the international bourgeois institutions becomes more evident. The stories told by imperialism claiming that there is a recovery from the crisis are falling apart every day, with the increasing numbers of unemployed, the decrease in production, the worsening of the fiscal deficits and the increase in the foreign debt in most of the countries of Europe, in Japan and the U.S.A., which seriously affect the supposed stability of the capitalist system and sharpening its inherent contradictions. This prolonged crisis that is affecting all the countries of the world shows not only the failure of the recovery policies implemented by imperialism, but also the decay of the system, which is mortally wounded and incapable of guaranteeing the well-being and freedom for which humanity is struggling.

2. The struggle of the working class, the working people, the youth and the peoples is spreading all over the world. Tunisia, Egypt, Libya, Jordan, Syria, Yemen and other countries of North Africa and Asia Minor are an example of the struggle against the reactionary dictatorships and governments, who with the applause of the bourgeoisies and the imperialist powers have sunk these peoples into the deepest crisis, hunger and the cruelest misery, despite the immense wealth generated by the exploitation of oil, gas and other natural resources. In addition, with the complicity of the UN they resort to military intervention, to the bombing of the civilian population in Libya, using the pretext of the fight against tyranny, all with the aim of guaranteeing the established order and the continuity of all its profits that are the product of colonization and exploitation of these peoples. We completely reject the foreign intervention in Libya. It is up to the Libyan people themselves to resolve the problems of their country. No more military aggression and intervention in Afghanistan and Palestine! We Communists raise the banner of self-determination, sovereignty, well-being and freedom!

3. Active and valiant opposition to imperialism and the reactionary governments is also alive in Europe. In Greece, Turkey, Italy, Spain, Ireland, France, England and other countries of Europe there has been a general rejection of the reduction in wages, the pension reforms, the increase in taxes, privatizations and the reduction of the budgets for health care, education, housing and in general of all the legislative programs by which the crisis is being placed on the shoulders of the working masses. Numerous strikes and mobilizations are showing an important revival of the working class and youth that is again speaking out for unity and the political initiative to confront the recovery policies and to reject the reactionary governments. The great mobilizations of youths that are taking place in Spain and other European countries deserve particular mention, which show the exhaustion of bourgeois democracy and the search for roads to social liberation.

The events that shook the world confirm conclusively the classics of Marxism-Leninism.

The pauperization of the conditions of the proletariat, the constant mobilization of popular sectors to demand respect for their rights, they are unaware of avoiding a series of achievements attained over the years indicates that the masses feel the weight of the consequences of the general crisis of capitalism falling over his shoulders.

After the many strong mobilizations carried out in various European countries, the imperialists were given the task of proclaiming the crisis was overcome. Imposed despite the rejection of the workers and popular sectors usually a series of economic measures very negative for the exploited and oppressed majority, the protests in this situation are the order of the day, street clashes between law enforcement and lining the popular sectors of the international news scene. Is this a sign of deteriorating relations, the class struggle.

Despite the turbulent situation in the European countries seemed to have come down slightly, the intensity of conflicts had diminished in some way and the water as imperialist spokesmen were taking their cause, the actions of confrontation and rejection of bad social situation experienced by the exploited and oppressed masses to come back strongly again in the streets. Sooner or later the facts have to show that far were the solutions to the crisis of capitalism right now.

Major conflicts erupted in the so-called Maghreb countries, Tunisia’s people took to the streets to demand the resignation of dictator Ben Ali, which had about 24 years in power in that African nation. These reactions generated protest actions in different countries mainly in North Africa. In these nations the people took to the streets demanding the resignation of presidents or monarchs of the same. The proposal of the government to stop these actions was the repression, after watching the protests did not stop resorted to propose reforms, but these proposals did not appease the demands of the people.

Thus, the repression was not delayed by the governments of these countries. Dozens of wounded and dead was the answer they gave these governments when they saw that the street actions amounted to more and more people and spread in days and weeks. On the one hand the most advanced expressed their aspirations for democratic change and popular and revolutionary gains, while other sectors remained in the approach to change governments, planning, ethnic and tribal sometimes exploit these aspirations of the imperialists to support certain sides instead that it can continue to enjoy the support and benefits of their interests.

In Egypt, we saw the people on the streets rejecting Hosni Mubarak, who was 30 years in power, backed by the U.S. Central Intelligence and CIA. The Egyptian government took a policy of deep collaboration with the U.S., performing the role of police in the area with Israel, proyanki exposed positions in different situations, expose this government as one of the most subservient to the imperialist policies .

Finally, Hosni Mubarak was forced to resign, the incessant protests in different cities, the rejection of the offer of reforms and the growing protests despite the crackdown, said the imperialists that this doll now served them more out of power. For this reason, after seeing that the actions of rejection kept ever growing, the imperialists favored the departure of Mubarak. Of course, it was just a formality, since the maneuvers of the imperialists led the new Cabinet remains in the hands of the pro-imperialist, in this specific case, who assume power in Egypt are linked to the intelligence apparatus and military sectors, is responsible for the support of Hosni Mubarak in power, in other words it changed a lot not to change anything.

Uribe: Pawn of the USA against Venezuela and its Government

Colombia, January of 2005

1. The peoples of Colombia and Venezuela, to the astounded view and the repudiation of the progressive world, are witness to the vulgar and flagrant violation of the sovereignty of the Bolivarian Republic of Venezuela, carried out by a covert operation to capture comrade Rodrigo Granda, member of the FARC-EP [Revolutionary Armed Forces of Colombia – People’s Army – translator’s note].

Just as the attacks of the paramilitary gangs in Venezuela, this covert military action (with its foul rewards) is the final straw for the Venezuelan government and is creating the present conflict between the states. The treacherous action was carried out – as usual – by secret agents of the USA and its allies, recruited from the Public Forces of the two countries. This is part of the counterinsurgency aim of Plan Colombia or the Andean Initiative and its version ‘Patriots Plan’, plans that include the destabilisation of the legitimate government of Hugo Chávez for being ‘an obstacle’ to the application of the FTA-FTAA [Free Trade Agreement – Free Trade Area of the Americas – translator’s note] and other colonialist plans of Washington in Latin America, according to recent statements at the UN by Condoleezza Rice, Bush’s new Secretary of State.

2. The communiqué, issued January 14 by the fascist Álvaro Uribe in response to the Caracas government, deserves a resounding rejection by the whole democratic and anti-imperialist forces.

Uribe as the pawn of the Yankee schemes, in his eagerness to control the oil of this fraternal country and to contain the popular upsurge, is copying Bush when he began the barbaric aggression against Iraq. Uribe is creating a pretext to justify the illegal, warlike, anti-democratic, interventionist and colonialist ‘anti-terrorist’ policy of the gringos. This was approved by the open meddling of the ambassador-viceroy in Colombia, William Wood, who supports Uribe and threatens President Hugo Chávez. The Chávez government and the social process in his country – together with Cuba – are treated by Washington as part of the so-called ‘axis of evil’, as ‘nests of terrorists’, to justify any aggression of great extent supported in the interventionism ratified by the ‘Democratic Charter’ of the OAS.

But according to the Bogotá communiqué, the State and fascist terrorist policy of the USA is binding on the governments of the world and allows the USA to violate the sovereignty of Venezuela.

For the FARC Hugo Chavez is unpredictable


“Quite unpredictable and dangerous is Chavez’s policy, while imperialist and promises denies socialism is Uribe’s hand while homologous to the FARC and paramilitary criminals presence on the border,” said Raul Reyes, number two Marxist-Leninist guerrillas in Colombia, in a letter to the secretariat issued on June 25, 2007.

PCMLV: To Unmask Revisionism is a Necessary Task

In Venezuela as in some other countries of Latin America we are experiencing a bourgeois-democratic process, with patriotic, nationalist governments that say they are “anti-imperialist,” which is only expressed in being anti-Yankee. We communists know that these bourgeois-democratic processes do not go beyond reforms within the framework of capitalism. But we also understand that historically these processes allow us to advance up to a certain point, to prepare ourselves, accumulate and organize the forces for the crucial struggles, to create the necessary conditions that allow us to organize the working class and its allies for the seizure of political power, thus advancing towards the real social revolution, the proletarian revolution.

These bourgeois-democratic processes are being interpreted by the opportunist, revisionist currents, representatives of the government bureaucracy, as the “Transition to 20th Century Socialism,” as the synthesis of the best of all the revolutions carried out in the world, as a “modern expression” of the road to a “new socialism” corresponding to this historic moment. This thesis defends building socialism by the “peaceful road,” without class confrontation, without touching the fundamental element that sustains capitalism and imperialism, private ownership of the means of production. Therefore they proclaim that one has to develop other means of production with new relations of production that “little by little” in a “gradual” way would displace the capitalist relations of production, or that would “hegemonize” over capitalist relations, that is, to create a kind of competition between one “model of social production” as they define it and the model of the bourgeoisie, or even to create a hybrid economy. In this way they try to show the “democratic” character of the State, in which bourgeois exploitation and workers self-management coexist, hoping that this will arouse the good will and sympathy of the pro-imperialist bourgeoisie given the exploitation to which it subjects the working class every day.

Thus, the opportunists and revisionists deny the class struggle, deny that the historical subject of the revolution is the proletariat, in order to put in its place the so-called social movements, which represent people’s power and thus deny the organization of the working class, deny and refuse to accept the fundamental role of the unions and even more, the highest organization of the proletarian class, the vanguard party of the working class. They speak about the working class to give themselves a touch of radical leftism to their revisionism before the masses. This is what the working class is to them; in their speeches they specially emphasize that violent revolutions have passed from history, and have given way to peaceful revolutions that hold up peace among the citizens, that they can achieve peaceful coexistence between the bourgeoisie and the proletariat, making the bourgeoisie fulfill some laws that provide certain benefits to the working class so that it can improve its conditions of life and avoid confrontations.

Santos asks Chávez to arrest alleged Colombian guerrilla Joaquín Pérez Becerra

Colombian President Juan Manuel Santos said on April 24 that Joaquín Pérez Becerra, an alleged leader of the Revolutionary Armed Forces of Colombia (FARC), was detained on April 23 in Venezuela, after a request he made to his Venezuelan counterpart Hugo Chávez.

Santos said that he called Chávez on April 23 to ask him to arrest “Alberto Martínez,” also known as Pérez Becerra, who had boarded a flight from Frankfurt (Germany) to Caracas on April 23, Efe reported.

“I gave him the name and I asked him to help me catch him,” Santos said. He revealed details about the detention during a visit to the town of Cajicá, which was affected by floods, along with other towns located in the northern part of the Bogotá savannah. Torrential rains have kept most of Colombia on high alert.

Chávez “did not hesitate,” Santos said. The Colombian president added that he talked on April 24 in the morning with his Venezuelan counterpart to thank him for his cooperation in the fight against guerrillas.

“I called President Chávez this morning and I thanked him,” stressed the Colombian president to highlight the importance of the detention of the Colombian citizen.

The arrested man, who lives in exile in Europe, is the director of the Stockholm-based Noticias Nueva Colombia (Anncol) news agency, which frequently disseminates documentation about the armed conflict in the Andean country and about the FARC.

Santos said that Pérez Becerra “is the leader of the FARC’s international front in Europe.”

As such, “he has been responsible for so many years of all this bad publicity that the FARC has made against Colombia in Europe,” Santos said. “We were behind him for a long time and fortunately he has been detained,” he added.

Pérez Becerra was arrested at Maiquetía international airport on April 23 by Venezuelan security forces. The Colombian government expects that the Venezuelan authorities hand over the alleged guerrilla soon.

Venezuelan Communist Party rejects detention of alleged FARC leader

Venezuela’s Communist Party rejected on April 25 the detention of Joaquín Pérez Becerra, an alleged leader of the Revolutionary Armed Forces of Colombia (FARC), and asked Hugo Chávez’s government to release him immediately.

Pérez Becerra was arrested at Maiquetía international airport April 23, when he arrived in a flight from Frankfurt. Following a request from his Colombian counterpart, Chávez is expected to extradite the alleged FARC member to Bogotá.

Oscar Figuera, the secretary-general of Venezuela’s Communist Party (PCV), accused the Executive Office of supporting the position of the US imperialism and the Colombian oligarchy and making concessions to them.

Figuera said that Pérez Becerra is “arrested in the headquarters of the Bolivarian Intelligence Service (Sebin) and banned from communicating with anyone,” which is a violation of the Constitution.

Alleged FARC member is handed to Colombian authorities

Joaquín Pérez Becerra, also known as Alberto Martínez, who is an alleged member of the rebel Revolutionary Armed Forces of Colombia (FARC) and editor of the Stockholm-based Noticias Nueva Colombia (Anncol) news agency, arrived on April 26 in Bogotá, deported from Venezuela.

Alberto Martínez was arrested at Maiquetía international airport on April 23 following a red notice issued by the International Police (Interpol).

After Martínez’s deportation from Venezuela, Colombian President Juan Manuel Santos thanked his Venezuelan counterpart Hugo Chávez “for his cooperation in the fight against drug trafficking and terrorism.”

Martínez arrived on April 25 in the military and police airport of Catam, Bogotá, and told reporters that he does not belong to the Revolutionary Armed Forces of Colombia (FARC), Efe reported.

Colombia thanks Chávez for Pérez Becerra’s extradition

Colombia’s Minister of Foreign Affairs María Ángela Holguín thanked on April 26 Venezuela’s President Hugo Chávez for the extradition of the alleged leader of the Colombian Revolutionary Armed Forces (FARC) Joaquín Pérez Becerra and deemed it a “proof” that both countries can work together.

“I think that the action yesterday (April 25) of the Venezuelan government in sending to Colombia a guerrilla member of the FARC shows that we can work together,” Holguín told reporters, as quoted by Efe.

Pérez Becerra, the alleged FARC “chancellor” in Europe and the editor of a news agency which spreads information on the FARC, was delivered up to Colombian authorities by the Venezuelan government after his capture last weekend at the Maiquetía international airport.

“We are convinced that the relationship with Venezuela is well on its way and we will keep on going that way,” said the minister, who is attending in Caracas the Second Meeting of Foreign Ministers of the Latin American and Caribbean Summit on Integration and Development (Lacsid).

Venezuela wants Sweden to explain Pérez Becerra’s sneaking away

The Venezuelan Foreign Office is pondering on a diplomatic note from Sweden after the delivery to Colombia of Joaquín Pérez Becerra, the alleged member of the Colombian Revolutionary Armed Forces (FARC) who was captured last Saturday at Maiquetía international airport, Minister of Foreign Affairs Nicolás Maduro reported on Friday.

However, Maduro noted that the Swedish government should provide a rationale for letting somebody wanted by the Interpol leave the country.

Earlier, last Tuesday, in a diplomatic note the Swedish government asked Venezuela for an explanation for having surrendered to Colombia the alleged guerrilla member and editor of Anncol, a news agency on the Internet which releases materials on the FARC.

Bandera Roja says Chavez Frias has dragged left-wing banners into the mire

Celebrating 34 years of existence, Bandera Roja (BR) leader, Gabriel Puerta Aponte comments that Venezuela’s last guerrilla group is fighting the damage and mud-raking that the Chavez Frias administration has thrown over the traditional banners of the Left through the President’s demagogy … “what’s required now is not a left-wing, radical or revolutionary government ( that will come later) but a government that can get us out the crisis as soon as possible.”

In the company of BR general secretariat members, Armando Diaz, Rafael Venegas and Pedro Veliz Acuna, Puerta rejects accusations that BR is sharing policies with its traditional adversaries: Accion Democratica (AD) and the Christian Socialists (COPEI) as a compliment and says it shows political maturity … “if we speak about reconciliation, this is the best way to show that BR is not full of hatred … if we don’t show our sincerity, we would be like those taking about plurality, integration, unity but who want to hog everything when it comes to electoral processes.”

BR considers the unity factor as the Coordinadora Democratica’s biggest challenge and calls on would-be breakaway parties, Primero Justicia (PJ), Proyecto Venezuela (PV) and Causa R to sit down and discuss matters inside CD with transparency and responsibility.

There can be no return to the past, Puerto points out … ” the past is represented by a practice and conduct vis-a-vis power … before it was AD and COPEI … now it’s Movimiento Quinta Republica (MVR) and allies … Chavez Frias represents the past and continues the old practices of political cronyism, corruption, political segregation and treating the country like a feudal lord.”

“Chavez Frias has not approved a single measure that has annoyed the International Monetary Fund (IMF) and foreign capital has been the greatest beneficiary with this government.”

BR now sees itself as attempting to consolidate a center-left tendency in Venezuela along with other parties, preparing for any pendulum political movement that could produce a right-wing government, unwilling to facilitate change in Venezuela.

Bandera Roja celebrates anniversary but doesn’t answer the real question


VHeadline.com News Editor Patrick J. O’Donoghue writes: In a statement marking its 37th anniversary, former guerrilla group Bandera Roja (BR) has called President Hugo Chavez Frias’ 21st-century Socialism a farce.

BR still considers itself an organization of Marxist-Leninists, “product of a collective struggle in which sacrifices and the contribution of hundreds of militants and leaders have helped overcome great obstacles and difficult situations to put BR where it is now.”

BR general secretary, Rafael Venegas accuses the President of being responsible for an economy that has lowered the standard of living, increased the number of beggars, housing deficit, infant mortality and with levels of violence and insecurity that have left 14,000 people dead last year.

  • The organization also accuses the government of squandering Venezuela’s wealth inside and outside of Venezuela by ” buying consciences and rewarding loyalty, allowing corruption to become an extended cancer.”

The challenge for the party nowadays, Venegas states, is to convince people that the government’s Socialism is just a smokescreen to ultimately concentrate power in the hands of the Caudillo (Leader) and reinforce despotic, authoritarian and totalitarian power.

The National Assembly’s decision to grant a special legislative powers to the head of state, Venegas quips, should open up the possibility of confiscating salaries of deputies and he suggests that the money could be used to create a foundation to help street children.

Bandera Roja has yet to explain its alliance with a right- wing opposition over the past 7 years, whose first move in government will undoubtedly be to ban Bandera Roja as an extremist organization.

On Joaquín Pérez Becerra

Joaquín Pérez Becerra is being deported from Venezuela to Colombia, where the Colombian government is accusing Becerra of “terrorism” because his news site, The New Colombia News Agency (ANNCOL), allegedly “supports” the Revolutionary Armed Forces of Colombia (FARC-EP). Venezuelan authorities arrested Becerra on 23 April at Maiquetia International Airport, outside of Caracas, after a phone call from Colombian President Juan Santos requesting Becerra’s detention and deportation.

“It’s not my responsibility – the main blame goes to this gentleman who came here knowing that he was being looked for by Interpol, with a code red. Each person assumes their own responsibility,” Chavez said.

“[Becerra] got off the plane and we captured him, and just like we handed over the [accused terrorist] Chavez Abarca to the Cuban government, we handed [Becerra] over to the Colombian government,” Chavez continued.

In what is now being widely referred to as the “Becerra Case” by leftist social movements and political parties in Venezuela and abroad, the detention and deportation of Joaquín Pérez Becerra – director of ANNCOL and a source of re-published communiqués of the FARC-EP – has caused unrest among many of Venezuelan President Hugo Chávez’s most staunch supporters.

While some protests against Becerra’s deportation have been held in downtown Caracas this week, a demonstration on Thursday outside of the Venezuelan Foreign Ministry involved over 300 people from a diverse array of leftist movements and political parties.

Thursday’s protest brought together representatives from numerous pro-Chavez social movements, including the Coordinadora Simón Bolívar (CSB), the Simón Bolívar National Communal Front (FNCSB), the “Clara Zetkin” Women’s Movement, the Front for the Detained and Disappeared of the Continent, and the Revolutionary Tupamaros Movement. Also in attendance were former Venezuelan Trade Minister Eduardo Samán, current Venezuelan lawmaker Oscar Figueras Yul Yalbur, and investigative journalist Eva Golinger.

Protestors chanted slogans critical of the government’s decision to deport Becerra, including “a true revolution doesn’t turn in revolutionaries” and “the middle-of-the-road comes right before treason.”

Revolutionary intellectuals protest deportation of alleged FARC-EP member Julian Conrado

The imprisonment in Venezuela, with the collaboration of Colombian military intelligence, of FARC-EP Commander Julian Conrado, and the Hugo Chavez Frias government’s decision to give this outstanding revolutionary to the neo-fascist government of Juan Manuel Santos was received with surprise and indignation worldwide.

The National Situation

In the present national situation, the amendment to the constitution of the republic, which allows any government official to run for re-election continually, represents a political element of greatest importance. This proposal is opposed to the concept of alternation in office, a concept of bourgeois democracy, which reduces democracy to a change of personalities of the system, but is designed to maintain and deepen capitalist relations of production with an appearance of “change,” so that nothing changes and the dictatorship of the bourgeoisie is perpetuated.

For us the struggle is to remove the bourgeoisie, to seize power and establish the dictatorship of the proletariat as a form of government appropriate to socialism. We consider this amendment as positive since it contributes to sharpening the contradictions where they are expressed: the interests of imperialism, represented by the tendency that is opposed to the amendment as a way to close the road to the permanence of Chavez. These, with the full support of imperialism, are trying to confuse the people and, by means of terrorist measures, of manipulation of the news and psychological warfare, are trying to impose the NO option. Their plan is to call immediately for a referendum to revoke Chavez. This would imply, if the amendment is not approved, a strong internal struggle to find a substitute for Chavez, strengthening the division and backward motion of the Bolivarian process. The landowners and sectors of the “native” bourgeoisie are also pushing forward their policy in alliance with imperialism but they are playing a game of pawns and are following a policy of sabotage but without their own plan, their area of influence is among sectors of the parasitic and bureaucratic petty bourgeoisie.

On the other hand, the convergence of the revolutionary, patriotic, popular and proletarian sectors are joined in a left-wing tendency that supports the Bolivarian process and that is based on the proletariat and the peasant masses, with the presence of certain revolutionary intellectuals and a few elements of the “national” bourgeoisie and the petty bourgeoisie. They support the amendment as a form of giving continuity to the Bolivarian government without risking the possibility of splits in an electoral scenario without Chavez given his influence.

For these reasons we consider the proposal for the amendment to the constitution to be positive and we are taking up the task of winning the support of the majority. This is an activity that must be taken up by our mass organizations to mobilize them, making use of these events for the political organization and education. It is necessary to overcome the weaknesses shown in previous electoral processes, given the influence of opportunism and the petty bourgeois tendencies that have taken advantage of their preeminence in Chavez’s government and party.

At the present time, with the level of development of the struggles in Latin America, the presence of leaders of the left-wing tendency, which has anti-U.S. positions and great national and international influence, make it possible for the revolutionary forces to continue advancing and consolidating spaces to build bases for the revolution and socialism. In this we Marxist-Leninist parties have a role to play, strengthening the party and building spaces of direct ties with the masses to find the road to the genuine revolution and socialism. We understand that these processes only represent a bourgeois democratic expression, which has points of contradiction with imperialism, in particular U.S, imperialism, and neo-liberalism, but supported by social-democratic, Keynesian and reformist thought that are of a populist and anti-communist nature.

It is important to note that this process of the constitutional amendment is developing in an atmosphere marked by the sharpening of the general crisis of capitalism, which has struck the world economy hard. The Venezuelan economy will not be able to escape the totality of its effects since there will be many confrontations despite the governmental talk that “we are armor plated.” The class struggle will become serious and in our specific case the amendment will sharpen the contradictions; if the YES wins, reaction will continue to develop its policy of confrontation supported by the governors and mayors that it controls today, trying to surround Caracas, with support from Miranda, Carabobo and the border with Colombia in a long-range policy. If the NO wins, the advance of the right wing can accelerate its offensive, resorting to fascist violence supported by the favorable results, the accumulated force to revoke the government immediately, taking advantage of the internal struggle that would take place among those who support the government (mainly within the PSUV [United Socialist Party of Venezuela, Chavez’s party – translator’s note]) to succeed Chavez in the next presidential elections. This would lead to open betrayals, dissents and leaps into the enemy camp. Either way, the result of the amendment will be decisive for the future; in the regions controlled by the right wing the clashes will be more acute, especially around Caracas.

All this provides us with a panorama of greater political instability, where the need for the class vanguard is essential and our young Party will need to take up a determining role for which it must prepare all the forces at its disposal.
